TALKING POINTS FOR THE SLIDE ON ALIGNMENT

·

RTC Great Lakes: Individual Training to Support Fleet Units:

Approx 26% Sailors attend apprentice training prior to joining their ultimate duty station. The remaining 74% attend one of the current 84 A-School tracks. Of the A-School graduates, 46% attended an additional C-school prior to joining the Fleet. The impact here is the loss of manpower from the ship. A-School · There are 84 current recognized A School paths which provide the basic knowledge for Sailors to either attend further schools or perform the expected tasks on board deployable units. The average A-School length is 102 days.

C-Schools · Routinely, C-Schools provide an NEC and are either equipment or task specific. C-Schools are controlled by the Personnel Command as community managers and routinely funded by BUPERS. The average CSchool length is 105 days. There are a total of 587 C-Schools.

TALKING POINTS FOR FRTP PHASES

· Maintenance Phase. The Maintenance Phase normally starts the FRTP cycle and is critical to the success of FRP since this is the preferred period during in which major shipyard or depot level repairs, upgrades, and modernization installations should occur. units are encouraged to focus on individual/team training and achieving unit level readiness. Unit Level Phase. Normally follows the Maintenance Phase, and focuses on completion of TYCOM unit level training requirements: team training both on board and ashore, unit level exercises inport and at sea, unit inspections, assessments, certifications, and qualifications. During the Unit Level Phase, a unit will make maximum use of distance learning options for individual skills development and maintenance. Additionally, a unit will maximize in-port synthetic training options. Successful completion of Unit Level Phase training ensures units are ready for more complex integrated training events.

TALKING POINTS FOR FTCCS

· · · Accounts for cost based on activities not budget line item Accounts for resources consumed by activities Improves Budgeting Effectiveness. · · Identifies the cost/performance relationship of each Fleet training organization. Activity Based Cost Accounting calculates more accurate service costs Provides visibility of non-value added Fleet training activities Integrate strategic planning into cost management systems Feedback on anticipated results of strategies drive corrective actions Manage performance as well as costs. Improves efficiency by monitoring total life cycle costs and performance Eliminates many crises by fixing the problems rather than treating the symptoms

C3F J7 "JTFEX has been reduced from 21 days to 16 days to 10 days, and M&S has played a major part."

16

Environmental Readiness

· Training Enabler - Supports the Operators

Imbedded in the Training Directorate (N77) Focus is on working with fleet operators to ensure that fleet operations and training exercises are conducted in an environmentally compliant manner.

·

Focus areas:

Conduct National Environmental Policy Act (NEPA) analysis to support: exercise planning, range sustainability, homebasing/homeporting, Area Environmental Coordinator reviews Provide policy and direction for afloat environmental issues Natural Resource Support Endangered species, range issues Interface with CNI on issues having both SIM and mission impacts Requirements development - Programming, planning and budgeting process (PPBS)

FRP Terms and Definitions

FRP = Fleet Response Plan

· Builds upon capability inherent in FRP to deliver MCO ready forces · Enables Navy defense in depth in the GWOT and Homeland Defense · Maintains strong forward deployed forces with inherent capacity to support surge operations upon Combatant Commander demand signals · Uses cost effective approach to enhance readiness (GWOT Surge) and better align forces to meet emergent / transforming threats

FRTP = Fleet Response Training Program

· Mission essential task specified training in support of FRP certification · Capability to adapt to changing global demand signal

20

FRP Terms and Definitions

Deployed Force

· Core rotational deployments in support of COCOM standing requirements

· Surface Combatants, CSG, ESG, TLAM, P-3, Submarine, etc · Near to long term plan (1-5 years) · Accounts for infrastructure and force structure (shipyard, entitlement process, flying hour management) constraints...fiscally apportioned · Driven by policy (TAR, deployment length)

Surge Force

· Above core forces in support of COCOM emergent requirements (RFF)

· Shorter notice reaction time (measured in weeks to months) · Provides scalable, responsive forces to meet OPLAN execution, GWOT / MHLD · Trained to needs of the Combatant Commanders · Will impact infrastructure and force structure (shipyard, entitlement process, flying hour management) · May require supplemental funding
