MINUTES

Funding Committee Meeting - May 19, 2009 Time: 9:00 AM Novi Civic Center, The Gateway Room 45175 W. Ten Mile Road, Novi, MI 48375 I. INTRODUCTION & WELCOME Chairperson David Evancoe called the meeting to order at 9:10 AM. Mr. Evancoe thanked Mr. Rob Hayes and theCity of Novi for hosting the event, and introduced Novi Assistant City Manager Pam Antil. Ms. Antil welcomed everyone to Novi and spoke briefly about the benefits of infrastructure investment and appreciates the effort everyone is making to bring more funding to southeast Michigan. II. PUBLIC COMMENT Mr. Evancoe asked if anyone would like to make a public comment or ask a question related to federal road funding. Mr. Ernest Aruffo, a Novi citizen, took the opportunity to recommend that overhead power lines on local arterial roads be relocated underground in coordination with road construction projects. He reminded local officials that there have been several power outages in recent years due to downed power lines, and that relocating the utilities to an underground location would be a long lasting and cost effective investment. No other attendees requested to make a comment and Mr. Evancoe closed the public comment portion of the meeting. III. APPROVAL OF MINUTES FOR MARCH 10, 2009 Mr. Evancoe referred the committee to the minutes included in the agenda packet and asked if anyone had any additions, changes or deletions. No changes were requested. Motion by Mr. Northrup, supported by Mr. Nowicki, to approve the minutes of the March 10, 2009 Federal Aid Funding Committee meeting. Motion Carried. IV. CHAIRMAN'S REPORT Mr. Evancoe briefly discussed current transportation funding bills that are pending in the Michigan Legislature. These bills include proposals to increase the Michigan vehicle registration fees, a local county option fee on operator licenses as well as a sales tax, expansion of the Asset Management Council, MDOT bridge repair and replacement funding, as well as restructuring the way gas taxes are collected. Other bills will provide for public private partnerships, corridor improvement authorities, as well as mass transit services. Mr. Evancoe also distributed a letter written by Brent Bair, RCOC Managing Director, which highlights the key needs and reasons for increasing road funding in Michigan.

V. SEMCOG REPORT Mr. Chris Mann, SEMCOG, explained to the committee that the FY2010-2013 Transportation Improvement Plan (TIP) would be delayed until later this year in order to focus on both current projects as well as the American Recovery and Reinvestment Act (ARRA) stimulus endeavors. The ARRA projects have been submitted to MDOT, Governor Granholm has certified the list, and they are now listed on the federal website www.recovery.gov. This completes the federal reporting requirements which will permit the jobs to be obligated. Mr. Mann is working on obtaining guidance on how the project list is to be modified, if so needed. Mr. Mann responded to a question regarding the status of the reauthorization of the federal transportation spending bill. He indicated that there are several versions being discussed, and explained that this new bill will include extensive performance review measures.

VI.

NATIONAL FUNCTIONAL CLASSIFICATION UPGRADE REQUEST The City of Wixom requested that two road links be added to the National Functional Classification system. Mr. Nowicki gave a brief overview of the characteristics of the roads to be upgraded. The first link is West Maple Road from the west city limits to Wixom Road, which is requested to be upgraded to an Urban Collector. The second is Old Wixom Road from Wixom Road to Pontiac Trail, which is requested to be upgraded to an Other Principal Arterial. Motion by Mr. Shufflebarger, supported by Mr. Green, to approve the national functional classification of West Maple Road and Wixom Road. Motion Amended by Mr. Shufflebarger, in which each link will be considered as a separate vote. Motion to recommend that West Maple Road be upgraded to Urban Collector. Motion Carried. Mr. Biassel dissented. Motion to recommend that Old Wixom Road be upgraded to Other Principal Arterial. Motion Carried.

VII.

MDOT REPORT

Ms. Pamela Boyd reported that MDOT employees will be forced to take six days off due to budget cuts. Those days are June 19, July 6, July 24, August 7, August 21, and September 4, 2009. These dates are important to consider if you had any MDOT business scheduled for those days, i.e. bid letting. Ms. Boyd was asked about the MDOT M-59 project, which is a significant widening and must go through air quality conformity models. If MDOT does not reach the goal to get this ARRA job ready in time, there are other projects ready to go in it's place. Michigan is one of 16 states nationwide that was selected for extra monitoring, oversight, and auditing by the federal government as part of the performance review of the stimulus package.

VIII. SELECTION OF SECOND CALL FOR FY2013 PROJECTS Mr. Evancoe directed to committees attention to a list of eligible project candidates which were submitted to compete for the available $12.135 million in additional FY2013 funding which was made available by projects being moved forward to receive stimulus funding. The committee elected to fund one (1) 4R project, and use the remaining funds for 3R jobs. The selected projects are listed in the table below. FY2013 Second Call for Project Selections
