SECTION 4 RECRUITING SELECTIVE CONVERSION FOR REENLISTMENT RESERVE (RESCORE-R) PROGRAM 020401. GENERAL. This program allows for separated or discharged NAVETs in closed ratings and OSVETs to access into open ratings via a change of rating. Program requirements are as follows: 020402. REQUIREMENTS. Applicants must meet basic enlistment and rating-specific requirements in addition to the following: a. Enlistment is open to paygrades E3 through E6 in critically manned ratings (CREO categories "1" and "2"). . b. Be a NAVET or OSVET with at least twelve weeks of IADT, Basic Training, or the equivalent. c. NAVETs must not be currently receiving any type of Reserve bonus. d. Designated E3 applicants must have less than ten years of total service, E4 applicants must have less than 11 years of total service, E5 applicants must have less than 18 years of total service and E6 applicants must have less than 20 years of total service. e. Must have no Non-Judicial Punishment (NJP) or convictions in civilian or military courts for the past 18 months. f. Must obligate in the SELRES for a minimum of four years from the date of enlistment or affiliation. g. Be assigned a rating conversion NEC upon enlistment per NAVPERS 18068 (series). NOSC service record holders will complete a NAVPERS 1221/6 upon accession. h. Applicants with a break in service greater than 10 years are not eligible for this program. RESCORE-R applicants will enlist with a permanent paygrade and temporary paygrade in accordance with the following NAVET and OSVET matrices: Rescore-R NAVET Matrix

Note: Paygrade reductions may be waived by COMNAVCRUITCOM (N32) provided applicant has worked in a civilian related occupation that is comparable to the rating enlisting for since separation. 020403. RATING CONVERSION AND DESIGNATION. NAVET and OSVET applicants enlisting with a permanent paygrade of E3, based on the matrices above, shall be designated Seaman (SN) with a temporary paygrade in the designated conversion rating. NAVET RESCORE-R applicants enlisting with permanent rates above E3 will be designated in their previous rating. For example, an EN2 separated seven years ago who enlisted into the Builder (BU) rating, would have a temporary rate of BU3 and permanent rate of EN3. 020404. RESCORE-R WITHOUT CLASS "A" SCHOOL GUARANTEE a. RESCORE-R applicants without a Class "A" School guarantee must complete lateral conversion prerequisites within 18 months from the date of enlistment or affiliation unless modified by waiver from COMNAVRESFORCOM (N11). Exceptions to this policy are the Aerographer's Mate (AG), Legalman (LN), Intelligence Specialist (IS), and Master-at-Arms (MA) ratings, which have 36 months to complete conversion. IS rating is required to attend the Navy Basic Intelligence Training (NBIT) course (selfpaced computer-based training modules) and the 2 week IS "A" Reserve Training Course (IS-A-RES) at Navy and Marine Corps Intelligence Training Center (NMITC) or Fleet Intelligence Training Center, Pacific (FITPAC) (CIN:J-150-2978). In addition to NBIT, member must also meet Class "C" School (modular training) requirements within 18 months of completion of NBIT "A" School equivalent. Refer to BUPERSINST 1001.39 for additional requirements for these ratings. Applicants for Cryptologic Technician Interpretive (CTI) must attain a minimum score of 2/2 on the Defense Language Proficiency Test (DLPT) and be eligible for a TS/SCI clearance. Aviation (ASW) Technician applicants must be prior qualified aircrew and acknowledge awareness of training requirements specified in BUPERSINST 1326.4 and OPNAVINST 3710.7. RESCORE-R personnel must receive documented counseling every six months until the rating is made permanent or the member is disenrolled from the program.

b. Applicants requesting conversion to a rating designated as "A" School required must forward a resume and DD Form 370 documenting experience and/or aptitude for the requested rating. Applicants may access into ratings requiring a Class "A" School (as listed in the most recent CREO NAVADMIN) without attending the applicable school but may be required to attend the school upon mobilization if they have not progressed in the rating beyond the training provided at the "A" School. The exception to this policy is Seabee rating applicants who must attend Class "A" school within 12 months of enlisting or affiliating. c. Requirements for Making Temporary Paygrade and Rating Conversion Permanent. RESCORE-R participants who do not attend Class "A" School have three examination cycles to achieve a Standard Score (SS) of 37 following completion of all advancement prerequisites (if required). Failure to achieve a SS of 37 within three examination cycles shall result in transfer to non-pay status in their permanent rate. For IS rating, rate change becomes permanent upon completion of the NBIT course and the 2 week IS-A-RES at NMITC or FITPAC (CIN: J-150-2978). Only designated strikers are authorized concurrent advancement through successful examination participation (e.g., Boatswain's Mate Seaman (BMSN) to Storekeeper Third Class (SK3)). All other RESCORE-R personnel must be laterally converted (e.g., BM3 to SK3) before competing for advancement. RESCORE-R personnel may not compete for advancement in their permanent rate. RESCORE-R applicants must acknowledge the program requirements by signing a NAVPERS 1070/613 RESCORE-R Conversion Requirements Without Class "A" School (Exhibit 020401). 020405. RESCORE-R WITH CLASS "A" SCHOOL GUARANTEE a. Applicants entering the Navy Reserve with an "A" school guarantee must begin Class "A" School within 12 months of contracting to meet lateral conversion prerequisites. RESCORE-R personnel must receive documented counseling by the designated Command Career Counselor every six months until the rating is made permanent or they are disenrolled form the program. b. Requirements For Making Temporary Paygrade and Rating Conversion Permanent. RESCORE-R participants who attend Class "A" School are entitled to their permanent rate upon successful completion of Class "A" School. Applicants must be enrolled and attending Class "A" School within 12 months of enlistment/affiliation and will have their temporary paygrade and rating conversion permanent upon successful completion of Class "A" School. For IS rating, applicants will be required to attend a Class "C" school of up to 15 weeks upon completion of Class "A" school. IS applicants must complete Class "C" school requirements within 18 months of completion of Class "A" school requirements. RESCORE-R applicants must acknowledge program requirements by signing a NAVPERS 1070/613 RESCORE-R Conversion Requirements (exhibit 020402). If reasonable and justifiable circumstances prevented the member's ability to attend Class "A" School within 12 months, the designated Command Career Counselor may request an extension from COMNAVRESFOR (N7 & N11).

c. Administrative Procedures for RESCORE-R Applicants Who Fail Class "A" School. RESCORE-R members who fail Class "A" School will be processed for separation in their permanent rate or, at the discretion of BUPERS-32, may be retained in the SELRES in their permanent rating for the remainder of their service obligation. d. Term Of Enlistment. Applicants incur a minimum four-year drilling obligation. Applicants may also choose to enlist for six years in order to maximize program incentives, if applicable. e. Prior RESCORE-R, CB RESCORE-R, or CB Vet Failures. Previous RESCORER, CB RESCORE-R, and CB-VET failures are ineligible for future enlistment under the RESCORE-R program.

I have not previously participated in the RESCORE-R program and failed to make that rate permanent. I have 18 months to complete lateral conversion requirements from date of affiliation/enlistment/extension unless modified by waiver from BUPERS 32 via CNRFC (N11). For IS rating, I have 18 months from completion of lateral conversion requirements to complete Class "C" school requirements (modular training) unless modified by waiver from BUPERS 32 via CNRFC (N11). I have three advancement examination cycles to achieve a Standard Score (SS) of 37 following completion of all advancement prerequisites (if required) if I do not attend Class "A" School. I may not participate in the advancement examination cycle for my previous rating. If I fail to achieve a SS of 37 within three advancement examination cycles, I will be transferred to nonpay status in my permanent rate.
