214 Transportation Carrier Shipment Status Message

Introduction:

This Draft Standard for Trial Use contains the format and establishes the data contents of the Transportation Carrier Shipment Status Message Transaction Set (214) for use within the context of an Electronic Data Interchange (EDI) environment. This transaction set can be used by a transportation carrier to provide shippers, consignees, and their agents with the status of shipments in terms of dates, times, locations, route, identifying numbers, and conveyance.

Notes:

Chrysler uses the Transportation Carrier Shipment Status Message (214) for the Shipment Tracking Analysis and Reporting System (STARS) with its Extended Enterprise Carriers. The carriers will provide Chrysler (STARS) with shipment status information. ALARMS, based on the 214 transaction, will be created within Chrysler to avert potential problems. Proof of service will also be obtained from the 214 transaction. It will be the transportation provider's responsibility to send Chrysler a 214 message upon arrival at a pick up point, at departure from that pick up point, whenever an ETA changes and at the point that they make the delivery. This requirement applies to all shipments where Chrysler is responsible for payment. If a routed transportation provider is unable to provide service and "brokers" the movement to a non-family provider, the routed provider will be responsible for providing accurate and timely 214 data to Chrysler. The "brokering" provider retains the responsibility of tracking the shipment from origin to destination. A Shipment Status 214 transaction must be sent to Chrysler when the carrier: 1. Arrives at the pick-up location 2. Departs from the pick-up location (must include ETA) 3. Changes an ETA 4. Arrives at the delivery location The above transactions must be created within 15 minutes of each status and sent to Chrysler every 5 minutes. The STARS System will edit the carrier's Shipment Status transaction based on the following elements: Carrier SCAC Reference Number Pick-up Location Delivery Location Shipment Status Although the transportation mode is a key element it is not part of the match criterion. Chrysler will allow the cancellation of erroneous transactions. When cancelling an erroneous transaction,

the following elements are mandatory: Carrier SCAC Reference Number Pick-up Location Delivery Location Shipment Status Power SCAC Cancellations are not valid for ETA change messages (shipment status code 'AG'). Cancellations must be in last in, first out (LIFO) order. Therefore, prior to cancelling a departure from pick-up location message, the corresponding arrival at delivery location message must be cancelled if it has been transmitted. Likewise prior to cancelling an arrival at pick-up location, the corresponding departure from pick-up location must be cancelled if it has been transmitted. History of Changes: 06/13/2003: The following changes were made to support the launch of the Free and Secure Trade (FAST) interface with STARS: Hazardous Material Code (L11*...*HD) Trip Number (L11*...*09) Border Crossing Status (AT7*X6) Number of Packing Slips (AT804) Commodity Type (L11*...*PRT) - this is an existing element that has been made mandatory for the Border Crossing Transaction. The following changes were made to clarify requirements for Fast STARS: - Cancel Requirements (see L11 segment) - AT7 status time: change to minimum length 4/maximum length 4. 03/30/2004: Removed reference to extranet in N104. 02/14/2005: Changed time requirement to every 5 minutes for how often carriers must send in transactions. 07/19/2006: Add trans mode 'I' to MS304. 01/16/2008: Transition to Chrysler LLC with removal of references to Daimler. 06/11/2010: Name change from Chrysler LLC to Chrysler Updated Address 08/17/2011: Changed Size of AT804 from 1/7 to 1/3

Optional 12 To identify the interline carrier and relevant data 1 If MS305 is present, then MS303 is required. 1 MS301 is the Standard Carrier Alpha Code (SCAC) of the interline carrier. 2 MS303 is the city where the interline was performed. One iteration of the MS3 segment is mandatory. It will be the transportation provider's responsibility to send Chrysler a 214 message upon arrival at a pick up point, upon departure from that pick up point, whenever the delivery ETA changes, and at arrival at the delivery location. The transportation provider being paid by Chrysler is responsible for providing accurate and timely 214 transactions. If the routed carrier is responsible for managing specific freight lanes (i.e. direct interchange moves to and from Mexico), the routed carrier will be responsible for submission of all 214 transactions for all associated moves (from pick-up at supplier to final delivery). If, due to capacity constraints, the routed carrier brokers a particular move to a third party (i.e. truck instead of rail from stamping plants), the routed carrier will be responsible for submission of all 214 transactions regardless of who will be paid. For these moves, the power SCAC will be the SCAC code of the carrier performing the move. Clarification of Geographic Shipping ('GS'), Geographic Receiving ('GR'), and Geographic Shipping and Receiving ('GG') transportation modes: Geographic Shipping ('GS') - This mode of transportation describes shipments originating in the same geographic area and are combined for delivery to a single destination. The GS route would always have more than one origin, be combined on a single conveyance, and delivered to a single Chrysler plant. For example, a truck that would stop at 3 suppliers (filling the conveyance) and then delivering to JNAP. Geographic Receiving ('GR') - the reverse of GS, a single origin with delivery to multiple destinations in the same geographic area. For example, a supplier shipping to both Windsor & Pillette. The combined shipment filling a trailer, with a stop at Windsor to unload the Windsor freight and then finishing the delivery at Pillette.

