Project "Environmental Impact Assessment of the Military Training Polygon "Krivolak" and its Management" MINUTES from the two-day workshop held on 13 and 14 September, 2007 in Skopje and "Krivolak" In accordance with the Terms of Reference and the Schedule of the implementation of the Project "Environmental Impact Assessment of the Military Training Polygon "Krivolak" and its Management", and upon agreement between experts from the competent ministries, MEPP and MD, as coordinators and beneficiaries of the Project, the subject technical workshop was organized on 13 and 14 September 2007, in Skopje and "Krivolak". The workshop was organized with the goal to present the initial scientific and research findings and results, obtained through field and laboratory analyses, in order to verify the status of environmental media in the area of the Military Training Polygon "Krivolak" and its surrounding. The results were presented through presentations prepared by the experts involved in the Project. In the work of the Workshop, apart from the representatives of the "ERICO" Company from Velenje, scientific and research institutions from Slovenia and Macedonia "GEING" and "TEHNOLAB" from Skopje and representatives of the MD and HQ of the ARM and MEPP of the Republic of Macedonia, the following participants were invited: - National representatives in the Committee Science for Peace and Security (SPS Committee) from NATO Member and Partner States: only Latvia's representative attended the workshop, - Co-Director of the Project from the Republic of Slovenia - absent - Ministry of Foreign Affairs of the Republic of Macedonia, representative present - Ministry of Education and Science of the Republic of Macedonia, representative absent - Embassy of the Republic of Slovenia in Skopje, representative absent - NATO Office in Skopje, representative absent - Mayor of the Municipality of Negotino, representative absent - The Command of the Military Training Polygon "Krivolak", representative present - Non-governmental organizations, representative present during the visit to "Krivolak" - Administration of Hydrometeorological Affairs, Skopje, representative present

Despite of the unexpected relatively low response to the invitation for participation in the workshop by experts and representatives from NATO member and partner states, as well as by part of local stakeholders invited, the agenda prepared for the workshop was successfully completed, with the attendance of forty (40) experts and guests. After the official opening of the workshop through official addresses by representatives of MD and MEPP, in accordance with the agenda, 17 presentations were made, as well as one closing presentation summarizing the scientific and research activities implemented so far, i.e. recommendations and instruments for the future development and management of the military training polygon "Krivolak". Working topics of all presentations were the historical and current states of environmental media, i.e. natural and man-made potentials and infrastructure possibilities for future development in the area of the military training polygon "Krivolak" and its surrounding. To a common pleasure, all analyses conducted with regard to the status of soil, water, air, radiation, noise, flora and fauna, i.e. impacts on live-stock and man, from historical and current military training activities on the terrain of the area have shown results that are far from the levels of the maximum permissible concentrations (MPC) in terms of detected presence of pollution in the media. The data show that the subject area is not polluted and it has so far been used in a sustainable manner and through appropriately controlled management. In the context of the possible future development of the military training polygon "Krivolak" through implementation of its spatial and natural relief capacities, in line with the modern methods and standards of sustainable use and management of the area, the Management Plans will have to include all instruments for environment and nature pollution prevention and their protection. Apart from other features and qualities of the area, the Plans should take into account individual endemic and rare representatives of flora and fauna, and parts of infrastructure systems, i.e. accommodation facilities, temporary staying and use by army structures and military devices, ammunition, transportation means, fuels and other energy and logistical substances. The second part of the workshop consisted of a visit to the military training polygon "Krivolak" and the Centre for theoretical, military education and training in the village Pepeliste, during which the participants in the workshop were informed on the characteristics and functional potentials of the army facilities on the spot.

The final reviewed version of the Project should be completed by the end of November 2007, to be followed by its translation into Macedonian. The core parts of the Project with the most important indicators and conclusions on the state, i.e. the development potentials and instruments for the management of the army activities and for the protection of the environment in the subject area and around it, will be translated into English, as well, published and distributed to the involved stakeholders of local and international scale. 24 September 2007, Skopje Prepared by: Kosta Trajkovski
