Libraries have added DVD and CD rentals, English language and computer classes, art exhibits and, of course, access to free Internet, which is now a main draw, said Paul LeClerc, president of the NYPL.

For Stacy Peters, 31, of the Upper West Side, it comes down to convenience and cost. "It's an easy way to save money but still have something to do. It's cheaper than Netflix and I can usually find what I want," Peters said. However, libraries remain subject to city budget cuts. The NYPL, Brooklyn Public Li-

2 teens drown in Bronx River

Two teenagers drowned yesterday in the Bronx River, where they swam near a waterfall close to the entrance of the zoo, police said. David Luccioni, 17, and Crystal Reyes, 15, were swimming near a park at East 180th Street and Boston Road when they were overpowered by the river current, authorities said. A parks official said a sign near the river states that swimming is banned. The teens may have climbed a fence to get to the water. (AP)

`Bad Samaritan' EMT slain in SoHo

An EMT accused of ignoring a pregnant woman who died after having an asthma attack at a cafe was shot dead early yesterday near an exclusive Manhattan nightclub. Jason Green, 32, of Long Island City, and a friend were turned away from Greenhouse at 150 Varick St., according to the New York Post. Moments later, at Vandam and Hudson streets, "someone exited a car and shot him," said a police spokeswoman. The shooting was reported at 5:03 a.m., and Green was pronounced dead on arrival at New York Downtown Hospital. On Dec. 9, Green and another EMT, Melisa Jackson, made headlines after allegedly ignoring Au Bon Pain cashier Eutisha Rennix, 25, while she was in the middle of an asthma attack. When they were asked to help, the two off-duty EMTs reportedly told Rennix's coworkers to call 911 before leaving the cafe. Jackson later said she (SHEILA ANNE FEENEY) called for help.

Soaring letdown

In new series, architect sizes up Frank Gehry's contribution to skyline

Everyone has been waiting for architect David Childs' One World Trade Center to remake the downtown skyline, but seemingly overnight, Frank Gehry beat him to it. At the very least, Beekman Tower, Gehry's stainless-steel-clad 76-story building, is hard to miss. And yes, New York's tallest residential structure -- parts of which could open by the end of the year -- has plenty of his signature Blank

pleating and folding. As part of a new series on architecture, amNewYork asked Manhattan-based architect Alice Blank to give us her take on Beekman Tower. Though acknowledging Gehry's extraordinary feat in combining a school, a hospital and residences on a tight site, she hardly found a repeat performance of his Bilbao museum. "I look at this building and see an attractive, elegant woman wearing a superb Miyake dress with Ugg boots," Blank said.

As we sauntered down Beekman Street, Blank noted an irony. The blandest side of the building, with a budget-restraining straight curtain wall and an uninspired brick podium base, is on the tower's namesake street. "One would hope for some kind of crescendo effect from here, a wow moment," Blank said. She pictured tourists looking up from their guidebooks and missing what the big deal is about.

The Beekman Street blues

Cass Gilbert's 1913 Woolworth Building was an instant classic. Blank has a hard time seeing a similar triumph for Beekman Tower, though both share some DNA -- a desire to be the tallest and to impress with excess. "That one [Woolworth] is exquisite, and this one is arguably not. While it has some great qualities, it doesn't take your breath away. It will not become an icon for the city," she said.

Think of a skyscraper in three parts: the base, the shaft and the hat. Beekman lacks a hat, but even worse, Blank said, is its base. The brick box will house a school and medical center but bears little relation to the tower. She noted that many will pass the tower and not realize it, because their eyes will be focused on the six-story base, which seems to take its contextual cues from the old adjacent hospital. "It looks like you're looking at an extension of the New York Downtown Hospital, which in fact it is, in terms of scale and material," she said.

Walk down Beekman to the intersection with Gold Street, then look back and up. Blank savored the juxtaposition between the Beekman and the Woolworth Building. As she sees it, here and at the building's base on Spruce Street are the most sumptuous views of the tower, where Gehry's touch can best be appreciated, where "his trademark drama and whimsy is on full display. "From here, it's quite beautiful. The pleating, the play of light, the sculptural surface create a special moment," she noted.

THE VERDICT

Blank sees it as a safe Gehry building -- one that represents a missed opportunity. "He's taken a conventional tower and put his signature skin on it," she said. "It's not as innovative and challenging as some of his early works." She paraphrased Gehry to make her ultimate point. "A great building is of the moment, of the place, but timeless," Blank said. "You get the name and you expect he's going to do for New York what the Guggenheim did for Bilbao. That ain't happening."

