Heartfelt Thanks. Happy Holidays!

We devote this entire column to give thanks and appreciation to our social partners and especially our volunteer members that have served as the foundation and pillars of the Association of Construction and Informal Workers. We have faced di cult challenges for the past two years and it would have been di cult to grow and mature as a workers organization without them. It is just imperative to give them credit for the unsel sh e ort, technical and nancial support which they gave to ACIW. First and foremost to the volunteer members who have unsel essly contributed their free time and e ort to our education, recruitment and training. Second , the LO/FTF Council (the Danish Trade Union for development cooperation) and the Bat-Kartellet for providing our organization the appropriate technical and economic support in our capacity building stage and decent work agenda. To the entire sta of Technical Education Skills Development Authority (TESDA), for their con dence reposed to ACIW in their national projects on skills training being the lead agency mandated by law to promote the development and e cient allocation and utilization of the middle human resources of the country to accelerate economic and social growth. The Philippine Contractors Association, with special mention to Mr. Lito Madrasto, the Executive Director and the rest of the Board of Directors, for the joint cooperation and initiatives in promoting decency of work for our construction workers and their recent initiative to advocate for a globally competitive construction industry. The Department of Labor and Employment (DOLE), especially to the Bureau of Labor Relations headed by Director Rebecca Chato, with their Workers Augmentation Program as a medium for livelihood activities and income opportunities for organizations in the labor sector and for actively spearheading the Construction Industry Tripartite Council to push for a Construction Industry Competitiveness Bill setting forth the law that strengthen the construction industry and promotes decent work for the construction workers. Holcim Philippines, Incorporated, with special thanks to Ms. Teri Cruz, for their recognition and trust to our organization as their training partner in their vision to provide foundations for our country's future and a partner in the nation building by providing Honest, Organized, Loyal, Caring, Integrable Masons (H.O.L.C.I.M) in the construction industry with a pool of trained, highly skilled masons in the country. All Local Government Units where ACIW has an existing MOA, for making ACIW participate in their local activities in the Municipal and City Development Council. Human Persona Sta ng Solutions, for entrusting the training and development of their workers in terms of skills upgrading, values and character formation. We are very proud, and indeed, your acts are commendable, that the labor standard laws are implemented accordingly which makes you one of the law abiding employers, despite of your limited resources. Inter Country Skills Development Foundation, Inc. our social partner in providing a venue for further development of the competencies of Filipino workers through the transfer of technology in various trade areas in the construction sector from the highly developed economies such as Japan. Davao Light and Power Company, for providing us equipment to run our Training Center and sponsoring skills training programs for Out of School Youth. Gawad Kalinga for entrusting the construction of their homes for the Filipinos under our training cum production projects. And of course to our respective chapter leaders working hard in the grassroots level to advance and implement the vision and programs of ACIW. The journey and struggle to improve the welfare of our brothers and sisters in the construction and informal sector has just begun. 2008 is a good year for ACIW. Together let us prepare for more greater challenges that 2009 has to o er.

Trainers Training Module 3 (TTM3) in Davao. April 2nd Regional launching of "Galing Mason" at Holcim Philippines in Davao City May Forged Partnership with Human Persona (MOA). The Philippine Construction Industry Competitiveness Act already has a Senate Bill No. 2374 June Conducted Skills Training in painting, carpentry, Masonry and heavy equipment. ACIW JOINS HALARAN 2008

Ang salitang Halaran ay alay o pag-aalay dahil sa pag celebrate ng kanilang taunang kapistahan dito sa Roxas City, Capiz. Lahat kami dito ay nag alay ng pagod upang maisakatuparan ang pagpakilala sa mga produkto ng Accessories Making at Food Processing ng ating institution sa pamamagitan ng sama-samang pagtutulungan sa paggawa ng ating produkto tulad ng SpeciaL Peanut Butter, chocolate molding at banana mu ns. Ang bawat isa ay masayang ginampanan ang kanyang tungkulin upang maging successful ang mga produktong naipangako at naidisplay bilang exhibit sa nasabing halaran. Ang pag aalay ng puyat at pagod ay hindi alintana ng bawat isa. Ang kapalit nito ay ang pagkilala sa ating proyekto dahil sa nabanggit na mga produkto.

