1. Situation. To publish instruction and establish requirements for qualification and designation as Enlisted Fleet Marine Force Warfare Specialist (EFMFWS), Air Combat Element (ACE), of enlisted Sailors serving with 2d Marine Aircraft Wing (2d MAW) . 2. Cancellation. wgO 1414.2.

3. Mission. To provide guidance in meeting the eligibility and qualification requirements of reference (a) while ensuring the integrity and execution of the EFMFWS Program to include training, written examinations, qualification boards, documentation, and other administrative processes are consistent throughout 2d MAW. 4. Execution a. Commander's Intent and Concept of Operations

(1) Commander's Intent. The Fleet Marine Force (FMF) insignia and designation signifies that a Sailor assigned to 2d MAW has achieved a certain level of excellence and proficiency while operating as an integral component of the Fleet Marine Force's Air Combat Element. Demonstration of a Sailor's knowledge in key war fighting fundamentals, aviation operations, and the overall understanding of the United States Marine Corps

(USMC) history and tradition is critical to the integration of Sailors serving within USMC units. (2) Concept of Operations (a) All enlisted Sailors meeting the eligibility requirements of reference (a), reporting to 2d MAW Unit Identification Code (UIC) 57080, 52841, 09167, and 09131 under Permanent Change of Station (PCS) orders will be enrolled in the EFMFWS Program, effective on the date of report. (b) Enrollment 1. Enclosure (2) shall be issued upon initial report of all enlisted Sailors to any command subordinate to 2d MAW. Member shall be counseled at this time as to program requirements and qualification procedures, and given the EFMFWS Personnel Qualification Standards (PQS) and study guide. This Page 13 shall be filed in the member's service record, a copy provided for inclusion into member's Division Training Jacket, and a copy retained on file by the Program Administrator. Failure to complete a NAVPERS 1070/613 for this purpose does not relieve the member of program completion requirements, and 18 months remains the timeframe for initial qualification, or 12 months for requa1ification. 2. Health Services Augmentation Program (HSAP) and Individual Augment (IA) Sailors assigned to 2d MAW during combat or peace-keeping operations for a minimum of 90 consecutive days are eligible for EFMFWS Program enrollment. Those assigned to 2d MAW for training or training exercises are not eligible. Enrollment for HSAP and IA Sailors is optional but strongly encouraged. Written tests and EFMFWS qualification boards must be completed while assigned to 2d MAW; once detached, Sailors are no longer eligible to take tests or appear before a qualification board. (c) Prescribed Timeframe. Once enrolled, permanently assigned Sailors in pay grades E-1 to E-9 must qualify or re-qualify within prescribed time frames. Those working toward their initial EFMFWS qualification will have 18 months to complete the process and those who have attained previous qualification whether Air Combat Element (ACE), Ground

Combat Element (GCE) , or Logistic Combat Element (LCE) will have 12 months. (d) PQS Completion Initial qualifiers must complete all core and ACE platform PQS sections and watchstations. Sailors previously qualified in GCE or LCE platforms are required to complete only the ACE platform PQS sections and watchstations. In addition, the following core topics; Field Communications, Weapons, Marine Corps Operations, Nuclear, Biological, and Chemical (NBC) Defense Fundamentals, and Land Navigation Fundamentals will also be considered as board material. PQS completion for core sections is not required but strongly recommended.

Sailors previously qualified in the ACE platform are not required to re-complete the core or ACE PQS but will be boarded on all ACE platform PQS sections as well as Field Communications, Weapons, Marine Corps Operations, Nuclear, Biological, and Chemical (NBC) Defense Fundamentals, and Land Navigation Fundamentals. 1. All assigned EFMFWS(ACE) qualified Petty Officers Second Class (P02) and above are by merit, qualifiers, and may enter a signature on any PQS item for an eligible member. ACE qualified Sailors E-4 and below along with USMC personnel may also sign for completed PQS sections, but each signature must be followed by the initials of a EFMFWS Qualifier. It is the responsibility of the Sailor to ensure all sections of the PQS manual are signed and/or initialed by a qualifier before scheduling their written examination.

