A history of changing lives

MTC was founded in 1980, but its roots stretch back to the mid-1960s when it was the Education and Training Division of Thiokol Corporation. Since 1966, it has operated centers for Job Corps -- a U.S. Department of Labor job training program that prepares disadvantaged youth for meaningful careers. MTC entered the corrections industry in 1987 when it opened one of the first privately-operated corrections facilities in the United States.

Job Corps




Started in 1964, Job Corps is a U.S. Department of Labor-funded job training program for economically disadvantaged youth between 16 and 24 years. Students focus on career development while in academic and vocational training. Job Corps places a high percentage of students in jobs, the military or higher education. Job Corps increases graduates' employment opportunities, earnings, fringe benefits and length of employment. Additionally, Job Corps graduates receive career transition services for 12 months after completion of the program. Building solid community support has always been one of MTC's strengths. Linkages with the community provide placement opportunities for students upon graduation. Through service projects, students learn valuable skills while contributing to the community. MTC conducts comprehensive assessments at centers it operates. Job Skills Training

Innovative methods of vocational training prepare students for quality careers. Partnerships with employers allow students to participate in real world work-based learning experiences. This opportunity improves students' technical and workplace skills and provides practical experience for the first real job. MTC employees assist disadvantaged, unemployed youth to become taxpaying citizens. MTC's superior performance is measured by the government in placement, vocational completion, academic attainment and student satisfaction.

Academic Skills Training

Students at every level benefit from individualized instruction that maximizes individual potential. English as a Second Language classes open opportunities for foreign students. Students are encouraged to prepare for and pass the General Educational Development (GED) exam or obtain a high school diploma. Local college courses are available for many students.

Child Care

MTC has established solo-parent dormitories and on-site child care programs at several Job Corps centers. These programs give single parents the opportunity to benefit from Job Corps training.

Social and Employability Skills

Ninety percent of Job Corps students live on center during their training. Counselors and residential advisors help students overcome social and emotional barriers to employment. Recreational programs, leadership opportunities, health care and substance abuse counseling raise self-esteem and improve student life.


More than Job Corps:

MTC also provides education, training and placement services for other customers. For example, MTC Training & Placement Services assists the residents of northwest Oregon with a wide variety of services including assessment, job-specific and basic skill classes, life skills, youth science camps, alternative and summer schools and employer-based workforce development classes.

Offering new solutions

More than 30 states and the federal government have contracted with private sector companies to operate about 120,000 beds in over 140 adult, secure facilities. Successful outcomes have resulted in more and more government leaders raising expectations for corrections and using new approaches. MTC has emerged as a leader in the management and operation of private prisons. Rehabilitation Through Education

MTC's training programs are focused on rehabilitating and preparing inmates to become productive members of society. Research shows that increased educational opportunities for inmates result in lower recidivism. MTC staff members develop educational, vocational and life skills program plans for each inmate. Education, program participation and re-entry support are the most effective means to reduce recidivism. Over the years, MTC has built a reputation as the expert in rehabilitation programs. High Performance and Accountability

International Operations

In addition to operating facilities in the United States, MTC has charted new territory in both Australia and Canada. The MTC-operated Borallon Correctional Centre in Queensland, Australia, became the first facility outside the United States to be accredited by the Correctional Education Association. It was the first correctional facility in the world to receive both the CEA and ISO 9001 Quality Assurance certifications. Meeting and Exceeding Industry Standards

MTC Corporate University

Training for excellence

MTC has been training people to succeed for more than 30 years. In the classroom and on the job, the training has allowed students and employees to achieve their career goals. In January 2001, MTC took its commitment to training to a higher level by establishing the MTC Corporate University. MTC Corporate University was created to enrich MTC's learning environment for employees, enhance their career development and broaden their opportunity for advancement. MTC uses the Corporate University to provide training in three critical areas: management and staff development, student and inmate programs and curriculum delivery. The Corporate University combines the training structure and training goals of the Job Corps and corrections divisions.

MTC Institute

Research for

The MTC Institute was established in 2002 as an independent research unit of the corporation. MTC realized the need for research to support a framework of initiatives involving the Job Corps and corrections business units ­ research focusing on best practices within education and training programs, staffing and costs. The Institute benefits MTC's customers, staff and the industries associated with Job Corps and corrections.


