Introduction

(a) Doordarshan (DD) intends to install lOkW, VHF/UHF Analog TV Transmitters Digital upgradable to DVB- T2, at 15 Locations as given in Table 1. (b) These transmitters shall be based on latest technology and shall have provision for remote monitoring, remote operation/remote Control. (c) The TV transmitters are to be supplied as a complete system including input, monitoring and measuring equipment, cooling system, UPS,· isolation transformer, AVR, interconnecting cables etc. (d) "Transmitter System" includes Transmitter alongwith its associated equipment such as cooling system, dummy load, RF rigid lines, 7 Port Patch Panel, Input, monitoring and measuring Equipment. (e) A list of items/equipment which is treated essential for completeness of the system is provided with these specifications in Annexure-IA and lB. Any other item/equipment, which is essential for thecompl~t~ness of the systernshquld also be included in the offer. It should be ensured by the bidder that the system is complete in all respects. (t) Operating Channels for the 15 locations are given in Table 1 below:

2. The scope of the tender:

The scope of the present tender is to supply. the required. set .of.equipment,. acceptance testing & commissioning at sites, training etc. as specified in these specifications. The installation of the equipment at site will be done by Doordarshan departmentally. The main equipment includes the following:

Essential eligibility criteria for bidder

The bidder should be the original equipment manufacturer (OEM) of TV Transmitter or their authorized representative/dealer. The OEM of the transmitter must have an experience of manufacturing and supplying TV transmitters at least for last 10 years. Documentary evidence to support this must be provided.

(c)

The bidder/the OEM should have entered into contract/contracts, for supplying, testing and commissioning, with reputed Broadcasters for similar quantity and power of transmitters. Copies of such contract/contracts with proof of satisfactory performance of such contract/contracts in the following format must be submitted with the offer, failing which the offer shall be rejected. Doordarshan reserves the rights to get performance feedback of the transmitters from any of the above broadcasters named by the bidder/the OEM. In case the bidder is the authorized representative/dealer, it must be in the business of sales and supply of T.V. or Radio transmitter system for at least three years. Documentary evidence to support this must be provided. The bidder must have his local office/ authorized representative/dealer in India for after sales support. The local office/ authorized representative/dealer will be the nodal point for resolving issues related to testing and commissioning at site and after sales support. Any module of transmitter or other equipment requiring repairs will be handed over to local office/ authorized representative/dealer that will arrange· repairs locally or export the defective modules to OEM's factory and re-import after repairs. It is the responsibility of local office/ authorized representative/dealer to arrange the repair/replacement of faulty items. The cost of transportation, repairs etc. shall be borne by the bidder during the Guarantee period. The OEM of the TV Transmitter must have his own local office or its representatives/dealers in India for after sale support. After sales service support for the repairs/maintenance of transmitter system after the completion of guarantee period, shall also be provided by the respective OEMs of the transmitter and other allied equipment either directly or through their representatives/dealers in India. A certificate, on their letterhead, in this regard duly signed by the respective OEMs mustbe submitted with the offer.

4. General Requirements for completing the offer (a) The bidder will attach all relevant technical documents in English like "offered bill of materials with quantity, :'makeandmodel~',"\Technical pamphlets, manuals, data sheets, drawings, block diagrams, photographs etc. of all equipment offered with the transmitter system that are essential to evaluate the offer for technical suitability with reference to DO specifications. A copy of the Installation manual, Operation and maintenance manual must be enclosed with technical bid for assessing the Transmitter system. The transmitter shall be installed by DD engineers as per the instructions given in the installation manual. The installation manual and the operation & maintenance manual should include at least the details given in next two paras: . . (b) The installation manual must describe the following information: i. A suggestive floor equipment layout plan drawing with dimensions in meters for installation of the TV transmitter system in a transmitter hall with all allied equipment. H. Diagram showing the isometric view of TV Transmitter and allied equipment with dimensions in meters are to be provided. HI. All installation drawings with dimensions in respect of all supplied equipment are to be provided.

