Scouts and Guides will learn to understand and communicate with deaf people, but LNS members will learn some scouting/guiding skills and about scouting/guiding in general as international youth movement. In March, contact with the LNS will be established. Meanwhile some members of LSGCO will begin learning how it is - to be deaf - with help of several educational activities, 3 of them will take the sign language course. In May, we will begin to prepare the summer camp In June, the members of LSGCO and about 20-30 deaf people (aged between 12 and 20) will go for a hike together (about 15km). In July, there will be a three day camp for deaf Latvian people (about 20 from LNS + 20 scouts/guides+ 10 staff). Objectives of the project: 1) to introduce young, deaf people with LSGCO, their activities, objectives and principles, by organizing a hike and summer camp;2) the members of LSGCO can learn how to communicate with deaf people; 3) 3 of the members of LSGCO will learn the sign language, so they can develop a long-term cooperation and give the possibility to deaf people to join LSGCO; Finance / Budget: 1000 equipment (sleeping bags, tents, different camping eqipment) 1000 food for 3 days camp and 1 day hike (50pers x 4 days x 5euro) 100 mobile phone bills for 4 months; 450 T-shirts or other souvenir from the project 600 sign language course 500 translator for beginning of project and helpers in project activities 1000 transport expenses 4650 total /3000 ESF + 1650 city council of Riga Amount requested Granted Donors 3,000 E U R

Email [email protected] Project Name Outdoor scouting all year long Categories Description Description of the project: In recent years Latvian Scout and Guide Central organization has been encountering a rather rapid decrease in the number of members. In contrast, this year our Riga 155th Scout Unit has had the greatest membership. We have started working not only with boys, but also with girls and now the troop ensures effective functioning in all age groups. We find the possibility to do activities and camp together with troop members of different age groups to be of great value. The kids enjoy and feel interest in working together with older troop members, but the older ones themselves learn to be responsible and take care of others. We have also raised a new generation of leaders, that have been scouting since they were cub scouts - 9 years already. Now they have taken the posts of leader assistants. With increasing number of leaders, the opportunity to admit new members to our unit [troop] also increases. From our experience we've concluded that the main aspect that attracts the youth to scouting is the possibility to camp out, outside the city. For whole troop to be able to camp together we have a great need for several big tents (for 20 persons each), that would ensure the possibility to organise activities in rainy weather or in cold winter periods, and also provide sleeping place for a great number of people. Objectives of the project: 1.To strengthen the cooperation of different age groups in the unit, giving them opportunity to camp together. 2.To provide possibility to get better camping experience in different weather and different seasons for a comparatively large group of participants. 3.To ensure with necessary equipment the organization's new member recruitment camps and training courses of new scout leaders. Finance / Budget: 2 army type, heatable, multifunctional tents for 40-50 people, suitable for camping throughout the year in Latvia's climate: 2 tents x 1500 EUR = 3000 EUR

Learning different outdoor skills, such as cooking, sleeping and doing activities outdoors securely in every season of the year is an essential part in the development of personal outdoor skills. In Latvia the forests occupy 45 % of the territory and that is the reason scouts and guides of Latvia use them for many outdoor activities, especially in the summer time. We would like to improve our skills and be more competent in every season outdoors, because experience helps to do camping in complicated circumstances enjoyable. The Outdoor skills session will provide the basics such as the selection of the camping equipment, staying warm during cold conditions, making survival kit, making fire in wet conditions and hiking by using the nature as the main compass, learning to identify animal tracks. Outdoor skills sessions will take place 4 times a year - in every season (spring, summer, autumn, winter) and each of sessions will be for 4 days. The participants will be 20 scouts and guides from different units of Latvia and potential members of our organization. Objectives of the project: - to promote outdoor as a way of personal development in every season of the year; - to give knowledge, theoretical and practical skills and experience in camping and survival in all kinds of weather and all seasons for scouts and guides of Latvia; - to recruit new scouts/guides volunteers (preferably leaders). Finance / Budget: Food costs - 20 participants + 4 leaders x 4 days x 5 per person = 480 x 2 sessions = 960 Equipment - outdoor army tent - 850, other outdoor equipment - 500 = 1350 Planning costs - 100 Transport costs - 200 Total - 2610

