GLOSSARY This glossary defines acronyms and terms used in the Hawaii Driver History Record. AAMVA American Association of Motor Vehicle Administrators Accident Severity The severity of an accident, based on the most intense injury to any person or, if none were injured, so designated: Fatal, Incapacitating Injury, Nonincapacitating Injury, Possible Injury, Non-injury (i.e. property damage only). ACD The AAMVA Code Dictionary is a list of conviction and withdrawal codes and their descriptions. ACD Code A three-character code (letter, number, number) next to the right margin for the conviction or withdrawal. AKA Also Known As ­ AKA information is used to present historical identification information, such as prior name or prior driver's license number. CDL Commercial Driver's License: CDL A - Combination of vehicle greater than 26,000 GVWR with towed vehicle greater than 10,000 GVWR, CDL B - Single vehicle greater than 26,000 GVWR, CDL C ­ Vehicle less than 26,001 GVWR with 16+ passengers or Hazmat. CMV Commercial Motor Vehicle means a vehicle or combination of motor vehicles used in commerce to transport passengers or property if combination is over 26,000 GVWR with towed vehicle greater than 10,000 GVWR, if single vehicle is over 26,000 GVWR, if vehicle is designed for 16+ passengers, or if the vehicle must be placarded to transport Hazmat. Conviction A conviction is an unvacated adjudication of guilt, or a determination that a person has violated or failed to comply with the law in a court of original jurisdiction or by an administrative proceeding, an unvacated forfeiture of bail or collateral deposited to secure the person's appearance in court, a plea of guilty or nolo contendere accepted by the court, the payment of a fine or court cost, or violation of a condition of release without bail, regardless of whether the penalty is rebated, suspended, or probated. DLN Driver's License Number DOB Date of Birth Driver Any individual who has ever held a driver license or who has been known by a state Motor Vehicle Authority (MVA) or Department of Motor Vehicles (DMV) to drive. Driver History Record (DHR) The record is maintained by the State of Record and includes all the information required to be transferred, including driver identification information, driver's license information , and the driver's history of convictions, withdrawals, and (optionally) accidents. Driver's License A license issued by a jurisdiction to an individual to operate a motor vehicle. This includes all licenses issued, not just those that are current. Driver License Commercial Status The current status of an individual's commercial privilege type. The statuses are: Licensed ­ The individual has a current valid license with all driving privileges intact. This status is only used within the jurisdiction that issued the current license. Eligible ­ The individual does not have a current valid license and has nothing on record that would prevent issuance. Not Eligible ­ The individual does not have a current valid license and has an adverse action on record that prevents issuance in all jurisdictions.

Reported Deceased ­ The individual has been reported deceased. Driver License Non-Commercial Status The current status of an individual's non-commercial (base) privilege type. The statuses are: Licensed ­ The individual has a current valid license with all driving privileges intact. This status is only used within the jurisdiction that issued the current license. Eligible ­ The individual does not have a current valid license and has nothing on record that would prevent issuance. Not Eligible ­ The individual does not have a current valid license and has an adverse action on record that prevents issuance in all jurisdictions. Reported Deceased ­ The individual has been reported deceased. Endorsement An authorization to an individual's CDL required to permit the individual to operate certain types of commercial motor vehicles: Hazmat, Tank, Passenger, School Bus, Double/Triple, Tank/Hazmat. FTA Failure to Appear FTC Failure to Comply FTP Failure to Pay HAZMAT Hazardous Material HME Hazardous Material Endorsement ID Identification Jurisdiction A jurisdiction is one of the 50 U.S. states or the District of Columbia. The term `Mexican jurisdiction" means one of the Mexican states, and the term "Canadian jurisdiction" means one of the Canadian provinces or territories. Non-ACD Conviction A non-ACD conviction is an adjudication of guilt for a violation, such as gas-pump piracy, that is neither traffic-related nor federally mandated. Non-ACD Withdrawal A non-ACD withdrawal is a withdrawal based on at least one non-ACD conviction, such as gas-pump piracy. Pointer on CDLIS A pointer on CDLIS (Commercial Driver License Information System) is a phrase that means the driver has a Master Pointer Record (MPR) on the CDLIS (Commercial Driver License Information System) Central Site. The pointer record identifies the current SOR (State of Record). To identify the driver, the pointer holds the driver's personal identification information and license information. The pointer also holds record maintenance information. Restriction A limitation on a person's driver's license. RRGC Railroad Grade Crossing---note: synonymous terms are "Railroad-Highway Grade Crossing" and Highway-Rail Grade Crossing". Traffic Violation Any violation of state or local traffic law other than a parking violation. Withdrawal A disqualification, suspension, revocation, etc. of the driver's license either Federally mandated or taken by any jurisdiction. Hawaii Suspension A disqualification, suspension, revocation, etc. of the driver's license taken by the State of Hawaii.
