U.S. ARMY CORPS OF ENGINEERS Y.Gil Kim Deputy District Engineer for Programs and Project Management Afghanistan Engineer District - South

As the Deputy District Engineer for Programs and Project Management, Mr. Kim is the highest ranking civilian in the District located in Kandahar, Afghanistan. He is responsible for making District commitments to provide enhanced support and sustainment for Coalition and Afghan Forces conducting combat operations in Regional Commands South and West through Programs and Project Management business practices. Mr. Kim began his career with the Corps of Engineers at the Waterways Experiment Station (WES). From there he worked at Vicksburg District, Mississippi Valley Division, Far East District, HQUSACE, and South Atlantic Division. He has more than 27 years of experience in engineering, construction, and program management. Prior to being chosen as Deputy District Engineer for Programs and Project Management, Mr. Kim was the Chief of the Regional Business Management Division for the South Atlantic Division. He provided innovative leadership and strategic direction to actively promote, market and develop the Regional services and capabilities to existing and potential customers. He also provided direction and oversight in the development of overall SAD IPLAN and District OPLAN and provided direct support to USACE Campaign Plan. Prior to that assignment, Mr. Kim served as the Deputy Chief of Pacific Ocean Division Regional Integration Team in Directorate of Military Programs, HQUSACE in Washington, D.C., and was responsible for leadership, program execution, and oversight for all Civil Works and Military Programs activities managed by the POD RIT. He also coordinated with OMB/Congressional (House ­ Committees on Appropriations & Transportation and Infrastructure & Senate ­ Committees on Appropriations & Environment and Public Works staff)/Assistant Secretary of the Army for Civil Works in inquires and briefings for POD related issues and projects. Other assignments include serving as a USACE Liaison Officer to the U.S. Agency for International Development (USAID) for the Tsunami Recovery and Reconstruction Efforts in Indonesia and Sri Lanka. He signed threePASAs with USAID allowing the Corps to provide technical assistance to USAID as part of the recovery and reconstruction efforts. (He was recognized for his outstanding work and exceptional commendable leadership ­ Three Star Note and Special Act). He also served on MVD Task Force Hope as a Program Manager for the Louisiana Coastal Protection and Restoration (LaCPR) Study, where he provided overall leadership and management in completing the Preliminary Technical Report to Congress. Mr. Kim is a graduate of Mississippi State University with a bachelor's in Electrical Engineering and a master's in Engineering Management. Last Updated: February 2010