Project Name Show what scouting is Categories Description Description of the project:, Most of the associations in Europe are facing problems with decreasing membership, so do we. We have decided to make a movie about scouts and scouting in Latvia to attract new young people to our troop/association. We are planning to film all activities - hikes, camps, celebrations, etc. in which scouts are participating and to add interviews with scouts and those who were scouts. So the viewer of the movie would have a possibility to see what scouts are, what they are doing and what scouting is all about. And if they find it fun they might be willing to join scouts. After finishing this project camera and all equipment will be used for educational purposes in local scout unit. Young scouts will be able to fulfil their ideas to make their own short films and to participate in youth amateur film contests in Latvia or other countries. And this equipment will be used to create other film projects in our association. Objectives of the project: 1) Create a 30min movie about scouts and scouting and to demonstrate it in schools, universities, regional cultural centres, etc. and 5-7 min movie to demonstrate in the different events;2) to achieve increasing membership in local scout units; 3) to educate scouts and rovers in filmmaking and to motivate them to create their own short films; 4) to improve scout and rover skills in editing video files. Project Name Living Library and prejudices workshops Categories Description Description of the project (with the help of the future leaflet): Have you ever thought about your own prejudices and stereotypes about other people? Or the impression that other people might have about you? Do you have a lot of stereotypes for example about Roma people or refugees, Muslims or Jews, priests or psychologists, ex-criminals or ex-homelesses, wheel-chaired or blind people or about blond women? But you have never had the chance to speak to one of them to find out what his or her life is like? If you are ready to face your own prejudices and stereotypical judgements and meet "your stereotype" personally, you should become a reader of the Living Library where books can speak (because they are living people themselves: Romas, disabled people, ex-homelesses, rabbis...)!How does the Living Library work? The Living Library can be placed in several (almost any larger-scale) Scout programmes. (pe. Hungarian Rover MOOT Ferry Festival August 21-25, 2008) Objectives of the project: The Living Library is a means of promoting respect for human rights and human dignity, and aims to raise awareness of, and enable constructive dialogue about prejudices that frequently lead to discrimination against individuals or groups of people. We want to bring scouting to every child in our local community, more particular to the children that are not privileged like every other child. Our idea is to organize one scout patrol in orphanage close to our scout unit. We want to give more happiness to these children that unfortunately are not as happy as every other child. We hope that this small step will show big message to the local community and it will be followed by many other people which will help these children became healthy, strong and responsible young men. In the beginning we plan to organize activities for these children with many games and interesting friendship activities to be able to attract them and make them interested about scouting. Following this we plan to form one scout patrol which we will equip with scout uniform, scarves and other scout presents to make them feel part of the scout movement. Objectives of the project: - Form one scout patrol with 10 children from orphanage - Provide chance for these 10 children to be part of our scout family - Raise awareness about less privileged young people in our local community Finance / Budget: - Activities and equipment for the new scouts (10 scout uniforms, scarves and presents) = 500 EUR - Scout camp for 50 young people for 5 days (Transportation, food, activities) = 1500 EUR Our scout unit will contribute with equipment for the scout camp (i.e. tents, sleeping bags) and organization of the camp. Project Name Leaderrship Symposium 2008 Categories Description Description of the project: Until 2007 there was no tradition of national leaders meetings in Scouting Slovakia. We have identified that Scouting Slovakia strongly lacks regular events, where leaders from different scout groups and regions, from different age groups and with different levels of knowledge can meet, pass on their experience with leadership, educate themselves, get new information, discuss different topics, play and relax together, have fun and get new inspiration and motivation for their work with children. Leadership Symposium 200 will last 4 days, over an extended weekend in May 2008 and the programme will provide tens of activities for around 100 leaders from three main areas: education, motivation and mutual exchange Objectives of the project: The main objective of the second Leadership Symposium 2008 is to create a tradition of national meetings of leaders that answer their needs meetings where they can exchange ideas and experiences, where they will get quality education and where they can meet and discuss new trends and issues that matter to them and also where they can network and start cooperation on further scout projects. The Symposium follows the first pilot project, therefore the objective is to continue with this very successful event and attract even more scout leaders. Everything we have achieved is based on Roma leaders in local communities. During the initial phase we have dedicated a great deal of attention to their training and motivation. Unfortunately the autumn of 2007 has been marked with the departure of many leaders from active Scouting because of work. Many leaders who were trained and well established have left for Britain and other European coutries for seasonal work in order to provide for their families. Objectives of the project: The purpose of the project is to run 2 basic leader trainings for adult leaders where the basic principles of Scouting and Scout method will be explained. We also want to organize a one day training for 50 peer leaders (in the Rover age group) who should be the cornerstone for patrol work and patrol system in the existing and newly established Scout groups. We think this is a special scout-method for Hungarian scouts. We have a lot of folk-songs, folk-dances and we use them in scouting (e.g. we sing folk-songs in the circle around the campfire). We have a special team, the Folk-dance Group named Rege. They learn dances, they make special camps, where they try to leave with authentic commons in the village, to learn about the traditional lifestyle. They make courses to the scouts to make the folk-dance profile exam, and make dance-houses (the traditional folk-dance hall) for the older scouts. They have some money from performances, and they need traditional dresses for this performances, and they want to use this dresses in special traditional heritage camps. Project Name THOSE CHILDREN ALSO LIKE TO PLAY Categories Description Description of the project: Scout group Golema Oca works in a small Serbian enclave in Kosovo and Metohija. Due to political reasons and insecurity, children in this village and part of nearby city of Orahovac have restricted mobility and just few opportunities for communication and exchange with their peers outside the enclave. This creates serious problems for their growth and development. With this project we want to offer training on creativity and development education to children, Scouts and leaders. It will be a two days activity with the programme based on games. Trainers form training pool of the Scout Organization of Serbia and the teachers of primary school will be deliver the programme. Objectives of the project: The main aim of the project is to train local leaders and schoolteachers in providing on going programme based on creativity and development games. We hope that this will help stabilising the local Scout group and widen prospective of children. Besides, the trainers will get acquainted with the situation in the enclave and serve as link to the Association and other Scout units in Serbia. One of the trainers will deliver the training in use of Internet, to help maintaining the communication. We plan that the event is held during the Orthodox Easter, so that we can use traditions and customs in the programme. Finally, working with the Group leaders and schoolteachers we shall identify their needs with the intention to prepare a long-term plan for supporting the Group. It aimes to recruite leader scouts to master all their scouting skills, technical and social: orientation, topography, project menagement, leading, survival in nature, public performing, international activities etc. It lasts 10 days and is filled with very carefully designed program (please find enclosed the typical PPT program). The PPT staff puts very strong efforts into making the the PPT camp a unique experience for all included. Participants are put into 3 different groups according to the level of their scouting knowledge and each group follows their own program - that enables each individual to get maximum out of the PPT. Groups are called "Pokljuka"`s and are numbered I, II, III. 1st Pokljuka is the lowest level and participants work in a group, 2nd Pokljuka being one level higher, participants work in pairs and 3rd Pokljuka being the highest level, individuals work alone. PPT program is designed in a way that one individual can progress through all 3 levels (in 3 years!) and so gets "full package" of scout skills. Find more about PPT on: ppt.rutka.net (slo) Objectives of the project: Recruitment of scout leaders and improvement of their skills, informal education, living in nature, unique scouting experience Finance / Budget: Typical PPT budget is about 2200 of costs (please find enclosed typical PPT budget plan): food, transport, program costs, supplies etc. we usually have to cover this costs of off rather costly participant fees; this year we apply for ESF co-financing in amount of 1200 , which would make PPT available four youth with worse social background and would importantly increase level of quality of programme equipment Amount requested Granted Donors 1,200 E U R

