II. EFFECTS: A. Emergency Incidents Monitored Region VII · Flooding incident was reported at the Manaba River located at Garcia-Hernandez, Bohol Region VIII · A Landslide incident in Brgy Pancho Villa, Sogod, Leyte rendered a road impassable. There are no casualties and no damage to properties Region X · Flooding in Brgys Igpit and Malanang, Opol, Misamis Oriental is knee-deep · Residents of Brgy Bulua and Sitio Calacala, Brgy Macasandig, and Cagayan de Oro City has been preparing for possible evacuation as the water level in Cagayan de Oro River is rising · Flooding in Zones 1, 2, 2B, and 3, Brgy Amoros, El Salvador City, Misamis Oriental, Brgy Igpot in Opol, Misamis Oriental, and in Cagayan de Oro city due to continuous rains brought about by TS Ramon. Five (5) houses were totally destroyed and 270 families / 109 persons were evacuated to various evacuation centers. The flood in Brgy Amoros and Igpit in Misamis Oriental has already subsided while Brgy Canitoan, Cagayan de Oro still has 74 families evacuated in the Brgy Canitoan Covered Court B. Regional Situations CARAGA · Cebu Pacific flights to and fro Manila and Surigao have been cancelled due to bad weather · Philippine Airline flights from Manila and Cebu was not able to touch down in Butuan due to zero visibility · 154 persons are stranded at the Lipata Ferry Terminal in Surigao City Region VII · Mandaue City DRRMC declared their flooded Barangays under a State of Calamity · 11 families from San Francisco, Camotes Island sought shelter in the San Francisco Elementary school due to torrential rains · The mini-hydro dam in Sevilla, Bohol released 40% of impounding water due to continuous rains Region X · Residents of Brgy Bulua and Sitio Calacala, Brgy Macasandig, Cagayan de Oro City are preparing for possible evacuation due to the rising floods in their area

III. EMERGENCY PREPAREDNESS AND RESPONSE A. NDRRMC · NDRRMC­OPCEN has been on alert status "Red Alert" since the entry of Typhoon Pedring in the Philippine Area of Responsibility (PAR) and representatives of member agencies are still manning their post at the NDRRMC ­OPCEN to continuously coordinate with their local counterparts for their preparedness measures and possible pre emptive evacuation in high risk areas

NDRRMC ­OPCEN is continuously disseminating NDRRMC Advisories on Severe Weather Bulletins and Flood Bulletins to all regions likely to be affected by TD Ramon through SMS and facsimile and uploaded these advisories at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to the public USEC Benito Ramos directed all RDRRMCs in Mindanao and Visayas regions through the OCD Regional Centers to undertake precautionary measures in their

respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants

USEC BENITO RAMOS called for an emergency meeting today, 11 Oct 2011, to discuss the current situation brought by TD Ramon, and its possible landfall, agencies' necessary preparedness measures; and to provide guidance to the agencies. Said meeting was attended by NDRRMC member agencies such as: DOH, DPWH, DepEd, AFP, PNP, PCG, MMDA, Napocor, and PAGASA.

B. RDRRMCs · RDRRMCs' member agencies are continuing their proactive measures and programs through their respective local counterparts · Lessons have been learned from the eleven (11) destructive tropical cyclones that successively entered the PAR from May to October of this year which battered almost all the provinces in Northern, Central, and Southern Luzon. Hence, emergency responders from Mindanao and Visayas to include southern Luzon, have already been prepared since the time Tropical Depression Ramon entered the PAR Provinces in Regions VI, VII, VIII IX, IX, X, XI, CARAGA and ARMM that are likely to be affected have already initiated measures in terms of warning information dissemination from the regional down to the barangay level; activated their disaster operations center; alerted their respective responders and prepositioned resources (logistics, supplies, and manpower); and conducted emergency meetings in preparation for the expected landfall in Visayas and Mindanao

