SOUTH CAROLINA EDUCATION LOTTERYTM OFFICIAL RULES FOR WHEEL OF FORTUNE® SECOND-CHANCE PROMOTION

A. GENERAL PROVISIONS

1. The South Carolina Education Lottery (SCEL) will conduct the Wheel of Fortune® Second-Chance Promotion ("Promotion") under the rules provided in this document. The Wheel of Fortune® instant win lottery game is SCEL game number SC-494. The Official Promotion Rules (Rules) are comprised of: (a) Act 59 of 2001, as amended; (b) the regulations of the South Carolina Education Lottery Commission; (c) any matter adopted by the Board of Commissioners; (d) the material presented in this document; (e) the Drawing, Selection and Game Procedures, (collectively the "Draw Procedures"), as established by SCEL and/or Scientific Games International (SGI) for the Promotion; and (f) any practices or procedures (either written or unwritten) utilized by SCEL. The items cited above are incorporated by reference and are binding as if printed herein. Each item cited above shall have equal weight unless there is an inconsistency between or among the documents in which case the document listed first shall be controlling. Amendments to these Rules, including change of location or cancellation of the Promotion, may be made at any time without notice, but must be made in writing and signed by the Executive Director of SCEL. The Rules for this Promotion are posted on the SCEL website at www.sceducationlottery.com or they may be obtained by calling 1-866-736-9819 (toll-free) 8:30 a.m. - 5:00 p.m., Monday through Friday. Promotion void where prohibited by law. 2.

BY SUBMITTING AN ENTRY, THE ENTRANT IS BOUND BY THE OFFICIAL RULES OF THIS PROMOTION.

SCEL WILL USE, WITHOUT LIMITATION, AN ENTRANT'S HOMETOWN, NAME, LIKENESS, AND/OR VOICE IN ANY PROMOTIONS, RESEARCH, MARKETING, PUBLICATIONS, OR OTHER ADVERTISING MEDIA, INCLUDING, BUT NOT LIMITED TO, THE SCEL WEBSITE, WITHOUT COMPENSATION OR ADDITIONAL RELEASE. The odds of being selected (or not being selected) in any draw of this Promotion depend upon the number of entries submitted for each drawing.

B. PRIZES AND DRAWS

1. Entries submitted by mail must be received no later than the entry deadline dates listed below in the last scheduled mail collection occurring during normal business hours on the date of the deadline, at a time as may be determined appropriate by SCEL. If 1

submitted electronically, entries must be received no later than 11:59:59 p.m. on the entry deadline dates listed below. Entries not drawn in Draw 1 will be eligible for Draw 2 and entries not drawn in Draw 1 or 2 will be eligible for Draw 3. Alternates will not be eligible for a subsequent draw. Three (3) second-chance draws will be conducted in this Promotion:

One, $100,000 Prize

2. (a) In Draw 1, a total of three (3) Wheel of Fortune® Grand Prize Trips (Trip) will be awarded. Each Trip is a five-day, four-night trip for the Trip Winner ("Trip Winner") and up to three (3) guests to Los Angeles, California. Each Trip includes: (i) round trip coach airfare for up to four (4) people from any U.S. International Airport to Los Angeles International Airport in Los Angeles (inclusive of all associated airfare fees, taxes, and surcharges); (ii) all ground transfers between the airport and hotel, studio, various Hollywood and/or Los Angeles area attractions, and SGI hosted events; (iii) accommodations of up to two (2) deluxe hotel room(s) for up to four (4) nights (double occupancy, room, and room tax only); and (iv) one thousand dollars ($1,000) spending money for the Trip Winner to be provided two (2) weeks prior to the scheduled departure date. The total value of each Trip prize is twelve thousand five hundred ($12,500) dollars and includes applicable federal (25%) and South Carolina (7%) income tax withholdings. Federal and state withholding taxes will be paid by SCEL or its agent. Actual tax liability will depend exclusively upon the winner's other income and deductions. (b) The Trip does not include: mileage, insurance, gratuities, meals or beverages, parking fees, departure fees, excess baggage fees, alcoholic beverages, any items not expressly

