CALL TO ORDER At 4:00 p.m., Deputy Speaker Jesus Crispin C. Remulla called the session to order. THE PRIVILEGE HOUR The day being a Monday, on motion of Rep. Banal, there being no objection, the Chair declared the Privilege Hour. PRIVILEGE SPEECH OF REP. PALATINO Recognized by the Chair on motion of Rep. Banal, Rep. Raymond V. Palatino from Party-List Kabataan defended the right of the Filipino youth to participate in political activities, like what their elders did during their youth, arguing that speaking and acting decisively on socio-political issues are part of the youth's learning process as well as essential components of civic education in a democracy. This, as he disagreed with the contrary position held by Malacañang officials to the successful staging recently of a nationwide strike by teachers and students to 1) protest the budget cuts and insufficient funding of State universities and colleges (SUCs), 2) demand the realignment of the 2012 Budget Bill to allow more funds for the improvement of public higher education, and 3) urge the Aquino Administration to review its higher education policy. Rep. Palatino thereafter opined that the Aquino government should even be thankful to the youth for their efforts in fighting for a better future and con-

7 cluded that the social policies of the Aquino Administration nourish the ground for critical dissent and that the insensitivity of its officials forces the people to struggle for their basic rights. INTERPELLATION OF REP. MARCOLETA Upon recognition by the Chair, Rep. Rodante D. Marcoleta concurred with Rep. Palatino's statement that the students who recently went on strike were clamoring for legitimate demands. However, he pointed out that responsible demands must always be achieved through responsible means unlike planking which he said only endangered the lives of students as well as of motorists and pedestrians. He suggested that the protesters should have asked Rep. Palatino to accompany them to the Department of Budget and Management (DBM) so they could be given the opportunity to air their side and be heard by the DBM Secretary. He said that he was not against any form of public protests as long as they are done in a responsible manner. Rep. Palatino assured Rep. Marcoleta that the students acted responsibly during the protest and that aside from planking, which was just one of the several activities organized during last Friday's protest, the students also marched towards Malacañang because they wanted to influence the President who will sign the proposed 2012 General Appropriations Act in December. At this juncture, the Chair recognized Rep. Salvador H. Escudero III for his interpellation. INTERPELLATION OF REP. ESCUDERO To the query of Rep. Escudero, Rep. Palatino replied that the 2012 National Expenditure Program (NEP) indicated a clear reduction in the subsidies of the SUCs which was contrary to the claim of the DBM that the aggregate funds for SUCs increased. Rep. Escudero said that he was not against student demonstrations but merely wanted the students to be properly informed of the real issues first before staging a mass protest. He also urged Rep. Palatino to continue his vigilance insofar as student participation and vigilance were concerned. Rep. Palatino said that he would gladly furnish Rep. Escudero with a photocopy of the NEP document showing the decrease in the funding of the SUCs and a screenshot of the DBM website showing

8 the same. He also clarified that the students were not only protesting for the restoration of the reduced budgets but were also against the low funding allotted by the government to the SUCs. REFERRAL OF REP. PALATINO'S SPEECH On motion of Rep. Banal, there being no objection, the Body referred the speech of Rep. Palatino and the interpellations thereon to the Committee on Rules.
