KEY HIGHLIGHTS

· A key component of Iskandar Malaysia, Nusajaya, with 24,000 acres (100 sq km) of contiguous land,

is the single largest privately-owned land bank in Southeast Asia.

· Flagship B will be a major new growth centre of Iskandar Malaysia where most of the catalyst projects

will be developed within the area. Projected population size for this area is 500,000 by 2025.

· Current key economic activities in Flagship B are focused towards mixed property development, state

and federal administration and warehousing. Going forward, Flagship B would be the hub for hi-tech manufacturing, biotechnology, creative, medical, education and tourism. Hence, Flagship B offers lots of investment opportunities for investors to participate in the development of Iskandar Malaysia, either by embarking in joint-venture developments or acquiring prime development land parcels in Nusajaya.

INTRODUCTION

Location. Nusajaya is located west of Johor Bahru, in close proximity to Port Of Tanjung Pelepas and Gelang Patah. It is also strategically located within a 45-minute drive of Singapore's Changi Airport a regional aviation hub, and Johor's Senai Airport. The regional city is built in an area spanning 24,000 acres combining residential, commercial and industrial elements. Key Functions/Activities. Key catalyst projects in Nusajaya are Johor State New Administrative Centre (JSNAC), Southern Industrial and Logistics Clusters (SiLC), Medical Park, EduCity, Puteri Harbour, Node 1, International Destination Resort (Theme Park) and Nusajaya Residences. Historical Background. Nusajaya's planning was done in the mid 1990s when the MalaysiaSingapore Second Link was in the planning process. However, the regional financial crisis in 1997 took its toll and set the development back by several years. In 2003, there was a restructuring of the land use. A revised Master Plan approved by the Johor State Government formulated a framework that included several catalyst developments that were deemed necessary to kick-start Nusajaya's growth. Connectivity. Currently, Flagship B is accessible via the Second Link Expressway, connecting to the North-South Expressway at Senai. It is a 15-minute drive from Nusajaya to the Malaysia-Singapore Second link.

KEY LANDMARKS

Johor State New Administrative Centre (JSNAC)

JSNAC will be an integrated development of Johor State and Federal government department offices that spans 320 acres. The components that will be established in JSNAC are the Johor State Assembly Building, Chief Minister and State Secretary Complex, State and Federal Government Office Complexes and a ceremonial plaza. For more information on JSNAC, please refer to page 26. The land is under the ownership of State Secretary Johor (Incorporation).

Puteri Harbour

Puteri Harbour is a 688-acre integrated waterfront development that offers exceptional living, office parks, shopping and recreational spots and waterfront lifestyle activities. Key components of this development are the public marina and private marina that offer 286 berths including 10 mega yacht berths. For more information on Puteri Harbour, please refer to page 26. EduCity

EduCity is a 305-acre education enclave that will be a fully integrated knowledge-based hub comprising world-class universities, industry-centric R&D clusters, academic-industry action centre, international schools and colleges, accommodation and recreational facilities, as well as conference and exhibition centres. Well-known international schools, faculties of colleges and universities will be located in EduCity. Faculties planned are Economics, Business, IT, Medicine, Agricultural Technology, Food Sciences, Education and Fine Arts. For more information on EduCity, please refer to page 33. Medical Park

Medical Park, now being branded as Afiat Healthpark, spans 68 acres and caters to three distinctive areas under the health spectrum, namely modern medicine, traditional and complementary medicine (TCM) and wellness. Afiat Healthpark will include a private hospital, private specialist clinics, a health screening centre, a commercial village, a nursing college, a rehabilitation centre, a dialysis centre and facilities for traditional and complementary medicine. International Destination Resort

This prospective tourism magnet is centred within 2,379 acres of development-ready land and will be anchored by a strong recognisable brand. Its components will include theme parks, retail and entertainment district, hotels, food and beverage districts, resort real estate and golf courses. The land is under the ownership of Iskandar Investment Bhd (IIB).