specified or personal expenses such as telephone calls (local or long distance), valet service, laundry service and the like, or revision or cancellation fees that may be imposed by an airline, hotel or other third-party supplier. A Trip Winner must have a major credit card to pay for any incidental charges that may be incurred or make other arrangements acceptable to SCEL and the hotel. Certain restrictions and limitations may apply and Trip itinerary is subject to change without notice or amendment to these Rules. (See Section D., paragraphs 6 and 7.) (c) A Trip Winner may not exchange the Trip for cash and SCEL will not pay a Trip Winner the cash value of the Trip. The Trip may not be resold or transferred except as authorized herein. If a Trip Winner is unable to travel, the Executive Director must approve substitutions before any alternate reservations are booked. The decision as to whether to approve or deny assignment or substitution is within the sole discretion of the Executive Director and not subject to appeal. After the Trip travel and accommodations are booked, the risk of loss for any or all portions of the Trip rests solely with the Winner. No person, other than the person for whom the claim is validated, has any right to any portion of the prize. A W2G will be issued only to the Winner, irrespective of an authorization for substitution of a traveler. SCEL assumes no liability for payment of a prize or fulfillment of any portion of the Trip to anyone other than the claimant. (d) The Trip includes a pre-production day on the Wheel of Fortune® stage at Sony Pictures Studios for the Trip Winners and guests. Guest(s) of Trip Winners are not eligible to win any prize. (e) The Trip Winner will have an opportunity to spin the Wheel of Fortune® ("Wheel Spin") one (1) time to win a cash prize ranging from three hundred ($300) dollars up to ten thousand ($10,000) dollars. (f) SCEL Trip Winners will participate with players from other lottery jurisdictions in a random selection process to determine who will play in ten (10) non-broadcast experiential Wheel of Fortune® games ("Experience Game"). The Experience Game is scheduled to be played on the Wheel of Fortune® stage with Pat Sajak and Vanna White and contestants will have the opportunity to win cash and vehicle prizes. Play will be the same as the televised version of Wheel of Fortune®. Contestants in the Experience Game will also have the chance to win a prize of up to one million ($1,000,000) dollars if the one million dollar prize has been qualified during regular game play of the Experience Game to be added to the bonus round. If no other prizes are won, a contestant in the Experience Game will be awarded a one thousand ($1,000) dollar consolation prize. (g) SCEL Trip Winners will participate with players from other lottery jurisdictions in a random selection process to select contestants for a two round "Million Dollar Bonus Wheel Spin-Off." Selected contestants are guaranteed to win a minimum prize of five thousand ($5,000) dollars and could win up to one million ($1,000,000) dollars. (h) Federal and California taxes will be withheld from all cash prizes won in California. A winner of a vehicle is responsible for paying the taxes on the value of the prize. Actual tax liability will depend exclusively upon the winner's other income and deductions. 3. (a) In Draw 2, on Wednesday, August 29, 2012, three (3) Finalists will be selected from all Promotion entries submitted to SCEL not previously selected. On or about Monday, September 17, 2012, the SCEL Finalists and finalists from other lottery jurisdictions will be entered into a Million Dollar Bonus Drawing to select one (1) winner for a simulated version of the Million Dollar Bonus Wheel Spin-Off. The person selected will receive a prize of not less 3

than fifty thousand ($50,000) dollars and up to one million ($1,000,000) dollars. Players will not be present for the bonus draw or the spin-off. (b) Applicable federal (25%) and South Carolina (7%) income tax withholdings will be deducted from the prize. Actual tax liability will depend exclusively upon the winner's other income and deductions. 4. (a) In Draw 3, one (1) Cash Grand Prize of one hundred thousand ($100,000) dollars will be awarded to the winner drawn from all Promotion entries submitted to SCEL not previously selected. (b) Applicable federal (25%) and South Carolina (7%) income tax withholdings will be deducted from the Cash Grand Prize. Actual tax liability will depend exclusively upon the winner's other income and deductions. 5. Each draw of the three (3) draws will be conducted pursuant to the Draw Procedures under the supervision of an independent auditor, who will audit the drawing and certify that the Draw Procedures were followed. The drawings will occur at the Offices of SGI, currently located in Alpharetta, GA 30005. The draws will be videotaped and a copy of the video tape sent to the SCEL Director of Security, or his or her designee. The time for all draws will be established without amendment to the Rules. Both the place and time are subject to change without written notice or amendment to the Rules.