Optional 1 To specify the status of a shipment, the reason for that status, the date and time of the status and the date and time of any appointments scheduled. 1 Only one of AT701 or AT703 may be present. 2 If either AT701 or AT702 is present, then the other is required. 3 If either AT703 or AT704 is present, then the other is required. 4 If AT706 is present, then AT705 is required. 5 If AT707 is present, then AT706 is required. 1 If AT701 is present, AT705 is the date the status occurred. If AT703 is present, AT705 is a date related to an appointment. If AT701 is present, AT706 is the time of the status. If AT703 is present, AT706 is the time of the appointment. 2 If AT707 is not present then AT706 represents local time of the status. Mandatory for all transactions. STARS requires the scheduled departure date, time and time zone of the routed carrier. If this is not a just in time (JIT) move, the actual departure information should be used. Inclusion of the scheduled departure date, time and time zone required for departure transactions only. Use three iterations of the AT7 loop: the first should contain the actual departure date, time and time zone qualified by AT701 and AT702; the second should contain the scheduled departure date, time and time zone qualified by AT703 and AT704; the third iteration of the AT7 loop should contain ETA information. The No Material (AT702 Reason Code 'AM') message is required only when the carrier physically goes to a pick-up location and finds there is no material. This message is not sent when the carrier is called ahead of time and told that a shipment has been cancelled. For example, a load has two pick-up locations. When the driver arrives at the first pick-up location, there is no material. At the first pick-up location the carrier would send STARS an arrival at pick-up 214 message and a no material 214 message for that same move segment. This would end the first move segment and we would no longer be waiting for the 214 departure message or arrival at delivery location. The reference numbers for both the first pick-up location and the second pick-up location would be the same. Example of Less Than Truckload (LT)

LT moves require a departure 214 message when the driver arrives at the origin terminal. In this departure message, the departure date, time and time zone should contain the driver's departure date, time and time zone from the pickup location. This message should also include the original conveyance SCAC and conveyance number. When the load leaves the origin terminal, an ETA change message should be transmitted and should have an updated ETA, the current conveyance number and the current conveyance SCAC. All ETA changes transmitted to Chrysler should have the current conveyance number and the current conveyance SCAC. The arrival at delivery location should be transmitted to Chrysler when the event occurs and should contain the current conveyance number and conveyance SCAC. The carrier may have a separate reference number for each PRO/invoice number. There may be one reference number for each BOL or PRO/invoice number but if a Master BOL exists there should be only one reference number for the load.

Example of Non Family Carrier Move for a Family Carrier

It will be the transportation provider's responsibility to send Chrysler a 214 message upon arrival at a pick up point, upon departure from that pick up point, whenever the delivery ETA changes, and at arrival at the delivery location. The transportation provider being paid by Chrysler is responsible for providing accurate and timely 214 transactions. If the routed carrier is responsible for managing specific freight lanes (i.e. direct interchange moves to and from Mexico), the routed carrier will be responsible for submission of all 214 transactions for all associated moves (from pick-up at supplier to final delivery). If, due to capacity constraints, the routed carrier brokers a particular move to a third party (i.e. truck instead of rail from stamping plants), the routed carrier will be responsible for submission of all 214 transactions regardless of who will be paid. GG Example of No Material

The No Material (AT702 Reason Code 'AM') message is required only when the carrier physically goes to a pick-up location and finds that there is no material. This message is not sent when you are called ahead of time and told that a shipment has been cancelled. For example, a load has two pick-up locations. When the driver arrives at the first pick-up location, there is no material. At the first pick-up location, the carrier would send STARS an arrival at pick-up 214 message and a no material 214 message for that same move segment. This would end the first move segment and we would no longer be waiting for the 214 departure message or arrival at delivery location. The reference numbers for both the first pick-up location and the second pick-up location would be the same. Note: the No Material message is not transportation mode-dependent.

Example of a Brokered Move (Family Carrier to Family Carrier)

It will be the transportation provider's responsibility to send Chrysler a 214 message upon arrival at a pick up point, upon departure from that pick up point, whenever the delivery ETA changes, and at arrival at the delivery location. The transportation provider being paid by Chrysler is responsible for providing accurate and timely 214 transactions. If the routed carrier is responsible for managing specific freight lanes (i.e. direct interchange moves to and from Mexico), the routed carrier will be responsible for submission of all 214 transactions for all associated moves (from pick-up at supplier to final delivery). If, due to capacity constraints, the routed carrier brokers a particular move to a third party (i.e. truck instead of rail from stamping plants), the routed carrier will be responsible for submission of all 214 transactions regardless of who will be paid.
