MILLIONAIRE BONUS RAFFLE

GAME PLAY DIRECTIVE

Issued: 2/24/11

This directive is designed to provide a guideline for the conduct of an on-line game to be designated "MILLIONAIRE BONUS RAFFLE". In the event of conflict between the provisions of this and any other directive or other publication of the Corporation concerning the conduct of MILLIONAIRE BONUS RAFFLE, the provisions of this directive shall govern.

Definitions Lottery or Louisiana Lottery The lottery or lotteries established and operated pursuant to the Louisiana Lottery Corporation Law. Corporation The Louisiana Lottery Corporation. President President of the Louisiana Lottery Corporation, or any other person to whom the President's authority is lawfully delegated. On-Line Retailer A Louisiana retailer who has entered into a licensing agreement with the Corporation whereby the retailer is authorized to sell on-line game tickets. MILLIONAIRE BONUS RAFFLE Ticket An official ticket for MILLIONAIRE BONUS RAFFLE, issued by the Corporation, produced on official paper stock by an on-line retailer in an authorized manner, bearing computer selected numbers, figures and/or characters representing the type of wager, drawing dates, amount of wager, and validation data. An official ticket for the game of MILLIONAIRE BONUS RAFFLE must be generated as the result of an across-the-counter, cash transaction, fully initiated and consummated at an individual on-line retailer location. The ticket must be produced from the retailer terminal by means of the "Raffle" terminal icon. Any ticket generated by any other means than specifically authorized in this directive, shall not be deemed to be issued in an authorized manner, and shall be invalid and ineligible for prize award. Authorized Claim Center Any Corporation Regional Office or Corporation Headquarters. MILLIONAIRE BONUS RAFFLE A game in which three hundred thousand (300,000) chances or plays will be offered, and the winning chances or plays will be selected from those chances or plays actually sold. The total prize pool will be equal to $1,500,000 (50% of the anticipated gross sales). The amount of the prize pool may be supplemented by unclaimed prize reserves in the event all 300,000 chances or plays are not sold. The prize pool will be distributed as follows: 1 prize 20 prizes 5 preliminary drawing prizes $1,000,000 $ 20,000 $ 20,000

Ticket Sales The sale of official MILLIONAIRE BONUS RAFFLE tickets may be conducted only by such retailers as the President shall license pursuant to Corporation regulations, rules, policies and directives for on-line retailer licensing. Tickets for MILLIONAIRE BONUS RAFFLE will be sold from 12:00 a.m., February 28, 2011, until midnight May 11, 2011, or until tickets are sold out, whichever comes first.

Ticket Price Official MILLIONAIRE BONUS RAFFLE tickets may be purchased at the base price of $10.00 for one chance or play. The President may authorize the sale of any official MILLIONAIRE BONUS RAFFLE ticket at a discount for promotional purposes. The President may also authorize the production and distribution of tickets at no cost to the recipients, for promotional purposes.

Play Characteristics and Restrictions Each MILLIONAIRE BONUS RAFFLE ticket will contain a six (6) digit number from 000001 through 300000 and will be sold sequentially from the available selection pool. Players purchasing more than one (1) ticket may not receive consecutively numbered tickets because of availability at the time of purchase. There are no play slip or quick pick selections for the MILLIONAIRE BONUS RAFFLE game. Retailers must give prompt service to lottery customers present and waiting at the terminal to purchase tickets for on-line games. Retailers may not accept any compensation for the sale of lottery tickets other than compensation approved by the Louisiana Lottery Corporation. 2

MILLIONAIRE BONUS RAFFLE tickets may only be sold to persons 21 years of age or older, who are not otherwise specifically disqualified as players or prize recipients by statute or Corporation regulation, policy, rule or directive. An official MILLIONAIRE BONUS RAFFLE ticket shall be the only valid proof of the wager placed, and the only valid receipt for claiming or redeeming any prize. Official MILLIONAIRE BONUS RAFFLE tickets may not be cancelled.