Institute Products

Research results are published in two forms: Data Spotlights and Research Reports. Data Spotlights highlight issues including the value of education, career and technical education certificates, recidivism and student dropout and completion. Research Reports probe pressing issues and identify programs that work with disadvantaged youth and offenders. Existing reports include:

A Mission Promoting Innovation, Value and Knowledge

The Institute's mission is to conduct research, examine trends and promote innovations and exemplary practices. Ultimately, the Institute publishes and distributes its findings to a broad array of policy makers, professional associations, research organizations, educational institutions, foundations, think tanks, governmental entities and the public at large.

Institute staff continue to pursue projects related to the benefits of prison programming and private corrections, successful education programs, vocational training, correctional teaching and staff development. Assure financial stability

Develop custom training for students and offenders

Backed by more than three decades of experience, MTC excels at creating programs to meet specific education or training needs. Whether it be responding to new GED requirements or redesigning vocational training, MTC understands how to develop and deliver programs.

Manage facilities

In-house architects supervise construction projects, including program planning, design and construction management. They train maintenance staff, conduct regular safety inspections and help develop controls for facility use. Scheduled preventative maintenance preserves assets.


Provide data solutions

MTC information systems staff support 6,000 computers on 85 servers in a wide-area network and provide on-site systems training. In addition, MTC programmers develop systems to solve data collection, storage and reporting needs. Management information systems in the financial, program and operations areas give MTC the tools needed for auditing and decision making.

Make connections with the community

MTC's government and community relations staff implement strategies for building strong relations with the community through community boards, open houses, elected officials and community service projects. Media relations and crisis communications plans are ready. Customer and community support stay high as a result of ongoing communications about the programs, issues and opportunities each facility has.

Keep the workplace safe and secure

The company's comprehensive loss control program provides a safe work environment for employees, students and inmates. All employees are trained in safe work practices with the leadership of on-site safety specialists and corporate experts. MTC's increasing size, along with its exemplary safety record, allows the company to negotiate better insurance rates, saving millions of dollars annually in workers' compensation and liability insurance premiums.

Communicate through formal and informal channels

MTC links Job Corps centers, correctional facilities and the corporate headquarters through the company Intranet, video conferencing, written and electronic newsletters and video magazines. All supervisors attend comprehensive training in improving communications in the workplace.

Chairman and president

Robert L. Marquardt, Ph.D. * Chairman of the Board Dr. Marquardt is a co-founder of the company. Before founding MTC, he was group vice president of Thiokol Corporation's Education and Training Division, which he also founded. He was director of Thiokol's medical division and aerospace operations. He is a leader in conservation projects, developing parks, museums and community projects through private-sector partnerships with all levels of government, business, community boards and foundations. Scott Marquardt, J.D., M.B.A. * President and CEO Mr. Marquardt has served as president since 1991. Before that, he was the president of Meridian Publishing, formerly a wholly owned subsidiary of MTC. He has been a leader in many job training, education, industry and civic organizations.

Roberts T. Jones Mr. Jones was president and CEO of the National Alliance of Business between 1996 and 2002. He is now president of the MTC Institute. He is a nationally recognized expert in the workforce development field. Mr. Jones served twice as Assistant Secretary of Labor for the U.S. Department of Labor. Ambassador James A. Joseph Ambassador Joseph is a leader in residence and professor of the practice of public studies at Duke University. He served as United States Ambassador to South Africa from 1996 to 1999. He has a distinguished career in government, business, education and philanthropy, including service as Under Secretary of the U.S. Department of Interior and president and chief executive officer of the Council on Foundations. Jane A. Marquardt, J.D., L.L.M. Ms. Marquardt is a partner in the law firm of Marquardt & Fadel. She has practiced law since 1977 and specializes in estate planning. She has been an adjunct professor at the University of Utah College of Law, and is currently serving as an adjunct faculty member at the Estate & Wealth Strategies Institute at Michigan State University. Ms. Marquardt has served on a number of community boards and foundations in the areas of the arts, education and civil rights. Allan B. Polunsky, J.D. Mr. Polunsky is a partner in the law firm of Polunsky & Beitel. His governmental, community and professional service include positions as the former chairman of the Texas Board of Criminal Justice, chairman of the San Antonio Zoning Commission, president of the San Antonio Industrial Development Authority and board member of the San Antonio River Authority.

