Katie Beckett


The Katie Beckett Program is a special eligibility process that allows certain children with long term disabilities or complex medical needs, living at home with their families, to obtain a Wisconsin Medicaid card.


Children who are not eligible for other Medicaid programs because the income or assets of their parents are too high, may be eligible for Medicaid through the Katie Beckett Program, if they meet all the following eligibility criteria: 1. The child is under 19 years of age and determined to be disabled by standards in the Social Security Act; 2. Requires a level of care at home that is typically provided in a hospital or nursing facility; 3. Can be provided safe and appropriate care in the family home; 4. As an individual, does not have income or assets in his or her name in excess of the current standards for a child living in an institution; and 5. Does not incur a cost at home to the Medicaid Program that exceeds the cost Medicaid would pay if the child were in an institution.


Contact the Katie Beckett Consultant located in the region where the child lives. A map is available of the service areas and agency for each Consultant. The Katie Beckett Consultant will talk with the family about what the program offers and whether or not the family should apply on behalf of the child. If a parent decides to apply, the Consultant will send an application packet and arrange a home visit to meet the child, go over the application materials and answer questions. Eligibility determinations for the Katie Beckett Program are made by nurses employed by the Division of Disability and Elder Services, Bureau of Developmental Disabilities Services. A required re-certification is done annually or whenever significant changes occur. Recipients should notify the program of address changes, changes which may affect eligibility, or any problems in getting the MA card by calling 608-266-3236.

If the Katie Beckett Program application is approved, the child will receive a Medicaid card which can be used to pay for services and equipment allowed under the Wisconsin Medicaid Program. Information about how to use the card and covered services will be sent to parents with the approval letter. All rules and benefits for card-covered services for the Wisconsin Medicaid Program apply to children who receive their MA card under the Katie Beckett Program. The Division of Health Financing administers the Medicaid Program and is responsible for ongoing assistance to families regarding coverage and benefit questions.