Time, Place and Manner of Conducting Drawings The objective of the MILLIONAIRE BONUS RAFFLE drawings shall be to select, at random, with the aid of drawing equipment, winning numbers, pursuant to the controls and methods specified by the Corporation. The raffle drawings will be conducted at such time and location as may be determined by the President and will be announced by the Corporation. The Millionaire Bonus Raffle drawings will be conducted according to the following schedule, unless otherwise determined by the President: A. For each Bonus Drawing, one ticket number will be drawn to determine the winner of one $20,000 prize. A ticket must be purchased before midnight the day before the drawing to be eligible for that drawing. The drawings for which a ticket is eligible will be printed on the ticket. In the event a ticket wins the prize in a Bonus Drawing, the ticket remains eligible for any remaining drawings, including the Finale Drawing. B. Finale Drawing

The Finale Drawing will be conducted May 12, 2011. Purchase deadline for the drawing is midnight on May 11, 2011. The order of the ticket numbers drawn will determine the prize level eligibility. The first (1st) raffle number drawn shall be the winner of the grand prize of $1,000,000. The next twenty (20) numbers drawn shall be the winners of the second (2nd) prize of $20,000 each. The procedures for the conduct of the Bonus Drawings and the Finale Drawing shall be contained in the MILLIONAIRE BONUS RAFFLE Drawing Directive, signed by the President.

Prize Payouts and Odds The prize payment structure and approximate probabilities of winning (probabilities being expressed as "odds" of winning, as that term is applied in common usage in the lottery industry) are as follows: Bonus Drawings: The odds of winning the $20,000 prize are dependent upon the number of tickets sold by each drawing deadline. The estimated overall odds of winning any prize are 1:14,286. These odds of winning are based on the sale of 300,000 MILLIONAIRE BONUS RAFFLE tickets. Actual odds will be determined by the number of tickets sold.

Interest No interest shall be paid with respect to any MILLIONAIRE BONUS RAFFLE prize claim.

Ticket Responsibility

An official MILLIONAIRE BONUS RAFFLE winning ticket is deemed to be owned by the person, partnership or association named on the ticket or, in the case of a ticket not completed with a name, by the ticket bearer. The Corporation shall not be responsible for lost or stolen official MILLIONAIRE BONUS RAFFLE tickets. The purchaser of an official MILLIONAIRE BONUS RAFFLE ticket has the sole responsibility for verifying the accuracy and condition of the data printed on the ticket at the time of purchase. The Corporation shall not be responsible to the player for on-line retailer errors in redemption or on-line retailer representations as to the validity or status of a ticket.

Ticket Validation Requirements In order to be deemed a valid official MILLIONAIRE BONUS RAFFLE winning ticket, all of the following conditions must be met: (a) Sufficient validation data must be present, and the computer number selection printed on the ticket and the corresponding draw date information printed on the ticket, must correspond with the data reflected in the Corporation's computer records relating to production of the ticket. The ticket must have been produced prior to the drawing; the ticket must be intact; the ticket must not be mutilated, altered, reconstituted, or tampered with in any manner; the ticket must neither be counterfeit nor an exact duplicate of another winning ticket; the ticket must have been issued by an on-line retailer in an authorized manner on official paper stock; the ticket must not have been stolen or canceled; the ticket must be submitted for payment in accordance with the provisions of "Procedures For Claiming and Payment of Prizes", hereinafter set forth; the ticket data must have been recorded on the central computer system prior to the drawing, and the ticket data must match the computer record data in every respect;

the computer number selection, validation data and draw date information of an apparent winning ticket must appear on the Corporation's computer records and a ticket with that exact data must not have been previously paid; the ticket must not be misregistered, defectively printed, or printed or produced in error to an extent that it cannot be validated by the Corporation; the ticket must pass all other confidential security checks of the Corporation; in submitting an official MILLIONAIRE BONUS RAFFLE ticket for validation, the player agrees to abide by applicable laws, all Corporation rules, regulations, policies, directives, instructions, conditions and final decisions of the President of the Corporation.

