SUMMARY The Construction Operations Plan provides a coordinated construction environment to ensure an orderly, secure and safe operation within the existing school and the entire school property, consequently forming the basis for the Site Utilization Plan prepared by the General Contractor. The Owner's Representative (OR) and the Building Engineer will administer the plan activities. All Construction Operating issues will be channeled through and require approval by the Owner's Representative and/or the Building Engineer and Principal. The Construction Operations Plan has been prepared based on the requirements of the project and in coordination with the existing school operations and program. The elements of this plan required for incorporation into the Site Utilization Plan are included in this section. RELATED SECTIONS A. GENERAL REQUIREMENTS The General Contractor shall review and be familiar with the site conditions through site visits. General Contractor to provide all temporary and permanent driveway apron and alley permits for the duration of the construction if required. The General Contractor is to pay all fees required for processing permits and is to contact and comply with all authorities and jurisdiction required for permitting. General Contractor will provide snow removal and clear all debris in construction area. General Contractor is to provide all required permits for street access for truck delivery from the local and state jurisdiction. The General Contractor will be required to coordinate and complete the work within the contractual

completion date(s) for the work as described within section 00800 Supplemental Conditions, Time for Performance and this section. The General Contractor shall be also held responsible for meeting all related provisions as described within this section. F. The General Contractor shall survey the site and photograph the area of construction operations. Upon completion of the work the Contractor is to restore the area to the documented condition prior to the start of work or as otherwise indicated in the Contract Documents. General Contractor is to replace all removed trees, bushes, ground covers and grass on the Chicago Public Schools' property used as part of the construction operations. Also concrete pavement walks and asphalt surfaces will be restored to condition prior to construction. General Contractor shall coordinate work with School during Mandatory State Testing periods. Test dates should be verified with the School. No work will be permitted in the existing facility or on the site during testing except as specifically approved by the Principal, Building Engineer, and Owner's Representative. General Contractor must minimize noise in all other areas during these time periods, and if requested by the School, stop work causing the noise until testing is completed. General Contractor shall bear all costs for any loss of time or production related to Mandatory State Testing. General Contractor will coordinate and maintain all exit egress during construction as required by the City of Chicago code, other entities with jurisdiction, and as directed by CPS or their representatives. The General Contractor shall provide and maintain all materials and labor including barricades, construction fence, doors, partitions, and fire rated walls as required for safe egress. All costs for this work shall be included in the Contract Base Bid regardless of whether it is indicated in the Contract Documents or not.

PART 2 - PRODUCTS (NOT USED) PART 3 - EXECUTION 3.1 A. SITE UTILIZATION PLAN Prior to Notice to Proceed the General Contractor is to prepare and submit to the OR, the Building Engineer, and the AOR for approval a Site Utilization Plan based on the Construction Operations requirements outlined in this section. Mobilization on-site is not to occur until approval of the Site Utilization Plan is obtained. If requested by the Contractor, a preliminary meeting to review site elements and Construction Operations with the OR, AOR, and School staff prior to submission of the Site Utilization Plan will be held. The Site Utilization Plan shall be provided in a full-size graphic drawing format (36" x 48"). Provide a separate plan for the site and for each floor of the existing building where work is being performed. Modifications to the format and sheet size will be permitted if pre-approved by the Owner's Representative and if proposed modifications will facilitate preparation, presentation and review of the Site Utilization Plan. Electronic copies of the Contract Document drawings as appropriate will be provided for this purpose upon request. The Site Utilization Plan shall at a minimum include the following elements:

Title block information including School Name, Contract Number, General Contractor, Building floor/level information, and current plan date. Building footprint of both new (if applicable) and existing buildings, trees, landscaping, paving, drainage structures, existing and ornamental fencing and other important site features. Areas of staging for students and staff, student drop-off points, existing school entrances and exits, staff parking areas, and traffic patterns for both construction and nonconstruction vehicles. Denotation of the limits of construction and required construction fencing including any existing fencing to remain. Denotation of required covered construction barricade walkways. Denotation of areas allowed for staging purposes: construction personnel parking, material storage, and construction trailer(s). Such activities are to only take place in areas designated. Denotation of any specific site conditions required to be observed such as keeping alleys clear next to adjacent properties, and any other issues listed on the Construction Operations Site Plan. Denotation of areas allowed for site access gates. Denotation of areas of work within the existing building for the period of time covered by the Site Utilization Plan, coordinated with the Project Schedule. Each area should indicate planned beginning and end dates for work in that area. Areas where all work is completed are to be noted. Construction worker ingress/egress, material staging areas in the existing building. Proposed locations of temporary protection, barricades, and temporary walls within the existing building. Denotation of all temporary exits and path of travel. Indication of specific areas and their required contractual completion dates. If overtime work is required to meet the project dates it shall be at no additional cost to the Chicago Public Schools.

SITE UTILIZATION PLAN UPDATES The General Contractor is required to submit for approval updated Site Utilization Plans whenever conditions in the current approved plan have changed. Approval is required prior to proceeding on any changed conditions not previously approved. Requirements for updating include the following: 1. In coordination with the project schedule provide detailed information regarding work in the existing building including phasing, vacation of existing in-use areas, and any other information requested by the OR, Principal, or Building Engineer. Revision to the site plan to reflect changing conditions regarding construction fencing, ingress and egress, student and staff staging, construction deliveries, areas of stored materials, parking, and any other construction facility revisions.

