As a result of substantial number growth in New Jersey, the 609 NPA is nearing exhaust. The relief plan, approved by the New Jersey Board of Public Utilities, calls for a geographic split of the 609 NPA and the simultaneous introduction of a new NPA, 856. The 609 NPA will continue to serve customers in the eastern portion of the existing 609 NPA. The 856 NPA will serve the southwestern portion of the existing 609 NPA, as shown on the attached map. After the split, exhaust of the 609 and 856 NPAs is expected to occur in 2 and 5 years, respectively, based on current demand projections. Also attached are lists of current 609 NPA central office codes (NXXs) that will remain in the 609 NPA and that will move to the 856 NPA. The lists are correct as of March 23, 1999. Since NXX information may change over time, consult either the Local Exchange Routing Guide (LERG) or the NPA NXX Activity Guide (NNAG) for updated information. The LERG and NNAG are available from Telcordia's Traffic Routing Administration, 732-699-6700. The split of the 609 NPA will occur at 12:01 a.m. Eastern Daylight Time on Saturday, June 12, 1999. A five-month permissive dialing period will begin simultaneously with the split and end at 12:01 a.m. Eastern Standard Time on Saturday, November 13, 1999. During the permissive dialing period either the 609 or the 856 NPA code will be acceptable in a dialed number terminating in the 856 NPA. Automatic Number Identification (ANI) Conversion will take place during the permissive dialing period on an office by office basis. It is essential that all service providers comply with the permissive dialing patterns as indicated in the LERG. This action will be necessary throughout the permissive dialing period to prevent call failures and customer dissatisfaction. After the permissive period, all calls dialed with the incorrect NPA code will be routed to an informational announcement. Bell Atlantic - New Jersey central offices in the 856 NPA area will be modified on a progressive basis to transmit "856" in the calling number ANI between June 14, 1999 and August 23, 1999. After the beginning of mandatory dialing on November 13, 1999, the dialing plan for the 609 and 856 NPAs is as follows:

All home NPA (HNPA) calls will be dialed either on a 7-digit basis with no prefix -- i.e. NXX+XXXX (7 digits), or with a prefix "1" and 10 digits (1 + NPA + NXX + XXXX) All foreign (FNPA) calls terminating in NPAs other than 609 and 856 will be dialed with a prefix "1" and 10 digits ­ i.e., 1+FNPA+NXX+XXXX (1 + 10 digits) All calls between 609 and 856 will be dialed on a 1 + 10-digit basis, FNPA+NXX+XXXX (10 digits), except in cases where protected codes allow dialing on a 7-digit basis. All operator assisted calls, including credit card, collect, and third party calls, will be dialed with a "0" prefix and 10 digits ­ i.e., 0+NPA+NXX+XXXX (0 + 10 digits)

Bell Atlantic ­ New Jersey advises that all telecommunications providers accessing their network may continue to transmit 7-digit out-pulsing in all end offices. All tandem access still requires 10-digit inpulsing. Notification of the required number of digits to transmit will be in the updated version of the LERG. The New Jersey Board of Public Utilities has ordered that there be protected codes in specified municipalities and concurrent rate areas, and, where the protected codes exist, providers should continue to transmit 7-digits. All international and domestic carriers should ensure that the new 856 NPA can be translated throughout their networks no later than June 12, 1999. By consensus agreement, the industry determined that Bell Atlantic ­ New Jersey would be assigned 856-466 for test purposes. From June 12, 1999, until November 13, 1999, test calls to verify routing to the 856 NPA can be made by dialing 856-466-TEST (856-466-8378). A recorded announcement will indicate successful completion of the call. In the event that a telecommunications provider cannot complete a test call to the new 856 NPA, the carrier may call 1 800-548-1515 to report the problem. PLEASE NOTE: These test numbers are for telecommunications carriers only.