All mechanical assembly drawings of the TV transmitter system with dimensions are to be provided. v. All the views, i.e. front, rear, top and side (open) of the TV Transmitters with dimensions are to be provided. VI. Detailed descriptions for installation of cooling system alongwith the diagrams showing the coolant flow to the transmitter and the outlet to heat exchanger system should be provided. V11. Typical installation drawings with dimensions of heat exchanger are to be provided. V111. The details of unpacking are to be provided."'" "", IX. A detailed write up in English regarding installation of TV Transmitter system along with its associated equipment items should be provided. x. The procedure of alignment and adjustment of various assemblies & subassemblies of TV Transmitter such as Exciter, PA, Control Circuit, output stage etc. should be described in detail with practical example in the installation manual. Xl. All Do's and Don 'tSl which ..are, .essentialli .ford safe ..installation of the Transmitter System should be described in the installation manual. XII. An inter-wiring diagram for all equipment installed in the input/monitoring rack must be provided in this manual.

(c) Operation and Maintenance Manual must describe in it the following information: i. General description of transmitter; transmitter block diagram/ Schematic drawings indicating the details of different blocks, modules and redundancy incorporated in transmitter and its subsystems. 11. General description and structural overview of the Transmitter racks and Pump Racks indicating the position of different modules, units, power distribution etc. front and rear, top, side (open) views of the transmitters rack with dimensions. 111. Colour Photographs of the Transmitters and various display screens showing monitorable and measurable Parameters. IV. A detailed description with all relevant circuit diagrams of the transmitter should be provided with details of test points: v. The details of all electrical circuits in various stages of the Transmitter used along with their write-ups are to be provided in this manual. VI. General description of RF signal flow diagram for complete RF chain from exciter to filter output with information about power level and frequency at input & output of each stage. V11. Description of Transmitter interlocks, protections under abnormal conditions and schematic drawing indicating interconnections to different transmitter units, external units and accessories like dummy load, changeover switches, reject

loads, 7 Port Patch Panel, cooling pumps etc. which are wired in Transmitter interlocks.' . Vlll. Details and Schematic drawings of liquid cooling system with description. IX. Details and schematic drawings of remote control & operation by telemetry system using Ethernet/ SNMP/web browser and broadband connection along with screen shots of the interface displays. The remotely monitorable and controllable parameters of the transmitter should be clearly indicated. x. General description of Transmitter Control System and schematic drawing for control signal distribution. Xl. A detailed description with all relevant circuit diagrams for the control circuit of the transmitter should be provided. Xu. General description of (1 + 1) exciter system, block schematic showing details of all sub units. Exciter Front and rear views indicating all inputs, outputs and interfaces. XUL General description and architecture of Power Amplifier's block schematic drawings, Front, open and rear views indicating all inputs, outputs and interfaces. XIV. Full detailed description and circuit analysis of Exciter system, PA, DC Power Supply Unit must be provided with circuit diagram. XV. Description of reserve power capacity and output power regulation mechanism of the Power Amplifiers and Transmitter with failure ofRF devices or PAs. XVI. Details of Splitter / Combiner system's schematic drawings used in the transmitter. XVII. The operating' 'manual 'should'havedescription regarding various interfaces, connectors, connecting cables and accessories required for the satisfactory function of the TV Transmitter.: :', XVlll. A complete list of all parts/transistors/ICs VLSI/ Components used in the transmitter must be provided in this manual. XIX. Technical data sheet of all high power RF devices/RF components used in the transmitter. XX. Details .of, MTBFAMean. Time -between Failures) "in respect of power semiconductor" & MTTR (Mean time to repairs) "in respect of Pallets/PCBs etc." used in the transmitter. XXI. All details of putting "ON" the transmitter, with the sequence of operation of the Transmitter. XXII. Procedure for changing the frequency of operation of the transmitters. XXUL Procedure for operating the transmitter on low power upto 6 dB below rated power. XXIV. The detailed procedure and' possibilities of By-passing PA's DC power supply unit and control circuit should be described with diagrams in this manual. XXV. The description of manual operation of control system and cooling system.

