About the Human Services Network (HSNet)

Background

HSNet in its current form was established in 2005 following the completion of the Better Service Delivery Program (BSDP), an initiative of the NSW Human Services and Justice agencies in partnership with the NSW Council of Social Services (NCOSS). The BSDP commenced in 2001 with the aim of helping human service and justice agencies in NSW to share information and improve service delivery. Both government and over 1500 non-government agencies were involved in the Program. The agencies were from all over the state and ranged across child care facilities, major hospitals, support groups and welfare agencies.

Human and Justice Services in NSW

The human services and justice sector in NSW is vast. It consists of numerous government and non-government agencies that provide, for example, youth, aged care, legal, medical and multicultural services. These agencies deliver services in different ways. Many rely on paper-based referrals using fax machines. Agencies use different forms and have their own ways of referring clients. HSNet is helping agencies to co-ordinate their services and to work together more effectively.

HSNet website

The HSNet website is a FREE secure online network for both government and non-government staff working in NSW human services and justice agencies and some private providers. The website has online resources that help agency staff in their day-to-day work. Members can access these tools at any time and share information with other members.

ServiceLink and eReferrals

ServiceLink is a comprehensive, online directory of human and justice services in NSW and is available via the HSNet website. ServiceLink provides features that are commonly found in directories: contact details, address, telephone number, fax number, web site link and email address. In addition, it also provides maps, accessibility and interpreter information as well as specific organisational details about intake and eligibility requirements, opening hours, fees, parking, public transport, service setting (e.g. community centre or in home) and a detailed listing of the services that are provided. eReferral tool (also known as ReferralLink) Within ServiceLink you can refer a client to another agency using the eReferral tool, which uses secure systems and allows you to track the progress of the referral. It improves the delivery of services by: introducing common referral protocols streamlining the client's interaction with agencies protecting client privacy through a clear client consent process. If you would like to use the eReferral tool in your agency, start by thinking about what agencies are in your referral network (a group of agencies that exchange referrals). Your referral network should next establish a business process around how you exchange referrals (ie. how often the referral queues are checked and by whom) so that you can be assured the clients you refer will be dealt with appropriately. All agencies wishing to make, send and/or receive electronic referrals using ServiceLink must comply with and sign the: HSNet Statement of Agreement for eReferrals ­ to be completed by non-government organisations. The Agreement must be signed by an appropriately authorised person from your agency, such as your Director or the Chair of your Management Committee. AND/OR HSNet eReferrer Registration ­ to be completed by both non-government and government organisations. The registration form must list nominated users of the eReferral tool from your agency including their email addresses. These nominated users must be registered HSNet members. Signing these forms commits the agency to complying with the relevant HSNet Policies and Procedures (as listed on the Agreement). Both forms, including the relevant Policies and Procedures are available from the HSNet web site About HSNet>HSNet Policies menu.