Triathlon takes toll

A 31-year-old man collapsed near the finish line of the city's triathlon yesterday and was hospitalized in serious condition, race officials said. With temperatures spiking into the 90s, 11 other participants also were sent to the hospital, but none appeared to have sustained serious injuries. More than 3,000 people participated in the race, which involves a grueling swim, bike ride and run over a 31-mile course through Manhattan and the southern tip of the Bronx. Tea Party is not racist, Biden says

The Tea Party found an unlikely ally yesterday. Vice President Joe Biden came to the defense of the conservative political movement, saying it is not racist. "I wouldn't characterize the Tea Party as racist," he said yesterday on ABC's "This Week." But some people who've participated in Tea Party events or who've been on the periphery of them have made "really unfortunate comments." Last week, the NAACP called out to the Tea Party to reject its "racial elements." Biden said that the movement, which has been endorsed by Sarah Palin, has very different ideas about government than the current administration. The vice president also said he never viewed ousted Gen. Stanley McChrystal's mocking comment Biden about him as a personal attack -- but rather a reflection of policy disagreements over Afghanistan. President Barack Obama's decision to fire the top military commander in Afghanistan over remarks in Rolling Stone magazine was "the absolutely necessary thing to do," he said. And he added that others in the military agreed. Despite competition from all sides offering smarter, faster devices, the BlackBerry remains the dominant choice of mobile technology in the business world. But the BlackBerry's reign is at a critical juncture. Its place on the cutting edge has been dulled by the likes of Apple's iPhone and Google's Android. The next 24 months could determine the BlackBerry's fate, according to tech experts. "Over the next two years it will have to move more into the consumer space to compete with Apple and Google on that enormous opportunity," said Jeff Kagan, a wireless and telecom analyst. But the BlackBerry is not down for the count. It is still the No. 1 most shipped smart phone in North America, experts (MCT) said.

Seep found near BP oil well: U.S.

Scientists are concerned about a seep and possible methane near BP's busted oil well in the Gulf of Mexico, a federal official said yesterday. Both could be signs there are leaks in the well that's been capped off since Thursday. BP hopes to leave the cap on until crews can permanently kill the leak. BP is not complying with the government's demand for more monitoring, the official said. BP spokesman Mark Salt declined to comment on the allegation, but said "we continue to work very closely with all government scientists on this." The custom-built cap that finally cut off the oil was holding steady yesterday. A BP official said the company hoped to leave the cap in place until crews can permanently kill the leak. That differs from the plan the government laid out a day earlier, in which millions more gallons of oil could be released before the cap is connected to tankers at the surface and oil is collected through a mile of pipes. Retired Coast Guard Adm. Thad Allen, the government's point man on the spill, will make the final decisions on (AP) the next step.

New Yorkers fearing "Law & Order" withdrawal need not fret. Though the flagship series has ended its 20-season run, the ubiquitous production trucks belonging to spin-offs "Criminal Intent" and "Special Victims Unit" will continue popping up in Adlesic city neighborhoods. amNewYork spoke with Trish Adlesic, the location manager for "SVU," about finding the right NYC filming spots.

What factors do you take

into account when choosing locations? I try to marry what makes most sense logistically [with] creative options via different neighborhoods I know. In my mind, I know what the looks are, and what the tones of the characters are and the financial scale, so those locations reflect well on the story and make it viable [and] compelling. What's one of your favorite NYC neighborhoods off the beaten filmmaking path? In Hudson Heights, there's such a fantastic array of Art Deco buildings, one more varied from the other. There's also the Mother Cabrini High

School, which can be used for different kinds of sets. And then you have the Cloisters gardens, so it's a nice combination of different looks. What are some of the most challenging locations? I filmed on the Stock Exchange. That was monumental for us. We filmed at JFK in an active terminal. ... My favorite location that I am most proud of was actually filming at the United Nations for "SVU." It was an incredible challenge and worked out extremely well. How do you approach residents and businesses when "SVU" takes over a location? New York's a tough town. I always say, "We apologize. It's a shared experience. This is a viable, critical business; this is just about working together respectfully." Largely we have really great experiences. As hard as New York is, the big plus is that people know the "Law & Order" brand, so they tend to be more inclined to let you in.

Joe Kubert has been drawing comic books since he was 12 years old. During the last 70 years, he's created graphic novels, drawn countless comics -- including beloved runs on "Sgt. Rock" and "Hawkman" -- and started his namesake school for cartoon and graphic art in New Jersey. amNewYork spoke with Kubert about the business of cartooning.

How did you get into this business? I started when the business was really starting, and that was in the late '30s. At that time it wasn't difficult to get in ... because there was such a terrible need. How has the business changed? It's changed simply because there's no way people can break into [it]. They're selling each of INSIDER'S these publications for upwards WITH of $4 or JOE KUBERT $5 a copy [and] there are only 22 pages of material in each book, so that they can ill afford to let someone break in on the job. You have to know what the heck you're doing.
