LICENSED BOILER AND STEAM ENGINEERS

Section 97.0201 of the Los Angeles Municipal Code specifies that a boiler or steam engineer's license is required to operate any boiler or steam generating apparatus of over five horsepower carrying over 15 pounds of steam. The Code does not define the term "boiler" nor does it differentiate between the conditions: 5 HP and 15 psi or 5 HP or 15 psi. The intention of this Code section is to not require licensed operators for the equipment covered in Section IV of the ASME Boiler and Pressure Vessel Code (Heating Boilers) which is adopted by reference by Section 97.0303(a). Section 97.0201 shall be interpreted to mean that a licensed operator is not required to use the following equipment: 1. Hot water heating boilers* that operate at pressures not exceeding 160 psi or temperatures not exceeding 250 degrees F. Hot water supply boilers** that operate at pressures not exceeding 160 psi or temperatures not exceeding 250 degrees F. Steam boilers for operation at pressures not exceeding 15 psi and equipped with safety or relief valves set at not more than 15 psi. Lined potable water heaters for operation at pressures not exceeding 160 psi or temperatures not exceeding 210 degrees F.
