MEMORANDUM FOR United States Army, Promotion Work Centers (PWCs) SUBJECT: DA Promotion Point Cutoff Scores for 1 February 2011 and Junior Enlisted Issues 1. References: AR 600-8-19, dated 30 April 2010, Enlisted Promotions and Reductions. 2. Work Analysis and Integration. a. Purpose: To reinforce current procedures concerning the above subject. b. Function: Enlisted Promotions and Reductions. c. Task: Process monthly HQDA promotion point cutoff scores and enlisted promotion issues. 3. Soldiers who are otherwise eligible and held recommended list status as of 20 December 2010 through 8 January 2011 and who meet or exceed the cutoff score as they appear beginning on page 5, and the criteria listed below, may be promoted effective 1 February 2011 as follows: a. To SSG primary zone: SGT with 72 months time in service (TIS) and 10 months time in grade (TIG). b. To SSG secondary zone: SGT with 71 months TIS (less than 72 months TIS) and 9 months (less than 10 months) TIG. c. To SGT primary zone: CPL/SPC with 36 months TIS and 8 months TIG grade. d. To SGT secondary zone: CPL/SPC with 35 months (less than 36 months TIS)and 7 months (less than 8 months) TIG. 4. Eligible Soldiers who meet the following criteria may appear before a promotion board between 20 December 2010 through 8 January 2011 as follows: a. To SSG primary zone: SGT with 71 months TIS. b. To SSG secondary zone: SGT with 70 months TIS (70 months to 47 months TIS). c. To SGT primary zone: CPL/SPC with a 35 months TIS. d. To SGT secondary zone: CPL/SPC with (34 to 17 months TIS). e. Promotion point scores for Soldiers attaining recommended list status during the month of 20 December 2010 through 8 January 2011 will be effective for promotion 1 February 2011.

SPC Waiver Information: The Directorate of Military Personnel Management (DMPM), Army G1 has announced the variable specialist waiver ceiling percentage is 17%, IAW AR 600-8-19, paragraph 2-5h. Soldiers are highly encouraged to continually review enlisted promotions guidance on the HRC website, https://www.hrc.army.mil/site/Active/select/Enlisted.htm to obtain information regarding the 1 Jun 11 change to the semi-centralized promotions system." 2. MILPER Message number 11-018, Physical Security Correspondence Course, Course #191-G11. 3. MILPER Message number 10-326, Procedures required to update correspondence course for promotion points in preparation for the new semi-centralized promotions system. 4. MILPER Message number 10-291, Update for promotion points to the weapons qualification tables 3-19 and 7-2, AR 600-8-19. And MILPER MSG 10-300 amendment to MILPER MSG 10-291. 5. Warrior Transition Course (WTC) is not worth promotion points.

IAW AR 600-8-19 3-44a, the following courses are not valid for the awarding of promotion points under military education: completion of BCT, AIT, and new equipment training. IAW TRADOC Regulation 350-1 para. 3-25, WTC replaces the traditional Army BCT course used to train prior service personnel. All prior service Air Force, Navy or Coast Guard personnel (including their Reserve Components) who have not completed a U.S. Army BCT course or U.S. Marine Basic Training course are required to attend this course. Those with a break in service of more than 3 years, regardless of prior service affiliation, are also required to attend the WTC. The course is designed to produce a disciplined, motivated, fit Soldier who understands the Army's values, is embedded with the warrior ethos, and is prepared to take or reclaim his or her place in the ranks of the Army. This course is cross leveled to BCT, of which, Soldiers do not receive promotion points for. 6. MILPER Message numbers 10-201 and 10-202 Clarification, Enlisted Promotions and Reductions, procedural guidance for implementing the Soldier self-service DA Form 3355 issued: [28 JUL 10] was superseded by MILPER Message 10-222 issued 16 AUG 10. 7. Campaign stars. Refer to MILPER Message 10-208 Clarification, Promotion points for Iraq and Afghanistan campaign medal, issued 9 AUG 10. 8. How ALI Soldiers get selected for promotion. When the cutoff scores drop to 350 or 450 this does not mean all ALI Soldiers will be selected for promotion. ALI is comprised of a list of Soldiers that are placed in order by

