SUBJECT: Review of the Central San Rafael Redevelopment Plan and Evaluation of the Agency's Progress on Implementation Activities Pursuant to the Agency's Five Year Implementation Plan ______________________________________________________________________________ RECOMMENDATION: Staff recommends that the Agency Board hold a Public Hearing on the Agency's Five Year Implementation Plan to provide the mid term review of the Implementation Plan required by the California Community Redevelopment Law. BACKGROUND: The San Rafael Redevelopment Agency was established by the adoption of the Redevelopment Plan for the Central San Rafael Redevelopment Project Area in 1972. The Redevelopment Plan has been amended several times since then, most recently in 2004. In addition to a Redevelopment Plan, each Redevelopment Agency is required to produce a Five Year Implementation Plan, demonstrating how the Agency is addressing blight, affordable housing and economic development in the Project Area. Agencies are required to conduct a midterm review of the Implementation Plan prior to its expiration. The most recent Implementation Plan was adopted in 2005 and covers the period from Fiscal Year 2005/06 to 2009/10. A midterm review is therefore required at this time. ANALYSIS: The Mid Term Review (Attachment A) includes the current status or update on projects and housing activities that pertain to goals listed in the Implementation Plan. The Mid Term Review also includes the State's new requirement for a list of the Agency's time limits in the Introduction section of the Plan and the requirement for the data in Appendix A, a listing of housing projects assisted with Agency funds, which is also required to be posted on the City's website.

Significant progress has been made on numerous goals as listed in detail under the Mid Term Review Section of the document, including progress toward the completion of the San Rafael Corporate Center, West Francisco Blvd redevelopment and undergrounding of utilities, and the Pickleweeed Community Center. The Mid Term Review also provides updated information on the Agency's affordable housing activities in Charts 3, 4, 5, 6 and 8 and Appendix A. During the first half of this Five Year period, Agency housing funds assisted in the rehabilitation of Martinelli House, a 66 unit development for low income seniors, the acquisition and rehabilitation of a 12 unit building for Buckelew clients, the acquisition of a third fourplex for Canal Alliance, and grants to assist sixteen low income families purchase BMR units. There were no substantive changes to the Agency's long-term goals, nor its financial situation since the Implementation Plan was adopted. Additional information on the Agency's activities and finances are included in the following: 1. The Economic Development Department goals are approved as part of the City-wide Goals and Objectives established by the City Council in the annual budget process. The mid year review of those goals by the City Council and Agency Board is tentatively scheduled to take place in February 2008. 2. Affordable housing activities are reported in the Annual Report provided to the California Department of Housing and Community Development and approved by the Agency Board each December. 3. The Agency's financial condition is detailed in the Agency's annual audit and Annual Report on Financial Transactions provided to the State Controller and approved by the Agency Board, typically in December each year.

FISCAL IMPACT: None. ACTION REQUIRED: Conduct the Public Hearing and accept the Mid Term Review. ATTACHMENTS: Attachment A: Five Year Implementation Plan 2005/06-2009/10 Mid Term Review Attachment B: Public Hearing Notice