Southern Industrial and Logistics Clusters (SiLC)

Labelled a clean and green, world-class managed industrial park, SiLC capitalises on its proximity to an established network of two international airports and five seaports. An industrial zone with a unique green industrial park concept, SiLC is designed and planned to meet the current demand for environmentally sustainable development that complements both the economy and quality of life. Nusajaya Residences combine the best of urban living and the refreshing, de-stressing power of nature. Complemented by modern amenities and infrastructure that put safety and security foremost, they are set amidst oases of greenery, in the form of landscaped parks, gardens and the tropical mangroves of coastal Johor. Each development will boast signature features that distinguish it from the rest, elevating them from mere bricks and mortar to embodiments of lifestyle statements. Node 1

Node 1 is a development spreading over 2,230 acres of land, located in Nusajaya, between the new Johor State Administrative Centre and the Second Link to Singapore. Total GDV of Node 1 over 15-20 years is US$20 billion (25% within 7 years). On 29 August 2007, IIB, through its subsidiary Rim City Sdn Bhd (RCSB), entered into a series of agreements with three leading consortiums led by: (i) Mubadala Development Company, (ii) Kuwait Finance House and (iii) Millennium Development International Company, totaling US$1.2 billion (or RM4.2 billion) for land and infrastructure, to develop the first integrated international city development in Iskandar Malaysia. In each of the three consortiums, IIB will be a strategic partner with a 30% stake. The development will spread over a 20-year period. The three consortiums have agreed to develop three different clusters: (i) Mubadala consortium - This consortium will act as the master concessionaire and land developer (MCLD) investing about US$520 million (or RM1.8 billion) for the lifestyle and leisure cluster comprising a city centre, golf village, amusement bay, residential district, and a medical and wellness village, in an area of about 1,240 acres. (ii) Kuwait Finance House Consortium - Will act as MCLD, investing about US$330 million (or RM1.2 billion) for the cultural cluster comprising the logistics village, creative park and heritage district, of over 620 acres.

(iii) Millennium Development Consortium - Will act as the MCLD, investing about US$325 million (or RM1.1 billion) in land concessions for an international financial district zone covering over 365 acres.

LAND PRICES AND AVAILABILITY

The Malaysian Government has allocated an additional 8,000 hectares of land to support the expansion of existing industries as well as the introduction of new industries in Nusajaya, Senai and the PTP area. Hi-Technology Industrial Park and Biotechnology will be the main focus in Nusajaya. Currently, there are about 2,000 hectares of industrial land available for investment purposes by 2025 in Flagship B.

Three cyber cities will also be proposed in Iskandar Malaysia as part of MSC Phase 2 (2004 - 2010) namely Nusajaya, Johor Bahru Central Planning Area and the University Teknologi Malaysia SkudaiIndahpura area. In this second roll-out, the MSC Cybercity/Cybercentre status goes beyond the original designated areas in order to spread the MSC benefits nationwide, enhance national and regional growth and competitiveness, and bridge all forms of digital divide in the country.

Based on the information provided by key landowners in Nusajaya as illustrated in the table below, as at 15 February 2008, the residential land prices range between RM40 - RM55 (US$13 - US$17) per sq ft in Nusajaya, while the industrial land is between RM23 - RM25 (US$7 - US$8) per sq ft.

MAJOR ECONOMIC ACTIVITIES

Nusajaya will be a major growth centre where the Nusajaya Central Planning Area is identified as the city centre of Iskandar Malaysia. Nusajaya has also been identified as MSC Cyber City where its infrastructure will meet the 10 Bills of Guarantee. New investments into Iskandar Malaysia will also be focused in Nusajaya. The Comprehensive Development Plan (CDP) highlighted that there are about eight major economic activities in Flagship B, namely MSC-based, R&D, creative and multimedia, software development, engineering and emerging technology, biotechnology, medicine and health, multimedia and technical education. As illustrated in the table below, Nusajaya represents only a fraction or 0.12% of the total manufacturing activities in Iskandar Malaysia. As part of the long-term development plan of Iskandar Malaysia, Nusajaya will also be the hub for ICT, and Hi-Tech Industries by 2025. As these are the `new' sectors that the Government will want to develop in the long-term, it offers excellent investment opportunities for investors to participate in the development of Iskandar Malaysia.

BASIC INFRASTRUCTURE AND AMENITIES

Overview

Infrastructure plays a pivotal role in supporting the manufacturing industry. The primary components for basic infrastructure and amenities are roads and transportation services, water supply and distribution, electrical supply, gas supply, sanitation-wastewater collection and removal as well as solid waste collection and removal. These services are bundled together to support business activities in the surrounding Pasir Gudang area.

Power Supply

The key directions in Flagship B are to ensure: (i) sufficient supply of power to cater for the growth of Iskandar Malaysia; (ii) its objective of becoming a world-class sustainable conurbation; and (iii) the reliability of power within Iskandar Malaysia. The present supply of electric power in Nusajaya area is sufficient. Based on the following supply and demand table, the capacities of all main intake substations are able meet the demand.

