APPENDIX B: ACTIVE SOLAR APPLICATIONS B.1 BACKGROUND The U.S. Department of the Interior (DOI) Bureau of Land Management (BLM) has received more than 300 applications for right of way (ROW) authorizations for utility-scale solar facilities to be located on BLM-administered lands. Some of these applications are being processed in accordance with BLM's existing policies (see Appendix A, Section A.1), while some applications cannot currently be processed because they describe lands already applied for by another company. Other applications have been terminated because the developer withdrew the application or because due diligence requirements were not met. The BLM is processing the remaining applications during the preparation of this PEIS, but it is planning to incorporate the program established through this PEIS into the processing of applications that occurs subsequent to the release of the Record of Decision. As of February 2010, the BLM had 127 active applications for ROW authorizations for solar facilities.1 These active applications are shown in Table B-1. The majority of the applications are for parabolic trough or power tower facilities. There are also about 30 applications for photovoltaic (PV) facilities and 3 applications for dish engine facilities. Fourteen of the active applications are being processed as "fast-track" projects (BLM 2010).2 These projects are applications for which the companies involved have demonstrated to the BLM that they have made sufficient progress to formally start the environmental review and public participation process. The applications are advanced enough in the permitting process that they could potentially be cleared for approval by December 2010. The proposed fast-track projects total approximately 6,022 MW of generating capacity; one is located in Arizona, four are in Nevada, and the rest are in California.3 The fast-track projects are designated by footnote in Table B-1. Table B-2 summarizes the locations, acreage, and estimated electric generation capacities of the active applications. The vast majority of the applications are located in three states (Arizona, California, and Nevada); two of the states in the "Programmatic Environmental Impact

Statement for Solar Energy Development in Six Southwestern States" (Solar PEIS) study area (Colorado and Utah) currently have no active applications. The total acreage of BLM-administered lands applied for is approximately 1.3 million acres (5,261 km2), while the estimated total capacity of the facilities is approximately 74,000 MW. These values equate to an average land use of 17 acres/MW for all of the active applications combined. This land use is greater than the land use requirements assumed in the Solar PEIS (i.e., 5 acres/MW for parabolic trough facilities; 9 acres/MW for all other facilities), reflecting the fact that applicants often request additional acreage to allow flexibility in project design or to avoid lands where resource conflicts might exist within the ROW.
