PURPOSE To respond to Electric Boat Spec #52687, as modified in fax dated 8/7/02. See Appendix A. SCOPE Limited to the L4LB010, 020, 030, and 060. RESPONSE The information presented corresponds to the numbered paragraphs in the Electric Boat Spec. Paragraph 1.1 1.2 Response Standard product complies. The L4LB is designed to comply with ASME B30.21; it does not meet all of the requirements of MIL-H-904H. Clarifications for standard product:

Certain load bearing components (load sheave, idle sheave, and hook yoke) are Ductile Cast Iron in accordance with JIS G5502, Grade FCD450 (equivalent to ASTM A536, Grade 60-42-10). 4:1 safety factor based on average ultimate strength. Standard product is not subject to High-impact Shock test. Standard chain has black oxide finish; optional corrosion resistant chain has nickel diffused surface. Standard hook is equipped with style 1 hook latch (ref. fig. 1). Optional hook with style 2 hook latch is available. Standard hook finish is the same as on hoist. Optional finishes available. Pull on lever to lift rated capacity load is within requirements except for the 1 Ton L4LB, which requires 77lb pull (7lb over reqmt.). Weight is within requirements except for the 9 Ton L4LB, which weighs 89lb (9lb over reqmt.). Mechanical efficiency ­ meets or exceeds the requirement (EDOC0238). Standard product is has no means of external lubrication. Standard product is painted per manufacturer's standard commercial procedures. Optional finishes available. Standard product is furnished with instructions, parts list, and test certificate. Additional technical data is available. Standard product is subjected to manufacturer's ISO-9001 provisions for quality assurance. Testing: Standard product is subject to static test at 125% of rated capacity. Optional testing available.

APPENDIX B - FREE WHEEL TEST Problem: Evaluate compliance of the L4LB lever hoist with paragraph 3.4 "Free Wheel Test" of Electric Boat Spec #52687. Equipment: Hoist Used: L4LB015 Weight Used: 98-lb. = 3.3% of rated capacity Results: Three trials were performed and the L4LB passed each trial. Through the first and second trial it was found that the 98-lb. weight fell a total of three inches, two of which was the slack in the chain. In the third trial five inches of slack, instead of two inches in the first two trials, was arranged. In this case the load fell a total of six inches (five of which was the slack in the chain).