C. PRIZE ELIGIBILITY AND WAYS TO ENTER

1. To be eligible to enter the Promotion an entrant must be at least eighteen (18) years of age and submit a "Qualified Ticket". (a) A "Qualified Ticket" is a single, non-winning Wheel of Fortune® instant ticket, game number SC-494. No other tickets are eligible for entry. (b) An individual may submit multiple entries but a Qualified Ticket is eligible for selection as a winning entry, either by mail or by electronic registration, one time during this Promotion. After each draw, all tickets selected (drawn) will be reviewed against all previous selections from each draw to determine if a Qualified Ticket has been submitted twice (both electronically and by mail). If there is a match, the second entry drawn will be disqualified regardless of whether two different individuals submitted the entries. (c) In addition to the restrictions in C. 2. (b), the same individual may only win one time per draw, but different individuals residing at the same address are eligible to win in the same draw. 3. MAIL IN - Entrants must affix proper postage to the back of a qualified ticket and mail it like a postcard to the address preprinted on the back of the ticket. Failure to use the correct amount of postage will not result in disqualification if an entry is received at the proper address. Only original Entry Tickets will be accepted; a facsimile (copy, replica, duplicate, or reproduction) will be disqualified. (a) Entrants must complete the back of the ticket with his or her name, address (including city, state and zip code) and signature. The entrant should include his or her best contact telephone number(s) as accurate contact information is required for timely notifications by SGI and SCEL. If an entry does not have the entrant's signature, name, and address

(including city, state and zip code) or if it is not legible, as determined by SGI or SCEL draw personnel, it will be disqualified. (b) "Live" or winning Wheel of Fortune® tickets SHOULD NOT be mailed for entry in the Promotion. However, a live or winning Wheel of Fortune® ticket will not be disqualified from the Promotion solely because it is a winning ticket. SGI and SCEL assume no responsibility for the validation of a winning ticket and will not attempt to locate or retrieve winning tickets submitted for this Promotion. (c) Entries for this Promotion that are: i) ii) HAND-DELIVERED TO ANY SCEL OFFICE WILL BE DISQUALIFIED; MAILED OR DELIVERED TO ANY SCEL ADDRESS OTHER THAN THE SPECIFIC PROMOTION ADDRESS PRINTED ON THE TICKET BACK WILL BE DISQUALIFIED; or MAILED IN ANY ENVELOPE, BOX OR OTHER CONTAINER WILL BE DISQUALIFIED AT ANY TIME AFTER RECEIPT BY SCEL.

(d) SCEL assumes no responsibility for, and will not attempt to locate, verify receipt of, or validate a Qualified Ticket or any other ticket mailed to the address provided in this Promotion. The risk of loss for the misdelivery, late delivery, improper postage, or failure of delivery for any tickets mailed to SCEL remains with the entrant. 4. ELECTRONIC REGISTRATION - Entrants must go to www.sceducationlottery.com and click on the Wheel of Fortune® Promotion link. The link will forward the entrant to the Promotion webpage. On the Promotion webpage, click the appropriate link to begin registration. (a) Entrants must submit certain information from the front of Qualified Ticket. (b) Entrants must complete all required information blocks including, but not limited to, his or her first and last name, telephone number, e-mail address, street address (including city, state and zip code) and date of birth (must be at least 18 years of age). The entrant should include his or her best contact telephone number(s). (c) Once the electronic entry system accepts the required ticket information from a Wheel of Fortune® ticket, the same ticket information will not be accepted a second time for the duration of the Promotion. Electronic entries that fail to provide the required information or that are attempted after the final deadline will not be accepted. The risk of loss for the electronic misdelivery, late delivery, or failure of receipt for ticket information entered electronically in the Promotion remains with the entrant, regardless of the cause of the failure of transmission.