XXVI. All Do's and Don'ts which are essential for safe Operation of the Transmitter should be. described in the Operation manual. ', ," \'

XXVll. The various test and measuring equipment required and essential for the routine maint~nance and calibration' along . with . the procedure for taking such measurement should be provided in the manual. XXVllI. Various test fixtures and accessories required for the maintenance/ repair of the TV Transmitter should be clearly described in this manual. XXIX. The detailed procedure for trouble shooting of the TV Transmitter preferably up to component level should be'described in the manuaL'" xxx. The systematic trouble shooting/ fault tree and flow diagram should be provided for diagnosis 6fthe faults;withtheir.remedial measures in this manual. XXXI. The maintenance schedule for the transmitter should also be described in the manual. XXXll. General description of electrical power distribution and schematic drawing of power supply system used for the transmitter system.

5. Delivery

One complete set of the 'transmitter system' with all allied equipment is to be delivered in good condition at each of the 15 DD sites mentioned in Table 1. It will be the responsibility of the bidder to ensure safe delivery of all the equipment at each site.

6. Guarantee

(a) The respective manufacturers shall guarantee the satisfactory working of all the equipment of the Transmitter System, for twenty four months from the date of completion of acceptance test at site or for thirty months from the date of receipt of last accepted consignment at site whichever is earlier. Any defect/ failure of any component, module, assembly of any equipment and its non-performance during this period is to be set right by the bidder/ manufacturer(s) free of cost and deliver the repaired/replaced item(s) at the premises of the consIgnee. (b) A Guarantee certificate, as in Para 6(a),from the respective OEMs on their letter heads, for all third party bought equipment/items offered with the transmitter system, must also be attached with the offer. (c) Any Future upgrade of software or Software updates for all the equipment (such as Transmitter, all input, monitoring, measuring and allied equipment etc.) within twenty four months of commissioning of the Transmitter System or for thirty months from the date of

receipt of last accepted consignment at site whichever is earlier shall be available free of cost to Doordarshan. Backward compatibility of the softw(lre must also be ensured for that equipment/item. (d) Any module/Assembly/Sub Assembly of the transmitter system or the power supply system failing during the guarantee period shall be repaired/replaced free of charge by the bidder at site. The transportation charges if any shall be borne by the bidder. Guarantee period of that module/ Assembly/ Sub Assembly would be extended corresponding to the outage period, if the repair/replacement of the failed item takes more than 30 days.

DD will intimate the fault to the OEM or its authorised representative/dealer or local office/authorized representative/dealer of the bidder, who will deploy the staff at site within 3 days and attend the fault within a week. In case it is not possible to repair the defective unit/module at site, the above mentioned nodal office will provide the replacement to ensure the continuity of the service. In case the unit is to be sent to OEM for repairs, it has to be repaired and fitted back within 30 days of intimation of fault.

7. Maintenance support/spares

(a) The minimum recommended essential spares (like modules ofPA, Power Supply Modules or any other critical spares suggested by the OEM), required to maintain the continued service of transmitter in a reliable manner, shall be quoted separately by the supplier positively. (b) The minimum, recommended essential spares may be based on predicted rate of failure and requirement for three years. (c) The manufacturer shall also give a certificate attached with the offer to supply maintenance support and all spares during the lifetime of the TV Transmitter. The life of the TV transmitter should be certified, by' the manufacturer ..This is an essential requirement. The life of transmitter should be more than Ten years. (d) The bidder must also attach with the offer the certificates to supply all spares, installed softwares and software updates for providing maintenance support during the lifetime of all the input, monitoring and all other auxiliary items/equipment offered with the transmitter system. (e) The lifetime of all other major items such as measuring Equipment, UPS, AVR etc. must also be provided by the respective OEMs. (t) The maintenance support of each equipment/items/allied equipment supplied is to be ensured by the respective OEMs. Duly signed necessary certificates in this regard are to be provided by the respective OEMs only on their letter heads.

(g) In case the bidder quotes the optional items as "a set", the details of the components/items offered in the "set" must be spelt out clearly including their Model Nos. and quantity, failing which the tender is likely to be rejected. (h) The spares shall be treated as optional items, and the cost ,of spares ,shall not be taken into account while deciding the lowest bidder. (i) In addition, the bidder shall provide, in the following format, the address and contact information for after-sales-support of all· the equipment including all the third party bought out equipment that are to be supplied with the transmitter system as part of input, monitoring, measuring or allied equipment. of OEM Name Equipment with model No.