A MILLIONAIRE BONUS RAFFLE ticket submitted for validation which fails any of the preceding validation conditions shall be considered void. In the event a defective ticket or a ticket of disputed validity is presented for payment, the President may, at his or her sole discretion, elect to refund the $10 purchase price, and such refund shall be the sole and exclusive remedy of the player with respect to any claim arising with respect to such a ticket.

Procedure For Claiming and Payment of Prizes Holders of winning tickets for prizes of $20,000 won during a Bonus Drawing or the Finale Drawing may claim their prizes at any Lottery Regional Office or Headquarters in Baton Rouge. Holder of the $1,000,000 winning ticket from the Finale Drawing must claim the prize at Lottery Headquarters in Baton Rouge. Bonus Drawing winners will be given an exchange ticket valid for any remaining Bonus Drawings as well as the Finale Drawing. A MILLIONAIRE BONUS RAFFLE prize must be claimed within 180 days of the individual drawing in which the prize was won. Louisiana and federal income taxes shall be withheld by the Corporation for prize payments in such amounts as may be required in accordance with applicable provisions of federal and state law. The payment of prizes to persons under 21 years of age, and payments made with respect to persons who may die before receiving any or all of a particular prize shall be paid in accordance with the provisions of R.S. 47:9025. The Corporation shall be discharged of any and all liability after payment of prizes as provided by said statutory provision. According to Louisiana Revised Statutes 47:9026, the Louisiana Lottery is required to withhold outstanding child support arrearage from lottery winners. If the information submitted by the Department of Social Services indicates that a prize winner owes child support, the amount due will be deducted from the winnings and the remainder, if any, will be remitted to the winner. Refer to 6

the LLC's Special Rules and Regulations on Payment of Prizes for additional information regarding this matter. MILLIONAIRE BONUS RAFFLE prizes shall not be paid to any of the following persons: (a) (b) To any assignee of the right to receive a prize, or any portion thereof; any member of the Board of Directors, officer, or employee of the Corporation or to any spouse, child, brother, sister, or parent residing as a member of the same household in the principle place of abode of any such person; any member of the Board of Directors, officer, or employee assigned to perform services for the Corporation (including corporate software services) of an on-line computer systems vendor under contract with the Corporation, or to any spouse, child, brother, sister, or parent residing as a member of the same household in the principle place of abode of any such person; any member of the Board of Directors, officer, or employee assigned to perform services for the Corporation (including corporate software services) of a vendor under sub-contract with the on-line computer systems vendor under contract with the Corporation, or to any spouse, child, brother, sister, or parent residing as a member of the same household in the principle place of abode of any such person; those employees of audit firms or entities actually performing on-site contractual audit services with respect to the Corporation's operations; employees of any vendor of goods or services to the Corporation barred from game play or prize payment by contractual provision, or as a result of a written determination by the President of the Corporation that game play participation by such vendor, or certain of its employees, may jeopardize the security and integrity of lottery gaming; any employees of any advertising agency, public relations agency, or gaming consultant currently under contract with the Corporation and engaged in activities in direct support of the Corporation's advertising and promotional functions, as account managers or representatives.

Unclaimed Prize Money 7

Prize monies allocated for the payment of MILLIONAIRE BONUS RAFFLE winning tickets shall be retained by the Corporation for payment to the ticket holder or holders entitled thereto. Any prize monies remaining unclaimed at the conclusion of the statutory claim period shall be added to the unclaimed prize funds for future prize award, as provided by law.

Governing Law In purchasing a ticket, the purchaser agrees to comply with, and abide by, Louisiana State Law and all rules, regulations, policies, directives and final decisions of the lottery, and all procedures established by the President for the conduct of the game.

Effective Date This MILLIONAIRE BONUS RAFFLE Game Play Directive shall become effective at 12:00 a.m., Monday, February 28, 2011.
