Message from the Director

Dear users, This information booklet has been prepared with the an intention to serve as a guide to the public/users ; to create awareness on RSTA Act, Regulations and service delivery system ;to make service delivery transparent and user-friendly; to ensure greater responsiveness of officials towards the public; and greater public satisfaction with services etc. This booklet is first of its kind and is distributed free of cost. We hope it proves to be useful to the users. We also welcome suggestions for further improvement in our earnest endeavor to serve, and be able to serve, better. With regards,

Background Surface Transport plays a significant role in the socio-economic development of the country like ours where other modes of transport except air service in small scale, are virtually limited. In an attempt to facilitate efficient, effective, safe, reliable, comfortable and affordable transport services, the transport sector underwent lot of organizational reforms from a service provider to a commercially self-sustaining corporation to a regulatory body. Today, the Road Safety & Transport Authority (RSTA) is an organization responsible for carrying out consolidated motor vehicle activities in the kingdom including registration and fitness of vehicles, licensing of drivers, collection of motor vehicles taxes, traffic and transport management, besides regulation and monitoring of passenger transport services. Institutional building has been enhanced for effective enforcement of the Road Safety and Transport Act and Regulations, proper administration and management of transport system and monitoring of safety measures. Today RSTA has 4 Regional Offices (Thimphu, Phuentsholing, Gelephu and Samdrup Jongkhar) and 16 Base Offices as shown in the chart below. Today we have total staff strength of 108 including GSC and ESP.

Vision of the Road Safety & Transport Authority Access to safe, affordable, efficient and environment friendly transport system for accelerated socio-economic development. Mission Provide and develop safe, reliable, efficient, cost effective and environment friendly transport services in support of strategies for socio-economic development of the country. Policy: The transport policy document is developed to support, guide and enhance the growth of transport sector. Functions of the Road Safety & Transport Authority The Authority has the following functions: · To develop and implement road safety strategies, and to develop, promote and administer road safety education and training programs; · To specify road accident prevention and to promote the adoption of those practices within the community; · To develop and supervise regulations applicable to road traffic; · To improve the efficiency and effectiveness of transport passenger facilities and networks to meet the needs of the community; · To ensure that a public transport system provided in the kingdom is efficient, effective, safe and reliable; · To enter into a contract with any person or body for the provision of any transport service; · To develop, improve and coordinate the provision of transport services; · To formulate policies and monitor the performance of any person or body contracted to provide transport services within the kingdom; · To develop, co-ordinate, implement and monitor strategic plans and resource budgets; · To provide, improve or construct appropriate passenger transport facilities within the kingdom; · To provide and implement vehicle registration and driver licensing procedures and systems; · To develop and implement traffic management strategies and practices; · To develop and train all personnel to carry out their duties and responsibilities effectively and efficiently, to interact with the public in a helpful and courteous manner and to enhance their work skills; · To maintain a high level of motivation, performance, team work and safe working practices and to develop a strong sense of commitment to the organization in keeping with community standards; and Road and traffic rules are for one and all, follow them! 5

Supervision and monitoring of transport related activities. It gets into contract with private passenger Transport service operators for provision of passenger transport services.

Regional offices carry out the following functions: · All activities related to driving license. · Registration of vehicles. · Ownership transfers. · Renewal of vehicle registration and driving license.. · Issue of road worthiness certificates. · Collection of taxes and fees. · Monitoring of passenger buses. · Highway inspections.

MOTOR VEHICLE REGISTRATION RELATED

New Vehicle Registration: It's so simple! Requirements: · · · · · · · · · Registration application form (available in RSTA offices and MoIC website). Original invoice. ID copy (18 years and above). One passport size photograph. Original customs clearance (if purchased from authorized dealer outside Bhutan). Import license/quota (incase of third country purchase). Emission certificate- Euro 03/ Euro 04 compliant. Vehicles should be brought for physical inspection. Vehicles have to be registered within 15 days from the date of taking delivery from the customs or the dealers.

Duplicate Documents If you lose any of your documents (such as registration certificate, Driving license, roadworthiness/fitness certificates), you must report the same immediately to the Authority and the Traffic police and apply for duplicate. Duplicate documents will be processed immediately, once the documents are confirmed as lost. Change of Registration Number and Transfer of Registration from one region to another · Apply in writing to the Regional Transport Officer with details showing where you want to transfer the registration. Note: · Getting of new number in replacement of the existing number from the same region is not allowed. · Transfer of registration type like private to Taxi or vice versa is allowed except that conversion from private to Taxi should be done within one year from the date of registration.

Requirements · Application of transfer. · An agreement or sale deed signed over legal stamps by both the parties in presence of a witness & the blue book. · Seller & buyer both should be present for the change of ownership. · Xerox copy of Citizen ID of both the seller and buyer. · 5% Tax exempt from parents to children, husband to wife (subject to production of MC) and vice versa. · Clearance from financial institutions and customs. · For those vehicles within 5 year of date of registration, customs clearance is mandatory particularly for 3rd country import and those vehicles registered in the name of expatriates, diplomats. · All those under tax & duties exempted during initial purchase should produce customs clearance. · Vehicles gifted, or bought from RGoB, Projects etc are liable for 5% transfer tax. · Ownership need to be transferred within 15 days from the date of transaction, failing which a penalty of 100/- per day is charged irrespective of vehicle type. DRIVING LICENSE RELATED

Learner License: Visit License Section, apply and obtain on the same day Requirements: l l l l l l l l l Candidate should be at least 17 yrs and above by age Submit a medical certificate (form issued by RSTA) A Photocopy of Registration Certificate on which she/he may use to learn driving Authorization from the vehicle owner permitting to learn A copy of ID card (produce original for verification) 1 no passport size photograph Fill up a form (application form) Furnish the Verification from Police Fee-of Nu. 60 only. Learner License is valid for 1 year and issued without any hassle. Driving Test: It is tough, but you will be proud of your achievement. Requirements: l l l l Candidates should be at least 18 yrs by age for LV & TW Candidates should be at least 21 yrs by age for MV & HV Learner license mature by 6 months ID card copy

The questionnaire for the theory test will be of objective type and for those uneducated will be oral test. The committee member for both the theoretical and practical test will be of different persons. l For endorsements of any drive type, learner license is not necessary l Submit a copy of present D/L "Be confident, you can do it; All the best!"

Conversion of driving license issued in other countries to Bhutan Driving License Requirements: l Candidate should be at least 18yrs by age l Copy of existing driving license & original l Copy of ID card/residential permit & original Note: Bhutanese nationals holding driving licenses of other countries must sit for driving test. License conversion would be allowed only if the individual is successful in driving test.

Provided the complaint is genuine and is properly addressed, the disciplinary committee of the RSTA will respond within a week from the date of the receipt of complaint. If the complainant wishes to know the status of their complaint lodged, the management will inform about the action being taken, provided that proper address is made available.
