1. The subject analysis was conducted in accordance with reference (a) as requested by reference (b) concerning the HERO impact of installing DriveCam DC3C units in government-owned vehicles. The DriveCam DC3C specifications were provided via reference (c). Enclosure (1) provides the system specifications and HERO safe separation distances. Enclosure (2) contains a HERO warning label. Enclosure (3) is the distribution list for this letter. 2. The DriveCam DC3C is a palm-sized unit that contains a camera and a wireless modem. The DriveCam DC3C is an exception-based video event recorder that is mounted on the windshield behind the rearview mirror and captures sights and sounds inside and outside the vehicle. Exceptional forces such as hard braking, swerving, collision, etc., cause the recorder to save critical seconds of audio and video footage immediately before and after the triggered event. transmitted at preset times via the embedded wireless modem. The vehicle operator is not able to control the transmission function. 3. The DriveCam DC3C modem operates in the frequency ranges of 824 MHz - 849 MHz and 1850 MHz - 1910 MHz, with a maximum average, output power of 0.316 watt. The system will use an embedded antenna with a gain of 3 dBi. This system will necessitate a worst-case safe separation distance of 10 feet (3 meters) for both HERO UNSAFE/UNRELIABLE ORDNANCE and HERO SUSCEPTIBLE ORDNANCE. 4. Extreme caution should be exercised by operators of vehicles transporting ordnance. It is recommended that the transmission function be disabled when vehicles are transporting ordnance or entering ordnance operation and storage areas. Otherwise, the vehicle operator must ensure that HERO UNSAFE/UNRELIABLE ORDNANCE and HERO SUSCEPTIBLE ORDNANCE items are not exposed within 10 feet (3 meters) of the DriveCam DC3C unit since the operator is not able to disable the transmission function. 5. Incorporate enclosure (1) into the station's HERO instruction and Appendix A of the current HERO assessment report for the station. No other changes are necessary to the instruction or assessment report. 6. Ensure HERO warning labels (NAVSEA Form 5104/4 or NAVSEA Form 5104/3) are affixed in plain view of the vehicle operator. Complete the forms with the appropriate distances as specified in enclosure (1) for HERO UNSAFE/UNRELIABLE ORDNANCE and HERO SUSCEPTIBLE ORDNANCE. 7. This system is recommended for HERO approval provided the safe separation distances in enclosure (1) are adhered to and the general HERO requirements cited in Chapter 7 of reference (a) are observed.

HERO WARNING LABEL The HERO warning label shown below is to be affixed to mobile and portable emitter systems such as radios and cellular phones. This warning label alerts the emitter operator to a potential hazard if the emitter is operated within the prescribed distance of ordnance operations.

HERO WARNING LABEL The table below provides data pertaining to the above label. The label has blank spaces for inserting HERO SUSCEPTIBLE or HERO UNSAFE/UNRELIABLE separation distances in feet. The distances are obtained from enclosure (1) of this letter for individual mobile or portable emitter systems. The smaller label is recommended for hand-held portable radios and the larger for mobiles.