Sharon Robinson, Ph.D. Dr. Robinson is executive vice president and COO of Educational Testing Service. Dr. Robinson was Assistant Secretary of Education with the U.S. Department of Education's Office of Educational Research and Improvement. She has also held a variety of leadership positions at the National Education Association. Richard F. Schubert, J.D. MTC's Washington Representative Mr. Schubert is vice chairman of the Peter F. Drucker Foundation and chairman emeritus of the International Youth Foundation. Previously, he was president and vice chairman of Bethlehem Steel Company, Deputy Secretary of Labor, president and CEO of the American Red Cross and president and CEO of the Points of Light Foundation.

Lyle J. Parry, C.P.A. Senior Vice President, CFO & Secretary-Treasurer Mr. Parry has been vice president since January 1997. Before that he served as the director of corporate accounting and consolidation. Mr. Parry served in several financial management positions and worked as a certified public accountant for eight years. John Pedersen, M.A. Senior Vice President, Training Programs Mr. Pedersen was named senior vice president in January 2000. He has spent his 16-year career in Job Corps, beginning as a residential adviser and serving since in several positions. He was director of two different Job Corps centers in MTC's southeast region before becoming vice president of that region.

Dr. Rodney H. Brady Dr. Brady is the president and CEO of Deseret Management Corporation. He also served as president of Weber State University in Ogden, Utah, from 1978 to 1985. Dr. Brady was Assistant Secretary for Administration and Management of the U.S. Department of Health, Education and Welfare from 1970 to 1972.

Ronald Russell * Senior Vice President, Corrections Mr. Russell has served as senior vice president since 1990. Previously, he was the director of the MTC-operated Eagle Mountain Correctional Facility in Desert Center, California. Mr. Russell has worked in law enforcement management in Utah and California since 1966.


Teresa N. Aramaki, S.P.H.R. Vice President, Human Resources Ms. Aramaki was named vice president in 1999 and began her career with MTC in 1987. She has been active in many community organizations, was a volunteer mediator for the Utah Anti-discrimination and Labor Division, and is a member of the Career Service Review Board for the State of Utah. Hartzel Black Vice President, Corrections Mr. Black has been vice president of corrections since December 2000. He was a vice president at Southeastern Illinois College from 1995 to 1998. He was also the director of correctional education at Illinois Corrections School District No. 428 and Shawnee Community College. Raymond W. Cassell Vice President, Contract Administration Mr. Cassell has served as a vice president since 1996. He provides contract administration and cost proposals for both the Job Corps and corrections lines of business. Before being named vice president, he provided this same service for the Job Corps line. Mr. Cassell began his career with the company in 1979.

JC Conner Vice President, Regional Operations, Corrections Mr. Conner was named vice president in March 1999 after serving as the company's director of correctional services since 1997. He has worked in corrections for 15 years, including time as an MTC facility warden and Texas Department of Criminal Justice security official. Carole R. Glasser, M.S.W. Vice President, Eastern Region Ms. Glasser has served as regional vice president since 1985. Before that, she worked in a variety of positions at the Charleston Job Corps Center in West Virginia. She was named center director there in 1976. Ms. Glasser was a social worker and consultant before she began her Job Corps career. Lynette Greenwell Vice President, Development Ms. Greenwell has been development vice president since 1997 and has worked in the company's development department since 1989. Before that, she spent 15 years as a teacher and administrator in public schools and in Job Corps. Elizabeth M. Lopez Vice President, Western Region Ms. Lopez has served as regional vice president since 1990. She headed the company's development efforts for more than 10 years and began her career with Job Corps in 1974 as an instructor.

Al Murphy Vice President, Regional Operations, Corrections Mr. Murphy was named vice president in May 2000, after serving as MTC's director of corrections field, including experience as an administrator, state corrections commissioner and deputy secretary. Mr. Murphy served as president of a private correctional management consulting firm. JoAnn McDougall Vice President, Central Region Ms. McDougall was named vice president of the central region in 2001. She began her career with MTC in 1985 and served in several positions at the Sierra Nevada Job Corps Center. In 1994, Ms. McDougall became the center director at the Inland Empire Job Corps Center. Curtis E. Price, Jr. Vice President, Government and Community Relations Mr. Price was named vice president of government and community relations in 1998. He has extensive Job Corps experience, including director of the Potomac Job Corps Center in Washington, DC. F. Craig Sudbury, Ph.D. Vice President, Program Development, Training and Support Dr. Sudbury has held several management positions in Job Corps, including director of the Clearfield center. Dr. Sudbury has worked in the public school system as an administrator and secondary education teacher and has taught at the university level.
