Consensus (ISO definition)

General agreement, characterized by the absence of sustained opposition to substantial issues by any important part of the concerned interests and by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments. Note: Consensus need does not imply unanimity.

Role of the various TC67/SC6 representatives

Chairman and SC Secretariat: coordination of all SC Working Groups; reporting to TC 67 Working Group: reports to SC6 and typically is responsible for multiple standards, each of which has a Project Leader Convenor: in charge of WG coordination (expeditor, facilitator) Project Leader: responsible for the standard

99

Work and review by Stages 1

WD Working Draft

Technical content developed and synthesised in the WG under the PL

When assembled and ready for wider review, the WD is sent to the Committee Secretary for CD distribution.

CD Committee Draft

Detailed technical review for consensus by committee's P and O-members (incl. mirror/national committees and liaison organisations)

WG address the comments; consider 2nd CD if major changes TC67 recommends a comments register to enable tracking of comments during the further process Possibility to have a fast-track for an update

10 10

Work and review by Stages 2

DIS Draft International Standard

Enquiry, comment and vote by all 151 ISO Members

WG address the comments with Committee Chairman & Secretary ISO/CS requires a comments register

FDIS Final Draft International Standard

Approval, final "Yes/No" vote with no comments

IS International Standard

Final publication and distribution

Brief history of API and ISO cooperation

Background:

·API-CRE and ISO TC67/SC6 developing standards on a separate basis and out of sync ·Following mergers between 1999 and 2001, the number of experts nominated by the majors have been drastically reduced ·Concept of coordination and Process Guide was originated following ISCC meeting at fall 2003 and TC67/SC6 2004 London resolution ·Ad Hoc group formed and a first draft issued in November 2005 ·Final document including Flow Diagram approved by both API-CRE and ISO TC67/SC6 in November 2006 (San Francisco meeting)

Process guide content

Provides basic information and direction to API/ISO activities

Objectives: 1.Facilitate development and maintenance of one set of internationally acceptable standards 2.Minimize the number of standards published separately or out of sync by API and ISO Actions to be progressed: 1.API coordination with US.TAG and ANSI 2.API/ISO requirements and documentation for submitting a NWIP 3.ISO/API requirements for nomination of experts to ISO WGs 4.Ballotting process 5.API support for editing, creating graphics... 6.Special requirements regarding management of JWGs 7.ANSI and API national adoption procedures and options

The whole is summarized in the Work Process Flowcharts

Positive sides of new approach

"Reduction of diverging national standards" :

New markets Trade opening Cost reduction

"World consensus":

Transparence Pooling of experience

" Reduces the risk of misinterpretation"

Through multiple review When translated

CONCLUSION

Following mergers, there are less contributors for working in standardization committees As refiners, we are more"fellows"than competitors Our common interest is to have safer and more reliable refineries The best way to do so is certainly working worldwide in close cooperation Coordination between API-CRE and ISO TC67/SC6 is one of the keystones of this cooperation: it should be pursued.
