HL7 Border Solution

Vaccination facilities located near state borders routinely serve outof-state patients but do not normally have access to out-of-state immunization registries. The HL7 Border Solution allows two immunization registries to "share" a cross-jurisdiction area. Both registries could define cross-jurisdiction areas, where patients who received vaccinations would have their vaccination records shared with both state registries. The border vaccination clinic would always see the most complete record, whether the patient received vaccinations in the local or neighboring state. DEPRECATED. The HL7 Communication Platform is designed to provide a Webenabled HL7 interface and testing platform for state immunization registries. This platform allows a registry to: · Accept VXU messages (Patient Vaccination Record Update) · Accept ADT messages (Patient Record Update, sent by hospitals) · Accept DFT messages (Patient Billing Transaction, sent by billing systems) · Respond to VXQ queries (Query for Patient Vaccination Record) · Accept messages via a real-time HTTPS connection · Accept messages through a web-based file upload · Includes web-based testing and conformance tools for HL7 messages. With this platform installed, a state registry would become HL7 compliant and HL7 conversant. The state registry could do the following: · Accept patient vaccination records from other immunization registries or from private providers who track immunizations. · Accept birth records from hospitals · Accept updates from provider billing systems that would include vaccinations administered · Respond to other immunization registries when queried for vaccination records

HL7 Test Platform for Immunization Messages

Because HL7 is such a flexible standard that differences between vendor implementations range from subtle to severe. The HL7 Test Platform greatly simplifies this interface integration by providing a large number of HL7 tools and documentation such as an HTTPS real-time interface, a message constructor, a message quick view, a detailed transaction debugger, code table listings, and messages received log. DEPRECATED. The Health Promotions Module allows registry data to be used to send health related mailings. Age based mailings are identified by the module, which then creates an output file that can be used by ondemand printing and shipping companies. The module also includes five data quality reports. These reports will check for invalid or incomplete addressed, names, and language preferences. Included in the module is the Address Correction System interface, which uses information returned by the United State Post Office for patients who have moved with a forwarding address. Improvement District Financial Accounting Computer System. This client-server solution allows the management, and reporting of ownership interests in land tracts. The system facilitates transfer of monetary and acquired interests in these land tracts. Deeds and liens related to Indian Lands Consolidation Act of 2000 (ILCA) can be created based on transfer of all or part of the interest in inventoried tracts. Subsequent lien payments are accepted and tracked until satisfaction. The system has integrated GIS. The system is based on MS Visual Basic and utilizes MS Access, Word, and ESRI's MapObjects. Future versions of IDFACS will utilize Oracle 8.0 (or later) or MS SQL Server 2000 in place of MS Access. DEPRECATED. Software Description A 1-D and 2-D barcoding solution for scanning in support patient demographics and vaccine managements. Includes IWeb capabilities to scan but does not include scanning hardware. Used to create web based, automated, third party billing files from the immunization registry. Can be used to bill Medicare, insurance companies. Includes a Profile Administrator that will allow the configuration for different organizations and payees. Integrated IWeb module that gives child care providers the ability to access children's records, track vaccination histories, assess compliance with state child care attendance requirements and conduct appropriate follow up to achieve/maintain appropriate coverage levels within the child care facility. Also contains reporting tools for oversight and assessment by appropriate state staff or designees and generates output that can be used for annual CDC reporting requirements. DSM provides a training and testing environment for SIIS users without disclosure of patient confidential data, and an operational system with information integrity (the spatial and temporal patterns of vaccination records are ensured valid as before scrambling) without confidential patient data. Using the existing data from the SIIS Registry, the DSM is able to keep GIS map functionalities using the geocoded data as well as keep the integrity of the vaccination record. The program has been developed to scramble the patient confidential data in different database tables. Here the `scramble' means that the original confidential data fields are replaced while still keeping the data format valid. The dynamic relationship among tables is kept consistent. All the data fields with patient confidential data (such as Names, personal IDs, file IDs, phone numbers, addresses) are scrambled. The program also backs up the original data.
