The American Council of Engineering Companies of South Carolina is happy to publish this 2012 ACEC-SC Directory. ACEC-SC is the only organization for consulting engineers in South Carolina. Our member firms are dedicated to practicing quality engineering. Each member firm is fully capable of doing engineering work listed in their firm's description. We investigate each firm and vote each into our membership to ensure all member firms are quality organizations. Each firm must adhere to the high standards of excellence of the engineering profession. Each ACEC-SC member is also a member of the national organization, ACEC. By being a member of the state and national organization, our members keep abreast of state and national trends as well as state and national policies, laws and regulations through programs, meetings, seminars and publications. ACEC-SC MISSION STATEMENT

The mission of ACEC-SC is to promote and protect the business interests and professional standards of consulting engineering in the state of South Carolina; and to improve member firms' ability to profitably provide quality services to their clients. OBJECTIVES: 1. Maintain a positive business environment for consulting engineers in South Carolina by active participation in the legislative process and by representing consulting engineers' view to other interest groups. 2. Provide programs to the membership that will improve their business operations. 3. Maintain a positive public image of the consulting engineers' professsion. 4. Influence future engineers to choose careers in consulting engineering.

QUALIFICATIONS BASED SELECTION

A high-quality engineer's design can have a dramatic savings effect on maintenance and operations over the life span of the project. The fee for the design professional amounts to only a small percentage of overall project costs; however, the result of a designer's work can greatly impact the life-cycle costs. Qualifications Based Selection (QBS) is the process recognized by the federal government as the most effective way to choose consulting engineering services. QBS is essentially the policy stating that engineers should be selected on the basis of competence, unique abilities for each project. Price should not be a factor in selecting the design firm, at this point. The following steps in the QBS process are recommended by the American Council of Engineering Companies:

Step 4: Selection/Negotiation

Select top-ranked firm and initiate the negotiation for the scope of work, the terms and conditions of a contract, and compensation. The negotiation process includes the following: A. Preparation of comprehensive proposal by the topranked firm. B. Presentation of scope of work, schedule, and level of effort by the top-ranked firm. C. Agreement on scope of work, schedule fee, and areas of responsibility and liability. D. Preparation of written contract binding both parties to the agreement. A consulting engineer's fee should include the cost of services of both principals and staff in the design and specification of a project. It also includes maintenance of the firm's office and equipment and visitations to the project site to verify the competence of work performed. Additional arrangements may be made for: A. Environmental impact statements and similar declarations to conform with government regulations. B. Investigations, other consulting engineers or technical firms engaged. C. Unusual amount of site activities, resident supervision. D. More than the stipulated number of drawings specifications. E. Major change to plan. F. Construction Management. If the negotiations with the first choice firm fails for any reason, sever negotiations with the firm and begin the process with the second choice. If an agreement with the second firm is not reached, continue the process through the ranked firms.

Step1: Request for Qualifications

Prepare a formal Request for Qualifications (RFQ) for a proposed project and distribute it to a select list of firms. Ask respondents to indicate their interest in the project and illustrate relevant project experience and overall capabilities to perform the services required for the project. The initial RFQ should include the following: A. A description of the proposed project. B. Any special expertise or unusual services that might be required. C. A time schedule for the overall project, including the selection process to retain a consulting engineer. D. A list of selection criteria (e.g., geographic location of firm, small business set-aside, or current workload of staff).

Step 2: Evaluation of Firms

Evaluate the written qualifications of the firms and select the top three to five firms to be interviewed. The evaluation should be based on the following factors: A. Individual qualifications of personnel as a team. B. Overall experience of personnel as a team. C. Ability of the team to perform within time constraints. D. Firm's awareness of project's issues, opportunities and constraints. E. Project team's experience on similar projects. F. Quality of past work. G. Performance evaluation form past clients.

Step 3. Interview

Arrange for interviews with the top firms. Whenever possible, the interview should be held at the consulting engineer's office to provide an opportunity for the buyer to observe the firm in action. An evaluation form with predetermined selection criteria should be provided to interviewers to determine the firm's score. The evaluation form should include the following components: A. Project team management plan. B. Previous experience of project team. C. Location and quality of office facilities. D. Project control measure to monitor schedule and budget. E. Availability of staff resources based on firm workload. F. Project approach. G. Quality of work on similar projects. H. Awards and past client recommendations. I. Financial stability of the firm. J. Overall team ranking.