(e) USMC physical Fitness Test (PFT) 1. All EFMFWS candidates shall pass the USMC PFT, per reference (b), for initial qualification. 2. The USMC PFT is waived for Sailors previously qualified in ACE, GCE or LCE platforms. 3. The USMC PFT shall be proctored by the Command Fitness Leader (CFL) or designated Assistant CFL. The

member may elect to use the score of the USMC PFT for his/her semi-annual Navy physical Readiness Test (PRT) if administered within the prescribed timeframe, per references (b) and (c). (f) Written Examinations

1. Written examinations shall be generated, administered and under the control of the Program Coordinator or a designated representative, usually a Program Administrator.

2. There is no time limit for the written examination, but a minimum score of 80.0 percent must be achieved in each section. A member may retake the examination, with a minimum interval of three working days between attempts. Failure to score 80.0 percent or better after three attempts will result in a one month delay before reattempting the exam. 3. Written examinations will be regenerated no less than quarterly by the Program Coordinator or a designated representative and will include an appropriate number of questions to accurately assess knowledge in all sections of the PQS. (g) Pre-qualification board. Upon satisfactory completion of the written examination, the candidate will be scheduled for a Final Oral Qualification Board. This will normally be within ten days of written examination. No less than 72 hours prior to final board, the candidate will undergo a "pre-board," in which two or more qualifiers will assess the candidate's knowledge of the material by conducting a complete and formal review of each section and watchstation. Once the candidate has demonstrated an acceptable level of knowledge in all areas, the 2d MAW Program Administrator will be notified and the final board shall be conducted as scheduled. (h) Oral Qualification Board

l. Upon satisfactory completion of the pre qualification board, the candidate will undergo final qualification before a panel of three or more qualifiers, P02 or above. All boards conducted shall be comprised of the Program Coordinator and any combination of qualified personnel. P02 and above who have not yet re-qualified ACE, but who are designated EFMFWS (GCE) or EFMFWS (LCE) may serve as board members when

necessary, but will be excused prior to ACE portions of the qualification board. 2. The board shall determine sufficient knowledge in ALL areas of the PQS by randomly asking the candidate(s) to answer no less than 5 questions per section. Demonstration of technical proficiency may be required for functional areas, such as weaponry, communications and land navigation. Any weak areas must be re-assessed by "section board" at the Program Coordinator's discretion. 3. Once all board members are satisfied that the candidate possesses adequate knowledge, they will inform the candidate of his/her recommendation for designation and qualification as an EFMFWS. Results will be documented on enclosure (1) and forwarded to the Program Administrator for appropriate action and respective Commanding Officer's approval. (i) Designation Enclosure (5) shall be issued and filed in the member's service record upon qualification and designation as an EFMFWS (ACE). Additionally, the servicing Personnel Support Activity or equivalent agency shall ensure that the NAVPERS 1070/604 is updated to reflect "EFMFWS(ACE) Qualified." The member shall receive a qualification certificate and warfare device in a qualification ceremony/awards formation at the discretion of the individual's Commanding Officer.

2 . Certificates will be generated by the appropriate Program Administrator, and will be signed by the Program Coordinator and the member's Commanding Officer.

(j) Disqualification

1. Enclosure (3) shall be issued when a member exceeds qualification timeframe, and counseled regarding comments on next Fitness Report (FitRep) or Performance Evaluation.

2. Enclosure (4) shall be signed by member and filed in the service record. The member will be disenrolled from the EFMFWS Program until within prescribed eligibility standards for participation, listed in reference (a). If member

retains eligibility prior to transfer, he/she will restart the PQS from beginning, regardless of completion status prior to disenrollment. No signatures prior to date of re-enrollment will be accepted.

l. Sailors who fail to qualify or are disqualified by their Commanding Officers may request to reenroll in the EFMFWS program as long as they meet the eligibility requirements reference (a). Once reenrollment is approved, the Sailor has twelve months to re-qualify and must follow the initial qualification process as stated in paragraph 4.a. (2) (b) of this order.

(2) Responsibilities (a) Commanding Officers

!. Shall promote an effective and sound EFMFWS Program and only approve qualification for Sailors who meet the criteria of the reference and are permanently assigned or temporarily attached as Augments to their Squadron and/or Group.