D. VALIDATION OF WINNERS

1. SCEL employees, MDI, SGI, and Intralot USA employees and/or family members residing in the household of any of these employees, or any other person ineligible to purchase South Carolina lottery tickets pursuant to Title 59, Chapter 150 of the South Carolina Code of Laws, are ineligible to enter this Promotion. Auditors who routinely perform work for SCEL and advertising firm employees who performed work for this Promotion are also ineligible to enter. 5

Disqualification of an entry may occur at the time an entry is received or later in the process as may be appropriate or required by these Rules. Notification to Winners: (a) SCEL will mail a claim form by certified mail or via commercial overnight delivery service to each entrant selected as a Trip Winner, as the Multi-State Bonus Wheel Spin-Off Winner, or as the Winner of the one hundred thousand ($100,000) dollar prize, or if the Finalist. (b) Each Winner and/or Finalist must complete a claim form and provide all information necessary to process the claim. The SCEL Claims Office must receive the completed claim form with all information requested by close of business on the date and time specified by SCEL. If the completed claim form and other information are not received by the date and time specified, the entrant selected will be disqualified and replaced with an alternate in the order drawn pursuant to the Draw Procedures. SCEL assumes no responsibility for incorrect addresses, misdelivery, late delivery, or failure of delivery for any reason for any item(s) sent pursuant to these Rules by SCEL, its agents or the entrant regardless of fault. All risk of loss remains is assumed by and remains with the entrant. (c) The name and signature submitted on the claim form must match the name and signature on the Qualified Ticket. Similarly, the name and other contact information submitted on the claim form must match the name and other contact information provided when submitting electronic entries. If different individuals are submitted on the entry and the claim form, both individuals are subject to disqualification. (d) The entry and information submitted on the claim form are subject to additional validation and verification of eligibility by SCEL. The selected entrant is subject to disqualification if eligibility requirements are not met.

If an individual selected to be a winner for a prize for which a claim form must be submitted (Trip or the one hundred thousand [$100,000] dollar prize) is deemed ineligible or disqualified under any of these Rules, the Alternate must qualify as a winner as specified by SCEL. The Alternate is subject to the same terms and conditions provided in these Rules. Validity of entries, qualification of winners, drawing, and awarding of prizes are subject to the policies, rules, and regulations of SCEL and the laws of the State of South Carolina, including, but not limited to, setoff of certain debts in accordance with S.C. Code Ann. § 59-150-330. Any person selected as a winner must satisfy any outstanding debt prior to the payment of the prize, if the debt exceeds the cash component of the prize to be awarded. The winner may dispute any amounts withheld pursuant to § 59-150-330 of the South Carolina Code as may be authorized by law. (a) There are certain time constraints and advance preparation essential to the fulfillment of the Trip and the production schedule associated with the Trip. Although the date is subject to change, the Experience Game is currently scheduled to occur on or about Tuesday, April 17, 2012. If a person selected as a Trip Winner does not respond within ten (10) calendar days (of the date of the notification) or if the trip is not booked within thirty (30) calendar days of the initial notification, SCEL may proceed to an alternate. (b) If the person selected as the Cash Grand Prize winner does not respond to the notification sent by SCEL or its agents within twenty (20) calendar days of the date of the notification, SCEL may proceed to an alternate.

AN ENTRANT SELECTED AS A WINNER ASSUMES THE RISK OF LOSS AND IS SUBJECT TO DISQUALIFICATION IF: 6

(a) SCEL IS UNABLE TO CONTACT THE WINNER OR IF THE WINNER DOES NOT RESPOND TO A NOTIFICATION; (b) INFORMATION, AS SPECIFIED BY SCEL, IS NOT TIMELY RECEIVED; OR (c) ANY OTHER REQUIREMENT UNDER THESE RULES IS NOT MET. 8. A DECISION BY SCEL TO PROCEED TO NOTIFICATION AND QUALIFICATION OF AN ALTERNATE IS WITHIN THE SOLE DISCRETION AND JUDGMENT OF THE EXECUTIVE DIRECTOR, OR HIS OR HER DESIGNEE. THE DECISION OF THE EXECUTIVE DIRECTOR, OR HIS OR HER DESIGNEE, IS EFFECTIVE UPON THE TIME AND DATE THE WRITTEN DETERMINATION IS MADE TO PROCEED WITH AN ALTERNATE AND MAY NOT BE RESCINDED. ONCE THE DECISION TO PROCEED WITH AN ALTERNATE IS MADE, THE PERSON WHO WAS PREVIOUSLY SELECTED IS NO LONGER ENTITLED TO THE PRIZE AND IS NOT ENTITLED TO RELIEF OTHER THAN THAT SPECIFIED IN SECTION E.

