Your new electric bill now gives you breakdowns of certain charges so you can see exactly what you are paying for. You have been paying for many of these charges before Electric Choice, but they were bundled together on your old bill. Some information on your bill may differ depending on your individual account. If you have not yet chosen to participate in Electric Choice, you will see information on your bill like the following: Price to Compare

Your price to compare, based on the electrical usage for this billing period, was x.xx cents per kWh. This is the price you paid Allegheny Power for generation service during this billing period. Use this price when comparing offers and services from Certified Suppliers. To obtain a comparison of available competitive electric supplier offers, visit the Ohio Electric Choice web site at www.ohioelectricchoice.com.

Regardless of whether or not you are participating in Electric Choice, your current charges on your bill will be broken down into several items. If you have not chosen an electric supplier, Allegheny Power will bill you for all of these charges. If you have chosen a different supplier, your chosen supplier will bill you for part of these charges. Your new supplier may bill you itself or have its charges listed separately on your bill from Allegheny Power. The different items are: Customer Charges

The fixed, monthly charges to partially cover costs for services such as meter reading, billing, service line maintenance, and equipment.

Delivery Charges

The cost of moving high-voltage electricity from a generation facility to the lower-voltage distribution lines of Allegheny Power and for the use of Allegheny Power's wires, transformers, and other equipment to deliver electricity to your home or business.

Generation Charge

The charge for the production of electricity.

Transition Charge

Before Electric Choice, electric companies invested money in generating plants, fuel, wages, interest charges, etc., with the understanding that they would recover these costs over a period of time through their rates. These costs have always been a part of your bill, just not as a separate line item. As competition begins and customers go to new suppliers, a transition period has been set allowing Allegheny Power to continue to recover some of the money it has spent. This transition charge will remain on your bill until 12-3105.

Your electric bill also provides you with a graph showing your usage for the previous 12 months and your total and average usage for that time period. An example of such a graph follows:

Allegheny Power's Ohio customers are now eligible to participate in Electric Choice and shop for a company that generates ­ or supplies ­ their electricity. As a result of Electric Choice, Allegheny Power developed a new electric bill, which is now being sent to Ohio customers. The new, two-page bill itemizes the different components of your electric service, so you can see exactly what you are paying for. This insert is designed to help you read and understand your new electric bill. If you have questions, you can always call us at 1-800-Allegheny (1-800-255-3443).

What has

CHANGED?

· The charges shown on the samples may differ from your actual bill.

Unlike the old bill, your new electric bill consists of more than one page. Most of the changes appear on Page 2, which shows charges for your electricity supply and Allegheny Power 's charges for delivering it to your home or business. If you are buying your electricity supply from Allegheny Power, all of your charges will be itemized on the right side of Page 2.

Page 1 is very similar to your old bill, showing a graph of your electric use on the left and a summary of your charges on the right. The amount you owe is shown as the TOTAL PAYMENT DUE.

Customer Charge · The fixed monthly cost for such services as meter reading and billing.

Delivery Charges · The cost of moving high-voltage electricity from where it is generated to the lower-voltage distribution lines of your local electric company, Allegheny Power. This is called "transmission." · The cost of using Allegheny Power's wires, transformers, and other equipment to deliver electricity to your home or business. This is called "distribution." · The Universal Service Fund rider which helps low-income Ohio customers to pay their electric bills. The rider is assessed to all Ohio customers at the rate of $0.000049 per kilowatt-hour. · The Energy Efficiency Revolving Loan Fund rider, which funds a program to provide financial assistance for customer projects which improve energy efficiency in a cost-efficient manner. The rider is assessed to all Ohio customers at the rate of $0.0001076 per kilowatt-hour. · All other delivery costs and riders, including taxes.

Transition Charge · A charge allowed by the Public Utilities Commission of Ohio that enables Allegheny Power to recover some of the costs of the transition to customer choice. These include regulatory asset costs related to the Clean Air Act that were deferred for later recovery, deferred debt, and deferred taxes.

Generation Charge · The charge associated with the production of electricity.

Apples to Apples · A web site sponsored by the Public Utilities Commission of Ohio that offers a comparison of suppliers' prices.

Price to Compare · The price you are currently paying Allegheny Power for the generation or "supply" portion of your electric service. Use this price when comparing offers and services from Certified Suppliers.