8. Local Representative/Dealer

(a) Documentary evidence about local after sales and support arrangement as per Para 3(e & f) above for the transmitter system must,be. provided, with theoffer.'ITheaddress, contact details of local office/representative, details of technical staff, their qualification and experience etc. must be provided with the offer. (b) In case any item of transmitter system requires repairs at works/factory, the same would be handed over to local office /Representative/Dealer of OEM/bidder in India, who would arrange export of the item to works/factory and re-import in India after repairs. (c) After sales service and maintenance support of the transmitter should be available in India through the local office /RepresentativelDealer even after the guarantee period is over and throughout the life of the transmitter as certified by the OEM. (d) Copy of Agreement/ MoD signed in this regard between OEMs and their local representative/dealer must be submitted with the offer.

9. Training at OEM'sWorks (Optional)

(a) A proposal should be attached with the offer for training on operation & maintenance, installation and testing of the offered TV transmitter to six Doordarshan Engineers at Transmitter Manufacturer's works for 5 days. (b) The training programme will be structured so as to cover theory of operation Maintenance, Practical demonstrations of circuits, Maintenance demonstrations, Fault finding, Circuit Tracing exercises, Part Replacements, installation and testing of the offered TV Transmitters.

(c) Two sets of training lecturers notes, schematic drawing, hand book etc. shall be supplied to DE (Transmitter Design), DO: DD also. (d) The offer shall include training fee only (To & Fro air fare, per diem, lodging, boarding charges etc. shall be borne be Doordarshan and are not to be quoted.) The cost of training shall be included in the optional items ofBOM.

10.Training at DD Sites

a.

A proposal for trainin'g for operation and maintenance of the transmitter equipment by the OEM expert, must be attached \\lith the offer for: . 1. 36 Doordarshan engineers (3 Engineers per VHF transmitter) in two batches, for one week each, at two DD sites. (The sites shall be decided by DD). 11. 12 Doordarshan engineers (4 Engineers per UHF transmitter) for a period of one week at one DD site. (The sites shall be decided by DD). b. The training shall cover theoretical concepts, demonstration of features, Software, Configuration of Transmitter units, operational & maintenance instructions, fault finding, circuit tracing, component/ module replacements, trouble shooting, preventive maintenance and other relevant topics etc. related to the transmitter. c. Training material in hard and soft copies are to be provided to each DD engineer undergoing the above training. d. Training at each site for operational staff: In addition, OEM(s)' representative(s) shall give ·one day training on operation and configuration of Transmitter System at each site after site acceptance test. e. Two sets of training lecturers notes, schematic drawing, hand book etc. shall be supplied to DE (Transmitter Design), DO: DD also. f. Training fee quoted by the bidder shall include all charges like training fee, travel, boarding, lodging and local transport charges for deputing the OEM expert(s). DD shall bear all touring expenses of DD engineers only deputed for training and the same is not to be included by the bidder in their offer. The training fee if any shall be included in the essential items of BOM for deciding lowest offer.

11.Inspection

(a) ATP: A copy of ATP (Acceptance Test Procedure) must be submitted by the bidder within one month of issue of Purchase order for approval by Doordarshan. ATP should describe the standard testing procedures and the details of test benches for carrying out measurement etc. for the offered transmitter, UPS and AVR. The test reports will not be treated as ATP. The respective OEMs only shall prepare the ATP for their product being offered. The ATP shall be approved by Doordarshan after necessary modifications if required. The approved ATP shall be sent back to the bidder and is to be used for inspection of transmitter, UPS and AVR by DD Engineer(s) at respeCtive OEM's works before dispatch of the equipment. 30% of the

VHF and the UHF Transmitters will be randomly selected for inspection by two DD Engineers at OEM's works. (b) The bidder has to intimate DD for inspection and testing of the above equipment, at least six weeks in advance when the equipment are likely to be ready for inspection. Inspection period will be three days for each transmitter and three days each for UPS and AVR respectively. (c) The bidder shall quote inspection fees only in his offer excluding the expenditure for DD inspectors on To & fro airfare, per Diem allowances, lodging, boarding charges etc. which shall be borne by Doordarshan. The· inspection fee if any shall be included in the essential items ofBOM for deciding the lowest offer. (d) All other associated equipment, items and ..accessories,,,will be ,accepted on the basis of Original Equipment Manufacture's (OEM's) Test Certificates (as per DD Specification) duly signed and stamped on the letter head of the OEM, failing which Test Certificates will be considered incomplete and equipment offered by the firm is liable to be rejected.