2. Shall recognize Sailors who earn EFMFWS qualification with the presentation of a certificate and EFMFWS warfare device without delay once qualification is achieved and administrative documentation is complete. 3. In addition to the certificate of qualification, shall issue a NAVPERS 1070/613 [enclosure (5)], Administrative Remarks, for inclusion in the field service record. 4. Will disqualify previously EFMFWS qualified Sailors when there is a failure to maintain a "promotable" promotion recommendation on their evaluation or fitness reports and/or when there is a failure to complete re-qualification within the prescribed 12 month time frame. Disqualification will be documented on a NAVPERS 1070/613. 5. Shall utilize the recommendation of the Command EFMFWS Program Coordinator to determine approval for EFMFWS qualification. The Command Master Chief (CMC) is the EFMFWS Program Coordinator and Sailors seeking qualification

must have a recommendation from the Program Coordinator before determination of qualification can be made. (b) Program Coordinator 1. Shall be the 2d MAW CMC or Acting designate.

2. will conduct and chair all EFMFWS (ACE) qualification boards for members assigned or attached to 2d MAW in Continental United States (CONUS) or forward deployed (when applicable) . 3. Shall appoint three 2d MAW EFMFWS Program Administrat.ors, one at MCAS Cherry Point, NC, one at MCAS Beaufort, SC, and one at MCAS New River, NC. If necessary, the Program Coordinator will appoint a Program Administrator for ACE, forward. Each appointed administrator shall be EFMFWS (ACE) qualified, and designated in writing by the Program Coordinator. (c) MCAS Cherry Point Program Administrator

1. Responsible to the Program Coordinator for all 2d MAW component enlisted personnel in program reporting, qualification, tracking and administration, and test administration for all assigned Sailors to UIC 57080 aboard MCAS Cherry Point, as well as assigned HSAP.

(d) MCAS New River Program Coordinator

1. Responsible to the Program Coordinator for all 2d MAW component enlisted personnel in program reporting, qualification tracking and administration, and test administration for all assigned Sailors to UICs 09167 and 52841, as well as assigned HSAP personnel.

(e) MCAS Beaufort Program Administrator

!. Responsible to the Program Coordinator for all 2d MAW component enlisted personnel in program reporting, qualification tracking and administration, and test administration for all assigned Sailors to UIC 09131, as well as assigned MAP personnel.

(f) ACE (Forward) Program Administrator Responsible to the Program Coordinator for all 2d MAW component enlisted personnel in program reporting, qualification tracking and administration, and test administration for all 2d MAW assigned Sailors forward deployed. 2. Must be a POl or above.

(g) Qualifiers

!. Responsible to the Program Coordinator for the quality, integrity and legitimacy of instruction pertaining to the EFMFWS program. These personnel are considered subject matter experts by their operational experience and familiarity with the FMF. The Program Coordinator may revoke this status at any time if deemed appropriate to maintain the program's integrity or standard of qualification. No letter of appointment shall be issued to qualifiers.

2. Shall ensure the course of instruction given or materials covered accurately reflect the PQS manual, study guide and current operational standards.

l. Shall ensure that PQS Sections are signed based on actual accrued knowledge, skills and/or abilities demonstrated by the member to meet or exceed the minimum requirements as outlined in the PQS manual.

(h) Senior Enlisted Leaders/Leading Chief Petty Officer 1. Shall coordinate with local program administrators to facilitate an effective program.

~. Ensure that local program administrators, qualifiers, and individual Sailors are complying with this order in the manner in which it was intended. Strong leadership throughout the chain of command is crucial to the effectiveness of the program the key to maintaining its integrity.

(i) CFL / Assistant CFL. Shall coordinate with EFMFWS Program Administrators to ensure the completion of the USMC PFT is accurately documented for qualification purposes as well as Semi-Annual PRT requirements as appropriate per reference (c).

(j) Individual Sailors

Shall maintain eligibility as outlined

above. 2. Demonstrate effective leadership and directing ability, and receive at least one observed evaluation, have an overall trait average of not less than 3.0 and be "Promotable" or above during the most recent reporting period. Complete core and ACE platform specific PQS standards for EFMFWS qualification (NAVEDTRA 43908 series) within the prescribed timeframe. 4. Be recommended for FMF qualification by their chain of command.

2. Display general knowledge of the command's overall organization, mission, assets, employment, combat systems, basic equipment, and USMC common skills through written examination, hands-on demonstration of knowledge, and an oral board.

Administration and Logistics a. Performance Evaluations/Fitness Reports

(1) It is recommended that the rater, senior rater and reporting senior annotate the following marks and comments assigned when the member exceeds qualification time requirements, but completes qualification before next regular evaluation:

Per the reference, the FitRep or Performance Evaluation is adverse, and the member's promotion recommendation is to be withdrawn.
