RNAV-1 (GNSS) SIDs and STARs

Thiruvananthapuram Airport

1. 1.1 Introduction For RNAV (GNSS) SID and STAR operations, aircraft shall be GNSS equipped and the navigation systems shall meet ICAO RNAV1 standard of accuracy or equivalent. Note: GPS shall not be sole means of navigation to carry-out RNAV (GNSS) SIDs and STARs. 1.2 Operators/pilots who are not approved to fly the RNAV (GNSS) SIDs and STARs shall inform ATC and expect radar vectors. 1.3 Pilots shall comply with an ATC assigned level. Pilots shall also adhere to the vertical and speed restrictions depicted on the cleared RNAV (GNSS) SIDs and STARs. ATC clearance will take precedence when the ATC clearance does not permit pilots to adhere to the vertical and speed restrictions depicted on the RNAV (GNSS) SIDs and STARs. 1.4 Aircraft may be radar-vectored off an RNAV SID/STAR. Such aircraft will subsequently be given instruction to intercept the appropriate RNAV SID/STAR.

1.5

A set of eight connector routes have been designed to facilitate the development of RNAV-1 SIDs and STARs for Thiruvananthapuram. These connector routes link the RNAV-1 procedures with the existing route network.

2. 2.1

Arrivals STARs are presented in diagrammatic format on a chart which comprises two main elements: a. A TRANSITION route; and b. An ARRIVAL route.

2.2

A TRANSITION route starts at a waypoint on the ATS route (or a connector route) and then requires RNAV tracking to position the aircraft for the ARRIVAL route.

2.3

RNAV-1 equipped arrivals to Thiruvananthapuram airport will be cleared on the appropriate RNAV STARs by ATC.

2.4

Additional elements on the STAR chart include the following: a. Vertical restrictions designed to contain aircraft in controlled airspace and to separate aircraft from obstacles and to avoid, to the degree possible, conflict with departing aircraft. b. Speed restrictions designed for flow control purposes.

2.7

At the end of the open-ended STARs, arrivals can expect radar vectors to intercept the localizer for an ILS approach or final approach track for other available instrument approaches.

2.8

Clearance for STAR shall be issued by ATC and shall contain the following elements, in the order mentioned: · · · · STAR identifier; TRANSITION identifier; Runway-in-use; Assigned level (see note 1 below)

Note 1 RNAV STAR defines a lateral route for an aircraft to fly from a significant point along the en-route / terminal phase of flight to the approach phase with minimal, or no, ATC intervention. Altitude and speed restrictions may be depicted as required on any RNAV STAR. All charted altitude and speed restrictions are mandatory unless specifically cancelled by ATC. ATC will issue descent clearance, and once a lower altitude is issued by ATC, the pilot shall descend on the STAR profile to the assigned altitude. The pilot will comply with all charted altitude restrictions above the ATC-assigned altitude, unless specifically cancelled by ATC. When an approach clearance is received, all altitude restrictions on the STAR profile remain mandatory, unless specifically cancelled by ATC. 1. Departures 3.1 A RNAV-1 SID is a planned ATC departure procedure, published in the AIP, for the pilot's and controller's use in graphic and textual form. SIDs provide a transition from the terminal to the appropriate enroute structure. A Transition shall be issued in conjunction with the RNAV1 SID. 2. RNAV Holding Procedures 2.1. RNAV holdings are designed to facilitate holding aircraft for delay to achieve required spacing between arrivals during periods of congestion. All these holdings are clear of the SIDs and STARs designed for the runway in use. 3. Other Operational Procedures 5.1 An aircraft having been cleared to PROCEED DIRECT (significant point), where such significant point is an element of SID/STAR shall; · Comply with both speed and level restrictions (only to the extent the cleared level makes possible) published at such significant point, unless such restrictions are explicitly cancelled by ATC; and · 5.2 Continue with the SID/STAR, after reaching the significant point.

For the operation of RNAV-1 SIDs and STARs at Thiruvananthapuram, radar surveillance (either primary or secondary) is mandatory. RNAV-1 operation shall be continued only when radar performance is satisfactory.

4. Contingency Procedures 4.1. 6.1.1 6.1 Radio Communications Failure Procedures In the event of a radio communication failure, the pilots of RNAV-1 equipped aircraft are expected to follow the procedures given below: § § Set transponder to Mode A / C, Code 7600. Arrivals to continue on the cleared STAR and at the end of the STAR make a convenient turn to intercept localizer or final approach track of the runway in use. § Departures to follow the cleared SID following all built-in restrictions and further climb to the current flight plan cruising level according to the provisions contained in AIP (INDIA) ENR1.9-13, Para 19.2. § In case of departures from Thiruvananthapuram becoming RCF and planning to land back at Thiruvananthapuram, the procedures given in 6.1.2 of this supplement shall be followed.

6.1.2

Departure Aircraft Experiencing RCF Landing Back at Thiruvananthapuram This procedure considers cases of aircraft departing from Thiruvananthapuram experiencing RCF within 50NM of TVM and deciding to land back at Thiruvananthapuram. Aircraft departing from VOTV experiencing RCF, deciding to return to VOTV for landing shall set transponder to Mode A/C Code 7600, continue on the cleared RNAV-1 SID until 45 NM from TVM maintaining F140 or above, make the specified turn to fly 50 DME arc (TVM) to establish inbound ATS route as given in the tables given below. On reaching TVM, the aircraft will set course to the waypoint OSAJE and join the hold of OSAJE. Fuel dumping is permitted at this hold. When aircraft is ready for the approach, she will leave the hold at or above 6000 ft to the appropriate way point and follow the published procedure from the OSAJE hold. Aircraft shall use the runway used for departure for its landing also.

Aircraft Experiencing Degradation or Failure of RNAV-1 System When an aircraft cannot meet the requirements of RNAV-1 compliance as a result of a failure or degradation of the RNAV-1 system, pilot will notify the same and request a revised clearance.

8.1

Aircraft Experiencing Adverse Weather When an aircraft flying on an RNAV-1 SIDs and STARs procedure encounters adverse weather which is likely to impact the aircraft's adherence to the cleared procedure, a revised clearance will be requested by the pilot.

9 9.1

RNAV-1 Operations When Danger / Restricted Areas Are Active VOD175 active When VOD-175 (Thumba) is active, RNAV-1 operations at Thiruvananthapuram shall be suspended.

9.2

VOD172(A) / VOD172(B) Runway-in-Use 14: Arrivals on W15 after CIA shall route via TUMLA (TUMLA transition and HIBUS arrival). Departures shall also route via TUMLA (GAKOT departure and transition) and there after to CIA. Runway-in-Use 32: Arrivals on W15 after CIA shall route via TUMLA (TUMLA transition and DINKA or SANOT arrival). Departures shall also be asked to route via TUMLA departure and TUMLA transition) and there after to CIA. (RAMPU TUMLA