12.Testing and Commissioning

at site: Site Acceptance Test (SAT)

(a) The transmitter system shall be installed by Doordarshan as per the instructions contained in the manufacturer's installation manual. DD will intimate the bidder when the installation of the transmitter system is completed, giving them three weeks time for completing travel formalities etc. The representative of Transmitter OEM shall visit each site for site acceptance test and commissioning. The testing and commissioning shall be completed within M 7 days at each site. (b) For this purpose complete SAT. Procedure will be prepared by the OEM/bidder in respect of transmitter system and the power supply system and shall be submitted for the approval by DD. The endurance test for each transmitter shall be part of SAT. The test procedure shall indicate full details of test set up and equipment required during the Acceptance Testing at the site. All the test equipment needed for site acceptance are to be arranged by the bidder. (c) The OEM's representative will examine transmitter installation for correctness. Thereafter, the 'First Power ON' at site of the entire system shall be done by the OEM's representative (s). However, if necessary, the OEM may include appropriate measure in the equipment to avoid any 'Power ON' before SAT. (d) The expenditure for OEM engineer(s), representative(s)on travel, lodging, boarding, daily allowances etc. for site acceptance testing shall be borne by the bidder.

13.80M (Unpriced)

(a) A detailed, complete Bill of material (BOM), exactly in the same format as in the price bid, shall be attached with the technical, bid leaving price column blank. (b) Make, model and quantity of each item must be mentioned clearly in the BOM. In case of 'set' complete details of all components that form part of set should be spelt out/clearly i.e. the details of the component/item offered in the set including their part no. and quantities must be mentioned clearly.

(c) The BOM is provided in Annexure IA for VHF Transmitter system and in Annexure 1B for UHF Transmitter system. ' (d) The bidder may quote for VHF/UHF or both systems. VHF and UHF Systems shall be ranked separately for deciding the lowest tender. (e) The offer without the complete BOM for quoted VHF/UHF transmitter system shall not be considered. Monitoring and control Facility

(a) Each transmitter should have all provisions of local LCD display, keypad, panels etc. for local operation, monitoring/control. (b) All parameters and working status of modules specified in ParaU) (i to xxi) given below should be available for local monitoring. (c) Detailed information on the parameters and features available for local monitoring and Control of the transmitter is to be submitted with the offer. (d) The transmitter shall have Control/operation and monitoring of the parameters locally as well as at remote-location through web interface. (e) The Control/operation and monitoring Software would run on normal PC with Windows platform. (f) The transmitter should have a "WEB" GUIinterface using TCP/IP. Necessary Transmitter functions Control & monitoring shall be provided via the remote "WEB" GUI interface. (g) Full functional description alongwith diagrams, block schematics, flow charts, pictures of various screens etc. must be attached with the offer. This is a mandatory requirement. (h) Both the transmitters should be remotely as well as locally monitorable/operable individually. (i) Alarms and logging provision should also be available for logging events and faults for minimum 1000 logs. 15.Software

(a) One set of Copies of all softwares used in the transmitter system should be provided in the form of CD besides being loaded in to the system. (b) All software licenses are to be provided to Doordarshan on perpetual license basis without specifying any time limit or without specifying any 'end of life' of any of the softwares supplied.

16.Input, Monitoring and Measuring Equipment Rack

(a) The equipment like IRD, 10x2 Audio-Video switcher, Waveform monitor, Colour Pattern Generator, and monitoring amplifier etc. should be installed in standard 19" wired rack(s). The TV Receivers need not be installed in Racks but should be provided with suitable stands. (b) An indicative Schematic is given in Fig.l.

17.Transmitter

System

The General features of transmitter system are as below: (a) The transmitters should be rugged, reliable, and stable in operation under Indian tropical conditions. The climate may vary from very cold to hot, humid and dusty. Specifications of the transmitters are given in this document. All equipment would be used for 24x7 continuous operations. (b) Transmitter output should be 3yg" EIA unflange copper. In case of Aluminium, suitable transfer coupler/rings to connect the output with the Copper rigid line should be supplied to avoid thermocouple effect. (c) The output of the 10 kW transmitter will be fed via 7 Port patch Panel either to duaI3yg"/4" Dia. R.F. Feeder Cable for 2x20kW Panel Type Antenna system or to dummy load.