Iba't ibang ahensiya ang napahanga sa mga produktong exhibit ng ACIW kaya marami ang na-encourage na mabigyan sila ng ganitong hanapbuhay sa pamamagitan ng pagsali sa organization at mabigyan ng ganitong kaalaman. Kaya ang "paghalad" o pag alay ng serbisyo sa kapwa ay hindi mabayaran ng halaga basta marami ang mapasaya. IPAGPATULOY ANG KABUTIHAN AT PAGMAMAHALAN, ANG KAPALIT NITO AY KAGINHAWAAN.

Development of Livelihood Project Proposals for submission to concerned government agencies for the organizational sustainability of the di erent ACIW chapters. Drive/coordinate with TESDA for the member OSY's to the Slots of Scholarships Coupon of the Representatives such as the PGMA-TWGP -Training for Works Scholarship Program. Local Government partnership and advocacy strengthening by attending by appointment to the LGU Sessions. Visitation and follow-up chapters in Davao Region by means of Local Chapter Leaders meeting and conduct of assemblies and forum. Trainings and Seminars widely be implemented early months in year 2009.

Remarks: All these and more development should be undertaken in Mindanao that rst will focus to the sustainability program of previous chapters that may one way or another, the community may embrace willfully the Vision and Mission of ACIW.

Isang Maligayang Pasko at Manigong Bagong Taon ang sa inyo'y ipinapaabot ng pamunuan at ng mga sta ng Association of Construction and Informal Workers.

Sa kabila ng pandaigdigang krisis pananalapi na nararanasan sa ibat' ibang panig ng mundo ay nagawa pa rin nating makasulong, ang tagumpay natin na maorganisa at mapalaki ang kasapi natin mula sa bilang ng 2255 at patuloy pa na nadaragdagan. Kaya, nais naming ipaabot sa inyo ang pasasalamat sa bawat isa sa mga lider na boluntaryong tumutulong sa pag-oorganisa, sa mga kasapi, sa kooperasyon ng mga pangunahing partner tulad ng TESDA Quezon City, Local Government, HOLCIM Phils., Human Persona , PCA at marami pang iba. Ang pagpapatotoo!

Mabuhay... mabuhay... ang ACIW! Noong Nov. 25, 2006, naging isang family member ako ng ACIW, merong ginanap na Food Processing Training sa Brgy. Milan Jamindan, Capiz (Chocolate , Banana Mu n Making), dito ako na convince na mag pamember dahil sa umpisa palang ng orientation hindi kadudaduda ang programa ng ACIW at naisipan ko kaagad na makakatulong ito sa mga taong walang pinagkaka-abalahan. Hindi ko na ito pinalagpas pa , ipinagsabi ko ito sa mga tao na maganda ang kanilang programa, kaya't marami akong nahikayat na magpamember sa ACIW.

