Much of the recent asset growth in alternatives has, in fact, been dominated by the Public Funds. For example, witness the recent Hedge Fund and Hedge Funds of Funds programs announced by the State of Wisconsin Investment Board ($3 billion) and the State of Florida ($5 billion).