C. Regional Responses CARAGA · Dep Ed Regional Office suspended classes in all public Elementary schools. · PCG advised all ships/ boats below 1000 gross tonnage to suspend their trips going north · Lipata Ferry Terminal management coordinated with the CDRRMC for assistance to the stranded passengers · PNP CARAGA directed its RPSB to prepare for SAR operations and to coordinate with the local DRRMCs; and activated their operations center · PPO Dinagat islands and PPO Surigao del Sure assisted in the evacuation of a total of 88 families / 260 persons in Surigao del Sur and Dinagat island · OCD RD CARAGA directed the Provincial Directors, Police Provincial Offices and City Director, Butuan City Police Office to preposition all their SAR equipment and vehicles for possible search, rescue and evacuation operations. · PDRRMC Surigao del Norte conducted assessment of available stock for possible relief operations if need arises. Likewise, relief and logistics team are on standby. The council conducted an emergency meeting 7:00 AM today, 11 Oct 2011 to assess the situation · MDRRMC Barobo, Agusan del Sur alerted residents in low-lying areas for possible flooding and barangays along mountain slopes for possible landslides · DPWH deployed their DRR teams to flood and landslide prone areas to conduct monitoring activities. Heavy equipment such as dump trucks, backhoes, and graders are on standby RDRRMC IV-B · RDRRMC IV-B Response committees conducted an emergency meeting today, 11 October 2011 to discuss preparations in anticipation that TD Ramon will possibly hit Mindoro provinces as well as resources inventory

RDRRMC V · RDRRMC V conducted an emergency meeting today as a preemptive measure for TS "Ramon" preparedness · LDRRMCs are expected to take any and all necessary measures to ensure that the No Sailing Policy is implemented in their respective AORs · PCGDB strictly implemented HPCG Memo Circular No. 01-09 (Guidelines on the movements of vessels during heavy weather), Memo Circular No. 03 (Guidelines on motorboats/vessels in the absence of weather bulletins), HPCG SOP (interim guidelines on PCG Alert Condition Levels); and directed their respective DRG teams on standby · PIA broadcasted the No Sailing Policy over DYME AM Radio and prepared written news reports for news readers of DYME in Bicol · 901st BDE (Albay & Catanduanes) conducted a planning conference and committed several assets (5 KM250s, 13 KM450s, 5 M35s, 1 elf truck, and one platoon each for Polangui, Tabaco, and Legazpi City) RDRRMC VI · RDRRMC V convened a coordinating meeting in preparation for the possible effects of TY Ramon · Capiz PDRRMC convened an emergency meeting re their preparations that is to be undertaken for TY Ramon and suspended classes in the primary and secondary levels · PDRRMC Guimaras conducted an emergency meeting · PCG Suspended the trips of all passenger vessels and fishing boats RDRRMC VII · PCG suspended all seacraft in Cebu and its neighboring provinces · Kabalikat Civic Communication Cebu Chapter established a base radio station at the OCD Regional Office to boost the Early Warning System (EWS) and monitoring of Camotes Island and Bohol including other flood prone areas · Governor Gwen Garcia of PDRRMC-Cebu called for an emergency meeting this 11:00 AM today to assess the situation · TARSIER 117 ­ Bohol is closely monitoring all the river systems for possible flash floods and landslides · PDRRMC Cebu called for an emergency meeting and activated their operations center · PCG suspended all vessels below one gross tonnage from seafaring; and suspended all types of seacrafts from plying the route to and fro Camotes Island and Danao City due to rough seas · PSWDO VII made available 3,000 family food packs, clothing packs, and trained stress debriefers · DepEd Cebu issued a suspension of all classes at the primary level RDRRMC VIII · MDRRMC St. Bernard in Southern Leyte convened in preparation for TS Ramon · PNP SLPPO are placed on standby for deployment RDRRMC X · LGU of Cagayan de Oro City and El Salvador has conducted damage and needs assessment in the affected areas · M35 trucks of the 4th Infantry Division PA and the 10th Tactical Operations Group PAF is on standby to provide transportation support during evacuations · No more vessels are allowed to sail from the Ports of Balingoan- misamis Oriental

RDRRMC XI · RDRRMC XI conducted a press briefing with various media outlets (ABS-CBN, GMA, etc) to disseminate early warning information and update on the weather situation as well as their preparedness measures