Accessories Making and Trainers Training Module 1 - Visayas

Feb.19-23, 2007, nagkaroon ng Trainers Training Module -1 isa ako sa nakasali , pagkatapos ng TTM-1 dito ko lahat nalaman ang mga talaan ng nilalaman ng ACIW, nahasa ako sa pamamagitan ng pag follow-up simenars na kami na ang nag facilitate, maraming mga training ang naganap dito sa Western Visayas kasama narin kaming mga Leaders na nagfacilitate, binigay namin ang oras sa pag Volunter para makakatulong sa mga taong nangangailangan, naramdaman ko ang kasiyahan sa pamamagitan ng pagtulong sa mga tao kahit walang suhol na tinatanggap. June 13-17 ginanap ulit ang TTM-II sa Baye- Baye, Jamindan Capiz, Dito ko na pinatunayan sa sarili ko na makakatulong pa ako ng sapat sa mga tao para sa pagpapadaloy ng programa ng ACIW. Dito na nagsimula na nakakapunta na kaming mga leaders sa ibat - ibang lugar ng Western Visayas . August, 2007 nagkaroon ng Occupational Safety at Magna Carta, idinaos sa Roxas City MVW Hotel kasama narin ako sa simenar na ito para sa karagdagang ituturo sa mga taong nangangailangan. March 29 - April 4 2007 dinaos ang TTM-III sa Davao City, itanapos ko ang Trainers Training Module III , dito ko napatunayan na marunong na rin akong gumawa ng Module, naisip ko na kailangan kong ibahagi ito sa iba. August 18-22, 2008, ginanap ang TTM I batch 5, sa ATI Mambusao, Capiz, isa ako sa mga nag facilitate sa pag conduct ng simenar, naramdaman ko sa aking sarili ang kasiyahan habang tumutulong sa kapwa. September 19-23, 2008, idinaos ang Financial Management kasama ako bilang participants sa seminar na ito, naging bahagi ako ng ACIW , tinanggap ko ng taos puso ang Assosasyong ito, mahigit dalawang taon ang aking pag serbisyo sa ACIW July 16 - Sept 16, 2008, nakapasok ako bilang isang casual employee sa Municipal ng Jamindan, kung hindi dahil sa ACIW hindi ako nakapasok sa Muncipal ng Jamindan. Pagkatapos ng tatlong buwan na kontrata ko sa Municipal ng Jamindan patuloy pa rin ako sa pag serbisyo sa ACIW, Hindi naabutan ng isang buwan ay inabsorb ako ng aming Mayor para sa patuloy na pagtatrabaho sa Government ipinasok niya ako sa Macario Bermijo National High School noong September 29, 2008, para magturo dahil nakitaan niya akong magaling magturo. Kaya salamat sa ACIW... Kung Hindi sa Inyo Wala ako sa Macario... MABUHAY ANG ACIW!!!

SALAMAT ACIW!

(TTM1). Sa unang araw ng training di ko sinapuso, hanggang sa pangalawang araw, ngunit sa pangatlong araw, nagkaroon ng grupo at isa ako sa napiling tumayo bilang leader ng aming grupo. Sa ganung sistema, nagkaroon ako ng kusa na magsumikap at unti-unting na absorb sa aking pagkatao ang magandang pananaw ng ACIW para sa mga tao. Masaya akong tinapos ang TTM1. Sa ngayon, ako ay nakagawa ng maraming curriculum at modules, at isa sa mga ginawan ko ng module ay ang Accessories Making. October 4-5, 2008 Follow-up Training for accessories na ginawa ko sa tulong ng ACIW family na sinuportahan ni Hon. Mayor Ethel R. Jinon. Simula noon, marami ang nakakilala sa akin, nakaya kong tumayo sa harap ng maraming tao na walang pag alinlangan, sa madaling salita nagkaroon ako ng self-con dence, na develop ang aking personality, pananalita, pananamit at marunong na maghalubilo sa mga tao at higit sa lahat nakilala ako at lumaki ang aking kita. December 4-8, 2008 isa ako sa kinuha ng LGU Jamindan upang isali ang aking talent sa paggawa ng iba't ibang design ng mga accessories sa ginanap na exhibit sa Halaran, Roxas city. Sa ganung exhibit, malaking tulong sa akin dahil maliban sa marami akong nakilala, lumaki na naman ang aking kinita. ACIW salamat at nakarating kayo sa Bayan ng Jamindan, Capiz. Isa ako sa inyong nahubog at natulungan. Sana wala kayong sawa at pagod na tumulong sa katulad ko... SALAMAT ACIW!

Sa kabila ng maraming dinadanas na pagsubok ng ating mga kababayan, patuloy pa rin silang lumalaban na mabuhay ng marangal at makadama ng kaginhawaan sa buhay. Kung kaya't marami ang nagnanais makapagtrabaho sa ibang bansa, isa sa naging mapaparaan ng ating samahan ay ang pagbibigay serbisyo ng pagsasanay sa konstruksyon, at ito ang nagbigay daan sa mga bagong kasapi ng ating samahan.