The proposed targets for power supply for Iskandar Malaysia are as follows: · Improve System Average Interruption Duration Index (SAIDI) from the current 105 minutes/customer/ year (2004) to less than 20 minutes/customer/year. · System Average Interruption Frequency Indexes (SAIFI) from 1.11 (2004) to less than 0.5.

Road Networks

The Comprehensive Development Plan (CDP) has proposed a road network system of 423.96 km in Iskandar Malaysia with an estimated cost of about RM4.8 billion, of which about RM1.3 billion has been identified for projects to upgrade roads in Nusajaya. The proposed road upgrade in Nusajaya should be completed by 2010, as proposed under the Ninth Malaysia Plan (9MP). Nusajaya holds tremendous promise to become a regional hub through which Malaysian and multinational businesses can effortlessly and efficiently connect with all four corners of the globe. Strategically positioned in Johor, Nusajaya offers full connectivity via comprehensive air, road, rail and sea networks, as well as via fibre optic telecommunications infrastructure.

Currently, Nusajaya is accessible via the Second Link Expressway, connecting to the North-South Expressway at Senai. It is also accessible via local trunk roads. With the total population in Iskandar Malaysia forecasted to grow to 1.5 million by 2010, the existing and proposed road network system will most likely be unable to cope with the continuous traffic growth.

Transit Oriented Development

By 2010, the population in Iskandar Malaysia is forecasted to be 1.5 million, of which about 0.54 million and 0.59 million are within the Johor Bahru Municipal Council and Majlis Perbandaran Johor Bahru Tengah. Therefore, for ultimate integration, the Comprehensive Development Plan (CDP) has proposed the development of the Light Rail Transit (LRT) as well as the Mass Rapid Transit (MRT) System. The LRT will include a 59-km route connecting Pasir Gudang to Nusajaya, totaling RM2.66 billion, to be completed by 2020.

Meanwhile, the MRT will include a 36-km route connecting Johor Bahru Sentral II to Nusajaya. With estimated total costs of RM495 million (US$150 million), the implementation phase would be between 2011-2015.

Community Facilities

Community facilities form an essential part of the urban environment. These facilities include schools, hospital and healthcare services, shopping malls & hypermarkets, public community centres, libraries, sports & recreational facilities, social welfare, postal, religious houses, police stations, childcare centres, fire & rescue stations, public buildings and transportation. International Schools

Currently, most of the international schools in Iskandar Malaysia are located in Flagship A (Johor Bahru City Centre) due to the concentration of population arising from major business activities in both areas. However, there are also plans to build more international schools in Iskandar Malaysia to cater to the expected growing numbers of expatriates coming to work in various Flagships in Iskandar Malaysia. As illustrated in the Comprehensive Development Plan (CDP), the percentage of foreigners to total population of Iskandar Malaysia is expected to increase from 6.6% presently to 12-15% by 2025. 3. Johor State New Administrative Centre (JSNAC)

· JSNAC is a modern and state-of-the-art administration centre comprising Johor State and Federal

Government offices.

· Its Phase 1 components include the Johor State Assembly Building, Chief Minister and State

Secretary Complex, Dataran Mahkota Plaza and the State Government Departments Complex which is targeted to be completed in the first half of 2008.

· As at June 2008, Phase 2 of JSNAC comprising the State Government staff quarters and mosque

is at planning and design stage. Both building concept designs have been approved by the Johor State Government.

· Phase 3, comprising the Federal Administrative Centre, is also at planning and design stage and

1. Taman Nusa Bestari Taman Nusa Bestari comprises two parcels of freehold land measuring approximately 227 acres. The land is located along Jalan Sungai Danga and both sides of the Second Link Highway from Johor Bahru to Singapore. The land lies about 14 km due north-west of Johor Bahru city centre and enjoys good road access provided by the Second Link Highway and Jalan Sungai Danga. The development project comprises over 5,100 units of mixed development with estimated sales value of approximately RM900 million. The development of Taman Nusa Bestari is envisaged to spread over a period of four to five years. As at 31 December 2006, about 35% of the land has been developed. 2. Taman Bestari Indah Taman Bestari Indah has over 10,000 units of properties with a gross sales value of over RM1.6 billion, to spread over a period of eight to ten years. This township, covering an estimated area of over 700 acres, is located about 19 km north of Johor Bahru City Centre and about 4 km west of Ulu Tiram town.
