Note1 : Strategic Planning Sub-division was previously known as Strategic Planning Unit (SPU) before 1.1.2003. Upon the departmental reorganization to take effect on 1.1.2003, Strategic Planning Unit is renamed as Strategic Planning Sub-division and is grouped under Strategy Division. Note2 : One of the PO/APO posts is a multi-disciplinary post as endorsed vide HRC 11/2001.

MANPOWER QUOTA 2. The proposal will lower the Department's establishment ceiling by five posts through creation of one post offset by deletion of six posts. FINANCIAL IMPLICATIONS 3. The proposal will achieve savings of $5.2M in annual staff 3 cost (Note ). BACKGROUND 4. Following the major changes in the policy direction and future role of the Housing Authority/Housing Department set out in the Review of the Institutional Framework for Public Housing (RIFPH) and the Secretary for Housing, Planning and Lands' Statement on Housing Policy on 13 November 2002, there is scope for restructuring the Strategic Planning Sub-division. The existing organization structure of the Strategic Planning Sub-division and the main duties of the five sub-sections under it are at Annex A.

JUSTIFICATION 5. (a) Specifically, we envisage that the scale of the public housing production will be greatly reduced. Accordingly, the current role of the Forward Planning Section of the Strategic Planning Sub-division in monitoring the progress of the Public Housing Development Programme (PHDP), including the vetting and coordination of submission of individual public housing development proposals to the Strategic Planning Committee (SPC), could be discharged through a more streamlined structure; on the assessment of public rental housing (PRH) demand and projection of average waiting time undertaken by the Forward Planning Section, the Statistics Sections should be able to play a greater role in providing the necessary technical support, thus obviating the need for planning inputs from an independent and dedicated team; and one of the major challenges that the Strategic Planning Sub-division faces is to take forward the review of domestic rent policy. At present, SAO/Administration serves as the secretary to the Ad Hoc Committee on Review of Domestic Rent Policy in addition to his main duty as the administrative assistant to the Chairman of Housing Authority. This arrangement is less than satisfactory. Given the width and depth of the review, a dedicated team should be established to beef up the policy support to the Strategic Planning Sub-division to see through this important review.

REVISED STRUCTURE 6. (a) It is proposed that the existing Co-ordination and Servicing Section and the Forward Planning Section be merged to form a new section provisionally called Policy Section (2). The existing Policy Section will be re-named as Policy Section (1);

a SAO post be created to take charge of the new Policy Section (2). The SAO will be underpinned by one PO/APO (titled Strategic Planner), and one Housing Manager (HM) (titled Strategic Manager, a multi-disciplinary post at professional rank). Apart from assuming the existing duties of the two affected sections, including the compilation of the Housing Authority Corporate Plan, the new team will also provide secretariat support to the Ad Hoc Committee on Review of Domestic Rent Policy; and given the additional duties assumed by the Strategic Planning Sub-division as the "data coordinator" and to assess overall housing demand following the merger of the former Housing Bureau and Housing Department, we do not propose any major changes to the staffing position of the existing two Statistics Sections and Policy Section (1) at this stage.

PROPOSAL FOR CREATION AND DELETION OF POSTS 7. To effect the above changes in organizational structure, we propose that (a) (b) one SAO post be created to head the new Policy Section (2); and one SHM, one SPO, two PO/APO, one AHM, and one Contract Statistical Officer II posts be deleted.

8. The proposed structure of the Strategic Planning Sub-division is set out at Annex B. Upon implementation of the new structure, the existing post of SAO/SPU will be re-titled as SAO(Strategic Planning)1, while the new SAO post will be titled SAO(Strategic Planning)2. IMPLEMENTATION 9. Agreement has been sought for the proposed creation and deletion of posts from respective heads of grades. Arrangement will be made for taking back the incumbents by the respective heads of grades upon deletion of the posts. Subject to this and the creation of the new SAO post, it is expected that the new organization structure could be in place in early 2003.

RECOMMENDATION 10. The proposal in paragraph 7 has been endorsed by the Departmental Establishment Committee (DEC) and is now recommended for Members' approval. A copy of the relevant DEC paper (DEC/HQ Paper No. 9/2002) can be obtained from the Committees' Secretary.

DECLASSIFICATION OF PAPER 11. It is also proposed that this paper be declassified upon approval of the recommendations contained in paragraph 7 above by Members. The paper will be made available to the public at the Housing Authority homepage, the Department's Library and through the Departmental Access to Information Officer if it is declassified.

PRESUMPTION 12. It is not thought that Members will object to the proposal. If no objection or request for discussion is received by the Committees' Secretary by noon on 17 January 2003, Members' approval will be presumed and appropriate action taken.