Patuloy ang paglaki ng ating samahan sa larangan ng bilang ng miyembro at pagseserbisyo. Higit na tumatag ang ating samahan sa paghubog ng mga bagong lider at tagapagsanay sa tulong na rin ng mga bagong kasamahan na may pitak sa puso ang tumulong at maglingkod sa hanay ng manggagawa sa impormal. Isang malaking hamon din ang taong 2008 sa pagkamit ng mithiin na maabot ang sapat na bilang ng miyembro bilang pagtupad sa ating layunin na mas maabot pa ang nakakaraming bilang ng impormal na manggagawa. Ito ay patuloy na tinutugunan ng ating mga volunteers at partner na LGU's, HOLCIM, HUMAN PERSONA AT TESDA. Bagamat, di pa sumasapat ang bilang ng mga bagong kasapi na mapunuan ang dumadaming miyembro natin na hindi na makapagrenew ng butaw bawat taon ay kumbinsido pa rin tayo na muling silang magrerenew at may bagong pang kasama. Kung kaya't nasa landas pa rin tayo ng ating mithiin at nalalaman pa din natin ang ating mga hakbang na matugunan ang mga hamong ito. Sa pagtutulungan ng ating mga pamunuan at kapwa sta ay makakatawid tayo sa landas ng tagumpay at pagpupunyagi na mabigyan ng kasanayan ang ating mga kababayan at maging daan ito sa kanilang pangunahing pangangailangan sa pang araw-araw. Maligayang Pasko at Manigong Bagong Taon!

Accrediation of Assessment Center for Masonry in Davao City. Trainers Training Module 1 (TTM1) initiated follwed by Materials Production Seminar which were attended by ACIW Leaders, Sta and ACIW members from di erent regions of the Philippines Programs were established. Trainers and Assessors were developed. ACIW strengthens and improves its partnership with the Local Government Units [LGUs] and other agencies of the government [TESDA, DOLE, and other Bureaus] to in uence local and national legislators for policy development. First Congress- ACIW pursued program operations under its new organizational existence, persistently enhancing its capacity to support the workers in the construction industry and informal economy, in cooperation with the Bat-Kartel and the LO/FTF Council of Denmark. The treading of a new path of unionism, that is the inclusion of workers in the informal economy, created new areas of challenges to respond to ACIW's immediate objective in pursuit of its social advocacy and local governance participation in promoting the core and substantial rights of the workers. ACIW is registered both in the Securities and Exchange Commission and the Department of Labor and Employment.

Hello, Philippines! Mabuhay!!! Nandito na naman ang boluntaryong kagandahan(???) ko upang maghatid sa inyo ng ilang kwento ng kaganapan dito sa.... BUHAY, ACIW!

November 17,2008 ng unang pasimulan ang "Text Brigade" ng ACIW upang ipaalam sa lahat ng myembro na nakatira sa Caloocan, Taguig, Manila at Quezon City na tayo ay lumipat na ng opisina at iba ipang mga mahalagang impormasyon na nais iparating ng ACIW sa nga myembro. Dahil dito, ang volunteer beauty(???) ko ang naatasang magsagawa ng nasabing activity. Taray! Super load!!! Sa kabuuang bilang, 812 lahat ng myembro ang ninais na makontak, 391 ang hindi nakontak, 4 ang wrong number, 13 ang numerong hindi na ginagamit, 23 ang hindi nakausap sapagkat walang may sumasagot ng telepono, 351 ang walang kontak number at sa kabuuan 421 lamang ang nakontak na myembro. Maraming salamat po sa lahat ng mga nagrespond sa aming mensahe. Tungkulin po naming ipabatid sa inyo ang anumang impormasyon na maaaring makatulong sa inyo bilang kasapi ng ACIW. Ngunit, datapwa't, subalit... Dahilan rin nito, naloka ang beauty ko! Sapagkat maraming nagreply sa akin na ako daw ay manloloko!!!... ang pinakabongga! Napaghihinalaan pa ang beauty ko ng mga bonggang misis na nakakasagot sa akin na ako ay number2 ni mister! Waaaa! Hu!hu!hu! bonggang nakakaloka! Mga misis... Ang inyo pong mister ay kasapi ng ACIW, kung nais nyo po, inaanyayahan ko kayong magmyembro na rin ng ACIW kung kayo po ay hindi pa myembro nang sa gayon dito sa ACIW tayo ay maging "one big happy family!." Sa inyo pong lahat na kasapi ng ACIW, asahan po ninyong kayo ay patuloy na makakatanggap ng mga mahahalagang mensahe at impormasyon mula sa ACIW. Inaasahan rin po naming ang inyong kooperasyon. Paalala rin po sa mga nagbago na ng contact number, na kung maaari ay ipabatid nyo sa amin pati na ang inyong bagong contact number.... Hanggang sa muling chikkahan ng mga kwento ng kaganapan... Ito po ang babaing saksakan ng kulit na kayo ay itext tuwing may bagong happenings sa... BUHAY ACIW!