E. MISCELLANEOUS

1. SCEL reserves the right to use the names, addresses, and telephone numbers of all entrants for research and marketing purposes. A decision relating to cancellation of the Promotion, amendment to the Rules, the timing between draws, legibility of an entry, effort to notify a selected entrant, destruction of entries, a decision made pursuant to these Rules or the Draw Procedures, or a determination of whether there is a duplicate entry are deemed not to be a cause or a ground for grievance relating to this Promotion. A decision to alter the number of winners or to designate an alternate as a winner, for whatever reason, with or without notice, shall not constitute grounds for a grievance. Failure of delivery or misdelivery of an entry is not subject to a grievance proceeding. SCEL assumes no liability whatsoever for that occurrence regardless of fault. Each winner, his or her respective heirs, legal representatives, and assigns, agrees to indemnify, defend, release and discharge the South Carolina Education Lottery, its employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to this Promotion or any action taken pursuant to the Rules. By entering, each winner indemnifies, releases, discharges and agrees to hold harmless SCEL, its employees, officers, and directors from unanticipated cancellation, suspension, or postponement of the Promotion due to natural disaster, national emergency, or other unforeseen act of God or man. The guest(s) of a Trip Winner may also be requested to submit certain information necessary for flight or other arrangements as may be required to fulfill a Trip prize. It is the responsibility of the Winner to provide the information necessary to arrange for his or her guest(s). Any and all risk of loss regarding the guest portion of the Trip remains with the Winner, irrespective of who may be at fault for any incorrect information or any inability to participate in or receive any component of the Trip options. Age restrictions may apply to hotel registration. Any Trip modifications resulting from the age of a guest or winner must be resolved by the Executive Director, or a designee. By accepting the guest portion of the Trip (booking of any portion of the trip), the guest(s) indemnifies, releases, discharges, and agrees to hold harmless SCEL and SGI, along with their respective employees, officers, and directors from and against any loss, claim, damage, 7

suit, or injury arising out of or relating to the use of or participation in any and all aspects of the Trip. 6. By accepting the Trip (filing a claim) the winner and his or her guest(s) and their respective heirs, legal representatives, and assigns agree to indemnify, defend, release, and discharge SCEL and SGI along with their respective employees, officers, and directors from and against any loss, claim, damage, suit, or injury arising out of or relating to use of or participation in any or all aspects of the Trip. Each Winner and guest(s) will be required to sign a release form prior to the award of the Trip to the Winner. By accepting the Trip (filing a claim), the Winner indemnifies, releases, discharges, and agrees to hold harmless SCEL and SGI along with their respective employees, officers, and directors from the unanticipated total cancellation or suspension or postponement of the scheduled shows or any of the accompanying events due to weather, natural disaster, national emergency, or other unforeseen act of God or man.

8. SCEL's total liability, for any activity taken pursuant to these Rules, shall be limited to the purchase price of the entry ticket. Under any circumstances, regardless of the number of entries submitted or alleged to have been submitted, SCEL's total liability shall not be more than one hundred ($100) dollars to a person who is found to be aggrieved by any aspect of this Promotion or any application or any interpretations of the Official Rules. 9. After the completion of the Promotion, all entries, including: disqualified entries and entries received after the final entry deadline will be retained or destroyed as directed by the Director of SCEL Security, or a designee.

10. Any person claiming to be aggrieved must file a written notice with the SCEL Executive Director, P.O. Box 11949, Columbia, SC 29211-1949, specifying the grounds for the grievance. Any grievance filed more than fifteen (15) days after the conclusion of this Promotion will be deemed untimely, and will not be considered. 11. The filing of a grievance does not compel the Executive Director, or his or her designee, to delay any aspect of this Promotion or payment of any prize. 12. In the event of any circumstances or interpretations of any matter, whether contemplated or not contemplated in these Rules, the interpretation and decision of SCEL's Executive Director, or his or her designee, will be final as provided by law.
