PERILAKU BIROKRASI DALAM PELAKSANAAN PELAYANAN PUBLIK DI KOTA SURABAYA

Abstrak : This disertation explores the charactetistics of bureaucracy behavior on public services of Surabaya local goverment, and attempts to scrutiny the supporting factors of it as well.the main background of this dissertation located on the common picture of bureaucracy behavior of indonesia which well know by it decayed behavior and far from important principles such as,adaptive,responsive,innovative,effective, and efficient.The prescription of bureaucracy should prevail properly through it merit actions based on besic prinsiple,not to against the common interests or even renders it on difficult ways. This study based on a quite qualitative research paradigm and by several extensive fieldworks,such as,interviews,observations, and library research.Three institutions of Surabaya local goverment werw selected as a location, and could be defined as population on this study.Those were;Local Bureau of Healt (dinas Kesehatan),Local bureau of Culture and Tourism (Dinas Kebudayaan dan Pariwisata) and Local Bureau of Trade,Industry and investment of Surabaya (Dinas Perdagangan,perindustrian dan Penanaman modal Kota Surabaya).IN order to acquire richness,depth,and complexity on this study, the author had decided to explore the noticeable reality by attempted to "getting in", "getting along",and "getting out" with the environment while the research was done.It was very useful and significant on a qualitative research paradigm to elaborate whole data and information, specifically on the behavior of bureaucracy of Surabaya local goverment. This study examines a Webrian concept of bureaucrationsally wich assumes bureaucracy as a bebeficial instrument for the implementation of rationality toward an administrative assignment to achieve efficiency.Based on this assumption which was strengthened and supported by Deinhardt view about bureaucracy as facilitator between state and sociaty,this theses assumes bureaucracy become an eminent and dominant instrument of the goverment in order to conduct the assignments of the state. All in all dissertation concludes that there is a dynamics relation between "internality" i.e. subjective interpretation to word the structure and power relaItion, and "externality" which I have called organizational environment.