(d) There should be provision of interlock between Transmitter and Antenna load/Dummy Load so that transmitter is switched ON only when either of the 'two loads is connected. (e) The offered Analog transmitters should have low level diplexing (Common Amplification). (f) There should be provision for setting the lower and upper limits for the Forward and Reflected Power. (g) A detailed block schematic diagram for the TV transmitter system with all its constituent items should be provided with the offer. (h) The power consumption of the VHF and the UHF Transmitters including the cooling system must be specified by the bidder. (i) The quoted transmitter system must conform to the latest international standards of safety and EMC or their equivalent standards. The conformation to such standards/equivalent standards (indicating Standard's name & Number) must be stated in compliance statement. Documentary evidence to establish the equivalence of the standards must also be provided with the offer. U) Environmental Regulation: In compliance of keeping green Environment, the Transmitter built with hazardous materials & use of Toxic substances will not be accepted. 18.Exciter System

(a) The Transmitter shall have its own synthesized exciter system in (1 + I) mode capable of operation in any channel (with off set facility) in the frequency range 174MHz to 230 MHz for YHF Transmitter and 470MHz to 862 MHz for UHF Transmitter. (b) The channel conversion within the band should be possible at site without any change of component except output Channel filter. (c) The exciter shall be modular, in design" 100% solid-state and self contained unit. (d) Each Exciter shall have its own DC power supply. (e) It shall have facility for correction of linear and non linear distortions added in the RF Path using Digital Signal Processing (DSP). (1) The Exciter shall be equipped with 101100 base T Ethernet interface and shall have remote control provision by SNMP or Web interface. 19. Power Amplifier System (a) The Power Amplifiers should be modular in design, low weight;. and power efficient and easily maintainable. (b) Each PA should have independent built-in SMPS (Switched Mode Power Supply) based power supply unit. The SMPS should have' adequate margins for satisfactory working under overloading. It should be able to handle the fluctuations in power supply voltage and frequency. (c) SMPS of the PA module shall also be protected against overload conditions, i.e., over temperature, over voltage, over current. (d) All PAs shall be fully broadband for operation in the frequency range 174MHz to 230 MHz for VHF Transmitter and 470MHz to 862 MHz for UHF Transmitter. (e) All PAs must be inter changeable to be 'usedat any position and to be used for any channel in the specified band of operation without change of any hardware/software in the transmitters of same make and model. (t) All PAs shall have protection against high SWR, Over current, Over voltage and Over temperature. Visual indication for above protections should be available in each power amplifier. (g) LOMaS/MaS devices of reputed manufacturers and based on latest technology shall be used in all power amplifiers. (h) Due to aging the bias current of the LDMOS/MOS transistors based on latest technology may drift away from the nominal level. Biasing circuit/LDMOS should take care of this drift. The Characteristic Datasheet of the LDMOS/MOS transistors based on latest technology from the manufacturer must be attached with the offer. (i) All PAs should be hot pluggable. Transmitter shall be capable to remain ON AIR with reduced power output without any break in service even if a PA/PAs have failed. Power reduction on failure of one PA and subsequently more than one PAs is to be specified by the OEM. ..' The RF pallets/RF Boards should be field replaceable without requiring major adjustments or alignment. (k) Even in the event of failure of some transistors of final stage of the PA, the PA module shall continue to operate at reduced power. (1) Each amplifiers path shall have its own variable gain RF corrector allowing individual adjustment of gain and phase or shall have provision of automatic gain and phase adjustment. (m) The PA shall employ linear and non linear corrections.

The amplifiers path shall incorporate an automa~ic control circuit for automatic compensation for normal temperature verses gain variation of the amplifiers. (0) Each power amplifiers shall have its own circuit breaker to connect and disconnect it with the AC power line. (p) The cooling system of power amplifiers shall be designed such that the tubes and hoses connected with the pressure valves can be isolated, drained and removed without any waste of coolant. Preferably a manual valve should also be available besides automatic pressure valves. (q) There shall be provision for monitoring of Reflected power and Output power to assess the health and normal working of the PA Unit.

