( PEC 1960 Civil ) . Guzar Singh After graduation in B.Sc. ( Civil Engineering ) I continued with post graduation study for MSc.( Highway Engineering ) at PEC. After a short span of service in Irrigation Deptt ( Pb.) , I had joined Central P.W.D., Govt. of India in 1962 , through UPSC Exam. I graduated in Law and got LL.B Degree from Delhi University I got married on 10th May 1967. My wife Mrs.Veena Singh is a graduate from Delhi University. We are living at present at T-11 / 3, DLF City Phase ­ III, Gurgaon-122 002 . 1. We have two children and my son, Mr. Abhijeet Singh is IIT Delhi Graduate and MBA from Carnegie Mellon University ,USA. He is presently working in Boston USA. My Daughter, Ms. Smita Talwar is an Architect from School of Planning and Architecture Delhi and is working at Gurgaon. After joining CPWD in 1992 , I have carried out various assignments at different positions with the same department, till my date of superannuation. I was granted two years of extension of Service as Chief Engineer and retired as Chief Engineer (Civil) from the same Department on 31st March, 1996 . During my service period in various capacities, I have handled a large number of Work Contracts/ Projects Agreements, and gained vast experience in planning, development, execution and construction management of Civil Engineering Works/Project. On joining CPWD, I got my first posting as Assistant Executive Engineer and from Dec. 1992 to Feb. 1996, I was in-charge of construction of Nirman Bhawan, a Multi-Storeyed Office Building in Delhi, which houses the Ministry of Urban Development and the Ministry of Health and Family Welfare and their Subordinate Offices. In February 1968, I got promoted as Executive Engineer and was assigned with the construction and maintenance of the important buildings for Delhi Govt ( Lt. Governor `s House etc. ) in Civil Lines area ,Govt. Schools, Police Stations and Hospitals i.e. LHMC & Hospital, Irwin Hospital & MAM College etc.I was also responsible for the construction, widening and maintenance of all major roads and five National Highways (No. 1, 2, 8, 10 & 24) in Delhi.

In March1998 , I was transferred to Nepal ,on East-West Highway Project In terrain area , ( now called Mahendra Raj Marg ) and was responsible for design and construction of road, cross-drainage works and construction six major bridges with deep well-foundations across various rivers. In March 1971 , I was transferred to Jammu Central Division, CPWD, and was in charge of the maintenance, planning, development and construction of roads and bridges on Pathankot-Jammu Road, hill roads , Dhar-Udhampur Road as well as Samba-Battal Road , in Jammu area. At Jammu, I was also in-charge of construction of a major CRPF, Complex, which involved construction of residential and non-residential buildings, such as School, Hospital, Barracks, Welfare Center etc. including provision of services and development of the raw rural area. I also looked after the construction works and maintenance of Jammu Airport terminal building and lengthening and strengthening runways. In April,1977 , on promotion as Superintending Engineer , I was posted as Superintending Engineer, with PWD Delhi . I was in-charge of construction, widening and maintenance of various multi-lane urban roads, bridges and five National Highways within the Union Territory of Delhi. Some of the Major Road Works/ Highway Projects undertaken by me were :Construction of ISBT, Yamuna Bridge, a major bridge across river Yamuna, an 8-lane wide, 630 meters long high level bridge, deep well foundations with a grade separator on the western approach on deep piles foundations; RoadFlyovers/Grade Separators at Ring Road, in connection with the ASIAD-82.: the work of four-laning of G.T. Karnal Road (NH-1), and of Delhi-Rohtak Road (NH10): Construction of a new 8.4 km. Long NH-1 By-pass,( Road No 50 ) , in addition to work of four-laning of a number of major arterial roads in Delhi. During my posting as SE CPWD, Chandigarh Central Circle , Chandigarh, handled the planning ,design and construction of a large number of Building Projects , such as Offices and Residential buildings for Central Govt Deptt. , and