A.

Construction Phasing 1. For the purposes of Project Completion, this project is considered to be in two phases. Please refer to Section 00800 for Contract Completion dates. The phases of Completion are: a. b. Phase 1: Completion of the New Addition and sitework for immediate occupancy. Summer school will be held in the new addition during summer of 2006. Phase 2: Removal of the temporary exit stair and demolition and construction work in the existing administrative area (designated as Classroom 135 on the renovation plans), kitchen (designated as Multi-purpose room 05 on the renovation plans), and any outstanding renovation work not completed in phase one.

Upon completion and Certificate of Occupancy for the New Addition and sitework, and after the end of the spring school semester in June 2006, the General Contractor is to relocate all staging, deliveries and operations to within the existing building and the portion of the site east of the existing building. The school will vacate the existing building and move their administrative operations, food services operations and 2006 summer school classes into the new building. This move will be accomplished in total prior to the start of the summer school session. This will represent the start of the second phase of the project. a. Access by the General Contractor to the portion of the site west of the existing building during the second phase of the project will be for punchlist correction work only. The Contractor is required to prepare and secure approvals of a separate Site Utilization Plan for both the existing building and site for the second phase of the project prior to the start of any second phase work. Sitework east and south of the existing building may commence after the conclusion of the spring semester in June 2006. All other sitework including paving and site utilities must be completed by the phase one completion date indicated in Section 00800. All provisions of the Contract Documents and Specifications will remain in effect throughout the second phase of the project.

Mechanical system work in the existing building may proceed following receipt of permit and during occupied periods subject to restrictions indicated in the documents, including Section C below. Mechanical work shall not disrupt provision of full heat in the existing building during heating season. a. Beginning April 15, 2005 the heating system may be taken off-line for completion of the unit ventilator replacement work. The new hot water and unit ventilator system in the existing building is to be fully operational no later than October 15th, 2005. Should unseasonable temperatures warrant an increase in the length of the heating season, either or both of these dates may be modified at the sole discretion of CPS and at no additional cost to CPS to May 1, 2005 and October 1, 2005.

Full operation of the cooling system in the existing building is not restricted by the dates noted above.

Site Restrictions. 1. 2. No deliveries will be permitted to either the existing facility or the new addition between the hours of 8:30 to 9:30 AM and 2:30 to 4:30 PM. The Contractor is to set up and stage the entire project within the boundaries of the existing construction fence. The General Contractor is responsible for maintaining and modifying the fence as necessary and as approved in his Site Utilization Plan for the life of the project. Removal and disposal of the fence at the conclusion of the project is also the responsibility of the General Contractor. a. Subject to Site Utilization Plan approval, the northern boundary of the construction fence may be relocated at the Contractor's direction and expense provided that CPS parking for 70 cars in the north parking lot, CPS delivery access along the west entrances to the existing building, and CPS access for garbage pickup is maintained. Subject to Site Utilization Plan approval, the portion of the site between the existing east construction fence and the west wall of the existing building may be used for selective operations provided that CPS delivery access along the west entrances to the existing building, ADA ramp access into the west school entrance, and CPS access to the existing yard storage is maintained. No additional construction fencing will be permitted to enclose this area.

Organization of the work and facilities within the construction fence and as otherwise noted above will be the sole responsibility of the General Contractor. However, temporary facilities that that produce noise and/or dust are to be located as far as possible from the existing building. The Owner and/or OR can require relocation of any facility that disrupts normal school operation. Delivery and construction access to the site is to be from South State Street only. Subject to City requirements, worker parking will be allowed on the street only. There will be no parking on-site outside of the Contractor's fenced work area on school days. Parking priority is for school staff at all times. Modifications to parking restrictions stated herein will be made if required to maintain this priority.

Access to work in the Existing Building 1. The General Contractor will be allowed access to the work in the existing building only as previously approved through the project schedule and Site Utilization Plan. a. Because this school is overcrowded no more than one classroom at a time will be relocated while school is in session. For planning purposes, the Contractor can be allowed access to the relocated classroom for no more than two consecutive school days. No classes will be relocated during mandatory school testing dates and any other times not specifically approved by the principal.

Exterior work on the existing building can be conducted during school hours and as approved in the Site Utilization Plan, however, dust, noise, and odor infiltration into the existing building will not be permitted under any circumstances. Notwithstanding approval of the Site Utilization Plan, the Contractor will be required to immediately cease or relocate operations whenever these activities conflict with the school learning environment. There will be no summer school session at the Deneen school in 2005, allowing less restrictive access to the existing building. Site Utilization Plan requirements however, will remain in effect as modified and approved for the unoccupied period. This is anticipated to begin on June 20, 2005, and will end on August 12, 2005. All requirements of the Contract Documents will remain in effect with the exception of those requirements that serve the exclusive purpose of coordination with student activities at the school. The Building Engineer or other CPS staff as approved by CPS is required to be present at all times work is in progress in the existing Building. If advance arrangements are not made with CPS, the General Contractor will be responsible for all overtime costs for the CPS staff member for work outside of normal working hours. Overtime arrangements for CPS staff includes weekends, holidays, and generally hours beyond that listed in Site Restrictions above.
