User Guide to e-Register the Certificate of Conformity (COC) of Controlled Goods

Important Note: You are required to register as a Registered Supplier of Controlled Goods and possess an e-Registration account before proceeding. Please refer to the user guide on how to e-Register as a Registered Supplier if you have not yet done so. Please also ensure that you have a scanned / softcopy of the Certificate of Conformity issued by the relevant Conformity Assessment Bodies (CAB) before proceeding. 1 2

1. Open Internet Browser and enter www.spring.gov.sg into the address bar. 2. Click on the `Resources' tab. 3. Click on the "e-Services" hyperlink.

4. In the next page, click on the "Controlled Goods Registration" hyperlink.

5. You are required to enter the User ID and password issued to you upon the successful registration as a Registered Supplier. 6. Click on the button after you have entered the User ID and password.

7. Click on the "Forget Password" hyper link if you have forgotten your password.

8. Upon successful login, you should see your name appearing on the top right side of the screen. 9. Click on the "Register Listing" hyperlink to search for the list of registered controlled goods and registered suppliers. 10. Click on the "eRegistration of Controlled Goods" hyperlink to apply for the registration of the Certificate of Conformity. 11. Click on the "Check status of Controlled Goods" hyperlink to view the status of past applications. 12. Click on the "Log out" hyperlink to log out from the e-Registration system.

Register Listing

From Step 9, upon clicking on the "Register Listing" hyperlink, the following page will be shown: 9.1 You can conduct a search for the registered Controlled Goods within the registry by: - The Controlled Goods category - Entering the Registration Number (Safety Mark) of the Controlled Goods - Entering the Trade Name / Brand of the Controlled Goods - Entering the Model Number of the Controlled Goods 9.2 You can also conduct a search for the Registered Supplier within the registry by: - Entering the Registered Supplier (RS) Code - Entering the Registered Supplier Name

eRegistration of Controlled Goods

10.1 From Step 10, upon clicking on the "eRegistration of Controlled Goods" hyperlink, the following page will be shown: 10.1 You can proceed to file the eRegistration of Controlled Goods by clicking on the hyperlink "here".

10.2 The following screen will be shown. You should see the allocated RS code and your company name within this field. 10.3 Enter the COC Certification No. as indicated on the Certificate of Conformity issued by the Conformity Assessment Body. This is a compulsory field.

10.4 Click the button and select the COC Expiry Date in the popup window. This is a compulsory field.

10.5 Click the button to upload the scanned / softcopy of the Certificate of Conformity issued by the relevant Conformity Assessment Bodies (CAB). You should see the following screen.

10.6 Enter the name of the person receiving the Acknowledgement Receipt (LOA). This is a compulsory field.

10.7 Enter the Brand, Model Number, Product Description, Test Report Number, and Test Certificate Number (if any) of the Controlled Goods as indicated on the COC.

10.9 If you wish to remove a particular file, click on the "Delete" hyperlink. 10.10 If you wish to remove multiple files, click the respective checkbox(s) indicated and click on the button (10.11) 10.12 Click on the button if you wish to submit your application officially. Please note that you will be directed to the payment gateway system. Upon the successful submission, an acknowledgement email will be sent to the contact person to inform them of the application status. The record will also be shown and updated via the "Check status of Controlled Goods" page. (See Step 11 for more information below)

11.2 You can conduct a detailed search for the Controlled Goods you have registered by: - The Controlled Goods Application Status - The Controlled Goods Application Date (Range) - Brand / Trade Name - Model Number 11.3 Click the hyperlink "View" to see the detailed information of the respective Controlled Goods. 11.4 Click the hyperlink "Re-Submit" to view and submit the application of the respective Controlled Goods. 11.5 Click on the button to file an application for the Registration of Controlled Goods. (See above Step 10.2 to Step 10.14 for the detailed

application procedure.)

14. You should be able to view all expiring records which you can then apply for renewal. Click on "View" to proceed.

15.1 Part 1 (Registered Supplier Data) and Part 2 (Controlled Goods) provides you the specific information of your registered records. 15.2 For Part 3 (Renewal of Registration of Certificate of Conformity), you will be required to revise and update the information accordingly with the renewed Certificate of Conformity issued by the relevant CAB. 15.3 Click on the button to upload the renewed Certificate of Conformity issued by the relevant CAB. 15.4 Click on the button should you require to upload additional documents (eg.