all work on the Campuses of various para-military forces i.e BSF, CRPF, SSB , IB etc in the entire State of Punjab, Himachal Pradesh, at Jammu and along side the western border of the States. In addition Civil Aviation works at Jammu & Amritsar Airports including New Terminal Building at Jammu Airport as well as strengthening of the Runway at Jammu. Airport. A large number of residential and non-residential works were undertaken at Chandigarh, some of them are, namely ,a Multi-Storeyed Office Building for AG (Punjab)., Office Building for Income Tax Department and Central Excise (Chandigarh)., General Pool quarters for Central Govt. Staff at Chandigarh. In Himachal Pradesh, I executed a large number of works for para-military forces such as ITBP, SSB and SB at Sarhan , Rekongpeo and Kangra, Palampur and Kulu ,including CRPF Complex at Kulu. Also at Shimla , executed the building works, including development works for General Pool Residential Quarters for central Govt Staff. and the Hostel for Trainee Officers of CAG of India. . In March,1987, I was promoted as Chief Engineer and my first posting was as CHIEF ENGINEER , NSG Project, Manesar (Gurgaon)

I was the Chief Project Engineer NSG Project, Manesar (Gurgaon), (A MAJOR BUILDING PROJECT ), during March1987 to FEB.91, heading a committed Project Team Unit comprising of Senior level Architects , Electrical and Civil Engineers, for planning and execution of the Project and other site development works. The Project, spread over raw rural land area of 1600 acres involved the work of Planning, Design and execution of development works and construction of Buildings, Office Accommodation, Training Facilities and requisite development work for establishment of a self-sufficient Campus. The Project comprised of: , 1678 , barracks, accommodation for Jawans and Assistant Commandants with dining facilities. There were . Non-Residential Buildings, such as Office accommodation, Quarter Master Stores Building, Communication Centre, M.T. Garrages, Officers' Mess, Hospital Unit, Magazine Building etc. The Complex has A.T.C. Building and Hangers for Helicopters, with a suitable Apron and other facilities for Air-borne operation of the Force. On transfer, I was posted as Chief Engineer (NDZ-II), CPWD, New Delhi from Feb. 1991 to March 1996, I looked after the construction and maintenance works of all Central Government Building Projects in Faridabad, Ghaziabad, Hindon, Noida and in North-West Delhi. Some of the Major BUILDING PROJECTS executed by me as follows; Construction of GENE BANK and NBPGR Head Qtrs. Building at Pusa, Delhi, a Project was a USAID work and was also monitored by their agency / Engineer for quality and progress ; New Custom House Building at IGI Airport Palam ; Regional Office for Regional Provident Fund Commissioner, Faridabad ; National Institute of Financial Management, with Auditorium and with Hostels and Residential Complex at Faridabad, ;.Training Institute for Central Excise and Narcotics, with residential complex and hostels at Faridabad; C.P.W.D . Training Institute with Auditorium, and residential complex at Ghaziabad; C.B.I.Training Institute Campus, with Auditorium, and Construction of General Pool Govt. Quarters at Ghaziabad and Faridabad. After retirement from service on 31st March1996, I worked as : As Consultant and Advisor, i. Consultant for two Building Projects of C.A.G. of India, Training Institute at Shimla(H.P.) & Office-Complex at Ahmadabad. ii. Consultant for EPI for a Hospital Building and Housing Project for a Hospital at Rohini at Delhi, and iii. As Chief Project Engineer for a Super Specialty Hospital Wing at Sir Ganga Ram Hospital Campus. The job involved coordinating and monitoring the activities of a large number service agencies, to ensure fast and full completion of the Hospital, with all amenities and services. As Arbitrator and Member on Dispute Review Boards I have worked as Arbitrator , on Arbitral Tribunals, in a number of arbitration cases of Engineering Contracts. I am also now working on some National Highway Projects as Arbitrator ( on NH-41 & NH-4 ) and also as Member on the Dispute Review Board of some Projects ( NH- 28 in UP ).