If the Army needs to promote 25, 15N E5/SGTs and only 15 appeared before a promotion board Army wide, the Soldiers that appeared before a promotion board will get selected first. If there are not enough 15Ns that appeared before the promotion board to select then the Army will select from the ALI list. Only 10 Soldiers from the ALI list will be selected in order of date of rank, then time in service. 9. Language/Automatic List Integration (ALI). Combined Lang/ALI promotion data will no longer be added to the eligibles on list and promotions (EST) numeric columns. The Lang/ALI eligible, selected, and PDOR will still be listed separately under Linguist Promotion Qualification Star MOS List. 10. AUTOMATED DA FORM 3355 STATUS. CAC access is disabled. Access to the DA Form 3355 system is operational using AKO username and password. 11. Request Access to the 3355 or Top of the System (PT Screen). For request access to the 3355 or top of the system memorandum template refer to https://www.hrc.army.mil/site/active/select/Enlisted.htm; look below Active Enlisted Information Papers. Access will not be granted unless all required information is in the memorandum. 12. Updates to MEL/MES Codes. On the 3355 system, if you see an error for MEL/MES code reference Soldiers not meeting NCOES requirements please contact the Special Management Division (formerly known as the NCOES Branch) at [email protected] 13. Exception to Policy (ETP). Packets must be verified and complete. ETPs are approved by the first O6 in the Soldiers chain of command. Transactions are submitted on the PT screen by Brigade S1s or local MPDs. HRC reviews ETP cases that are 2 years or older. Refer to https://www.hrc.army.mil/site/active/select/EtpProcessing.htm for ETP source document requirements. 14. ASI/MOS Promotion points. Valid courses that are not required to maintain a Soldier's MOS are worth promotion points. Refer to AR 600-8-19 para 3-44b for courses that are not valid for the awarding of promotion points under military education. 15. Technical certifications. Review the TRADOC-approved technical certification matrix. https://www.hrc.army.mil/site/active/select/TechCert.htm All technical certifications when entered into the 3355 system must be listed under civilian education for promotion points. Technical certifications are only worth 10 promotion points, not to exceed 5 or 50 points. Ongoing issue: Soldiers/S1/MPD is validating 3355's with technical certifications listed under military education which gives the Soldiers more points causing the Soldier to be flagged by HRC. 16. AHRC-PDV-PE SUBJECT: DA Promotion Point Cutoff Scores for 1 February 2011 and Junior Enlisted Issues AIRBORNE PROMOTION ADVANTAGE 1. The Airborne Promotion Advantage (APA) is applied by MOS and grade. The APA is applied only to cutoff scores for those MOSs and grades as listed below. This authorization applies only to Soldiers on current hazardous duty orders. Soldiers must be airborne qualified and assigned to an authorized position designated as SQI P, S or V. It should be noted, the system/module is designed to only apply the APA (65 points for promotion to SGT and 25 points for promotion to SSG) to Soldiers with the appropriate data as reflected in TAPDB. Subsequently, only Soldiers with the appropriate MOS, SQI, and assigned to valid positions will be selected and be indicated on the Monthly SGT/SSG Promotion Selection By-Name Listing. The APA applies to all MOSs which are effected by conversion (i.e. cutoff score for 44E states SEE 91E and 91E is listed as an APA MOS for that grade then the APA also applies to 44E). 2. MOSs in which the APA will be applied for 1 February 2011 promotions: 12W, 25C, 36B, 92W, 12Y, 25F, 42A, 92Y, 13B, 25M, 42F, 94F, 13F, 13R, 13T, 15B, 15E, 15F, 15G, 15H, 15J, 15N, 15W, 25N, 25P, 25R, 25S, 25U, 27D, 29E, 35F, 35L, 35M, 35N, 46Q, 46R, 56M, 68A, 74D, 88N, 89A, 91C, 91F, 91L, 92A, 94T

The STAR MOS listing is a management tool. These are MOSs in which more Soldiers may have been promoted on 1 February 2011 if more had been reflected on AHRCOM's PERDB with an eligible date and promotion point score. Soldiers possessing a MOS listed, as a STAR MOS, are still required to meet or exceed an announced cutoff score.
