`MANILA AMENDMENTS' TO THE STCW

We would like to advise Members that from 1 January 2012, the ,,Manila Amendments to the STCW Convention will enter into force. These new requirements will be applicable to our Members whose crews hold STCW certificates st issued prior to 1 January 2012. In these cases, meeting the new requirements will include the need st for refresher training in order for their certificates to be revalidated beyond 1 January 2017. The new training requirements will include changes to competence tables for leadership and teamwork, mandatory training record books and security training, refresher training for STCW courses every five years, new comprehensive tanker training competence guidelines, new guidance for crew on offshore support vessels and all ships in polar waters, additional medical fitness standards and certification requirements. The STCW also covers minimum requirements for rest periods, and from 1 January 2012 stricter hours will be introduced as follows: Minimum amount of rest in any seven day period is increased to 77 hours from 70 hours; Seafarers must always have 10 hours rest in any 24 hour period, except during an emergency; It is now mandatory to maintain records of seafarers rest hours, which may be inspected during Port State Control inspections; and The rest hour limits now apply to most seafarers on board, including Masters, not only watchkeepers as had previously been the case.

From 1 January 2012, seafarers will need to review and sign a record of their work/rest hours periodically (typically at least once a month) to ensure they comply with the minimum rest hours stipulated.