Ako po ay si Antonio A. Reyes Jr. galing po ng probinsiya ng Samar at nagtatrabaho po ako bilang isang tubero. Ako po ay may asawa at dalawang anak at sa hirap po ng buhay at liit ng sweldo sa probinsiya ay nagpasya po akung lumuwas ng maynila upang makipag sapalaran. Buwan ng June 2007 ng dumating ako dito sa maynila at lumipas ang ilang araw ay agad din akong naghanap ng trabaho.

At sa hindi inaasahang pagkakataon ay nagkaroon po ng problema tungkol sa aking kaalaman bilang isang tubero. Wala po kasi akong certi cation na nagpapatunay na TESDA certi ed passer bilang isang tubero at sa pagkakataong ito ay lumapit ako sa Tesda Quezon City at pinapunta po nila ako kay Engr. Justo Ferolino at siya po pala ay kasapi ng isang Organisasyon na kung tawagin ay ASSOCIATION OF CONSTRUCTION AND INFORMAL WORKERS o ACIW at dito po nag-umpisa ang pagiging buhay aciw ko. Dahil po sa wala akong sapat na pera para makakuha ng certi cate ng Tesda ay lumapit po ako sa ACIW at tinulungan po nila ako na maging certi ed tesda passer bilang tubero. At sa kagandahang layunin ng aciw na matulungan lahat ng manggagawa sa konstruksiyon at ako rin po ay kusang loob na nagbulontaryo sa aciw upang madagdagan pa ang aking kaalaman at maging isang ganap na trainer din ako balang araw at nagpapasalamat din ako sa lahat ng bumobuo ng ACIW at sa ngayon po ang maigaganti kulang sa lahat ng kabutihan at kagandahang pina akita ng aciw ay makatulong upang maging globally competitive. At higit sa lahat ang buong pusong katapatan sa ACIW.

Bakit may tinatawag na impormal na manggagawa? Sino-sino nga ba sila sa lipunang ating ginagalawan? Hindi ba't pare-pareho lang silang manggagawa na walang pribadong pag-aari kundi ang kanilang lakas paggawa!

Ayon sa ILO Convention (International Labor Organization Convention) tinatawag na impormal ang isang manggagawa kung ang uri ng kanyang trabaho o hanapbuhay ay hindi o walang pormalidad na empleyo/pagtanggap para makapagtrabaho (halimbawa: kontrata ng pagtatrabaho) mga maigsiang/pansamantalang trabaho. May mga tinatawag din na sariling mga gawa na maliitang produksyon ng individual o pamilya. Sino-sino nga ba ang impormal na manggagawa, sila ay mga nasa konstruksyon, vendor, driver, magsasaka, mangingisda, mangangalakay ng basura, at mga nasa pagseserbisyo, sila ang mga tinatawag na impormal na mangagawa. Tama po, pare-pareho lang silang manggagawa pero malaki ang pagkakaiba ng impormal sa pormal!
