Abstrak : ABSTRACT Internal-External Matrix Strategy-Development and Quantitative Strategic-Planning Matrix Strategy-Selection (A Study Conducted at the Kediri Regency Pare General Hospital) Hospital development requires proper planning. The Kediri Regency Pare General Hospital, built in 1974, is developing and is currently a Non-Educational B-Type Hospital with 215 beds. Analysis on internal- and external-factors is currently not incorporated in the formulation of the hospitalâTMs development-plan. This research analyzes internal-environment characteristics (which â" among others â" is comprised of human-resources, products, management, performance, finance, tariffs, and technologies factors) and external-environment characteristics (which â" among others â" is comprised of community, location, competitors, and government-policies factors). The objective is to identify and understand the strategic-position of the Kediri Regency Pare General Hospital grounded on an analysis on internal- and external-factors to formulate a strategic-plan recommendation appropriate for the strategic-position of the Kediri Regency Pare General Hospital. This is a Cross-Sectional Descriptive-Observation conducted at the Kediri Regency Pare General Hospital between April and June of 2010. All management-level personnel at the Kediri Regency Pare General Hospital comprise the sample. The Internal-External Matrix is utilized to identify the strategic-position of the Kediri Regency Pare General Hospital. A focus group consisting of and interviews with the management of the Kediri Regency Pare General Hospital are utilized to identify the Critical Success-Factors pertaining to the internal- and external-environment of the Kediri Regency Pare General Hospital. Analysis utilizing the Internal-External Matrix reveal the Kediri Regency Pare General Hospital is positioned within the 5th-quadrant where the appropriate strategy is to hold and maintain. Market penetration and products-development are the suggested strategies. According to Quantitative Strategic-Planning Matrix, products-development is the strategy to be chosen. Pertaining to measures for increasing BOR at the Kediri Regency Pare General Hospital, it is recommended that the organization be strengthened, products be developed, internal-management â" which includes services and services-apparatus â" be improved, and partnerships be developed. It is recommended that the management of the Kediri Regency Pare General Hospital conduct follow-up meetings to more accurately identify Critical Success-Factors and more appropriately determine operational-definitions and to align perceptions on weights and ratings estimates. It is also advised that annual analyses be conducted to identify the year-on-year development of the Kediri Regency Pare General Hospital. The strategic-plan formulated here in this research is to be socialized to the entire ranks and files of the Kediri Regency Pare General Hospital.