Our members have worked really hard to bring them to their present state, so they can be used for activities on water In which we involve during our summer camps, These camps usually take place by a river, which enables us to include the discovering of the river habitat in the program. Our members are very fond of canoeing in general and they love dIscovering nature this way, but unfortunately it is not the safest way because we do not have the appropriate safety equipment and paddles, which makes the activity impracticable. For a secure environment where our members could have fun on the water and get to know the riverbed with its nature we would have to buy 6 canoe paddles, S children helmets, 6 youth helmets, S children life jackets and 6 youth life jackets. At the moment we cannot engage in these activities because our equipment does not meet our national safety standards. The prices of good safety equipment are elevated, therefore we decided to engage our members (10 - 21 years) in a project, where they will earn the means to buy the above-mentioned equipment themselves. Objectives of the project: · Ensure a safe activity on the water for our members · Enable the discovering of nature and of the river habitat in youth-friendly way · Enable the usage of repaired canoes while fulfilling the safety standards of our country Finnc. / Sudqet · 6 paddles 228 C · 8 children life jackets 464 C · 6 youth life jackets 234 C · B children helmets 336 C · 6 youth helmets 252 C TOTAL 1514 C We would need funding C because we will try to secure the rest of the money with our activity.

Project Name SCOUT MAGAZINE "WORLD of SCOUTS" Categories Description Description of the project: This project began at local level in May 1999, where editing was done 4 times a year. We are registered editor in National publishing office under the code ISSN 1332-1919. The Scout magazine quickly became popular. An agreement was made at National level to help through the NGO National fund. Since 2004 no more funding has been received, so we requested funding within several Ministries of Croatia, yet this did not cover expenses. Last year we did not get any help from the Ministry of Education or the Ministry of Family and Youth. This year we are forced to stop issuing this Magazine, or increase the price, which will cut off the majority of our subscribers. It would be a real pity that after 9 years of serious work and a custom of scout being able to what is going on in Scouting in Croatia. Objectives of the project: Main objective of the magazine is to inform scout members about news and trends within the Scout Association of Croatia and around the World. Last year we published 1'700 copies for each period (Mar. Jun. Sep. Dec. 07), yet we have 4.000 members in Croatia. It is important to present our activities to the parents and institutions, as well as to possible donors. Beside the editing board we have correspondence network all over Croatia. Apart of official scout Bulletin, magazine "World of Scouts" is the only Scout Magazine in Croatia. Finance / Budget: Our annual expense is about EUR10'000 which includes graphic design, print, postal costs and office materials. Most of the work is done by volunteers. With subscription fees we can cover about 25% of the costs. So, we are depending on National donors and other donors. We are submitting this plea to the European Scout foundation for ask for help to save this important project. With EUR3'000.- we could cover printing expenses, and continue to obtain help through other donors, including National Ministries. Amount requested Granted Donors 3,000 E U R