20. Liquid Cooling system

(a) The transmitter must have closed circuit liquid cooling system. Air cooled transmitter system is not acceptable. The cooling system must be provided by the OEM of the transmitter only. (b) The cooling system and heat exchangers must have adequate redundancy of pumps and fans with automatic changeover to make it fully reliable. Manual changeover should also be possible. (c) The detail of type of coolant used must be provided by the OEM of the transmitter. (d) Full required quantity of the spare coolant is also to be supplied with the system in addition to the filled up quantity for the transmitter. (e) A proper and professional coolant filling arrangement is also to be supplied with the cooling system. . (f) Particle filter, monitoring of temperature at inlet and outlet, flow sensors and pressure sensor should be provided. (g) All the essential tools required for installation and maintenance of cooling system must be supplied with the transmitter. (h) Tubes and Hoses on amplifiers etc. shall be of self locking type so that no liqu'id escapes during change over. (i) Outside temperatures:may vary from 0° C to +50° C. Heat exchanger and liquid coolant used must be compliant with these temperature variations. U) The dual pump system should be such that it should be possible to replace one of the two pumps while the transmitter is in operation. (k) Full detailed description of the system is to be provided with the offer. A typical diagram, showing details of liquid cooling system and heat balancing of transmitter system bringing out all special requirements, should be attached with the offer. (I) A typical layout showing the maximum permissible distance between the transmitter and the cooling system must also be provided with the offer. Specifications of Standard 19" Rack: i) The input and monitoring rack should be suitable for: Feeding video and stereo/mono audio programmes to TV transmitters & ii) Metering/monitoring of different programme input sources as well as signal at intermediate points in the audio/video chain and also demodulated signals.

The details of equipment to be installed in this rack is to be provided by the bidder. 1.2 All audio/video lines from the Jacks & Equipments are to be connected to a terminal block to be located near the bottom of the rack for external feeding of cables by the indentor. All the equipment are to be properly earthed with the existing equipment earthing system in the transmitter hall. 1.3 RFI/EMI filter should be provided at mains input of the rack as per relevant provisions of FCC rules and regulations, or equivalent standards for effective rej ection of the interference from the high power transmitters operating in the premises. These racks will be used in High Power Transmitter halls/container i.e. the rack with full complement of equipment has to operate in a high RF field. As such all the specifications of the individual equipment as well as the full chain, are to remain valid in high RF fields. .

The standard 19" rack will have various equipment. The frame of the rack should be of high quality extruded aluminium or high grade steel material as per relevant material codes. The rack is to be of sturdy design. The width should be suitable for mounting of standard 19" equipment. Doors should be provided on the rear side and should have louvers and exhaust fan to facilitate proper ventilation. for TV Transmitters

Doordarshan requires Uninterrupted Power Supply System (UPS System) for backup Power Supply for its YHF /UHF High Power TV Transmitters. The UPS should be reliable and stable in operation under Indian tropical conditions. This Specification describes a 60 KVA three-phase, True on-line double conversion continuous operation (defined as VFI in the IEC62040-3 UPS Specifications), solid-state Uninterruptible Power Supply. The UPS system shall be capable of running with 15 minutes back up time at full rated capacity. All connectors & cables etc. required for UPS System & its installation should be supplied with the 'equipment: The ,UPS System-quoted must conform to the latest international standards of safety and EMC. The conformance to such standards (indicating standard's name & number) must be stated in compliance statement. The UPS and battery manufacturer must be ISO 9001-2008 certified for manufacturing of UPS and battery (respectively). A copy of the valid ISO 9001-2008 certificate should be enclosed with the offer. The installation of batteries should be carried out within 15 days after receipt at site.

2. TECHNICAL SPECIFICATIONS OF UPS SYSTEM: 2.1 The UPS shall produce high quality sinusoidal output. The UPS shall be designed to operate as true on-line, double conversion type UPS strictly as per the definition of IEC 62040-3 as follows: 2.1.1 Normal Operation: The critical AC load should be continuously supplied by the UPS inverter. Battery Recharge: In addition to supplying power for the inverter load, the rectifier/charger shall be capable of providing battery charging current to recharge the battery properly (up to 10% of battery AH capacity). Total Battery Management and monitoring should be available in the System.
