SCSU Reorganization Transition Plan and Responsibilities

Prepared by Office of Strategy, Planning & Effectiveness: Draft: Jan. 18, 2011 Executive Summary: The following transition and implementation process has been developed to provide structure to the various work that needs to occur in order to transition St. Cloud State University from its current organizational structure to its envisioned state. The process outlines 11 broad "focus areas" that will need to be addressed as part of the transition and embeds the responsibility for the work in the units in which it must occur. Through the creation of unit work groups, faculty and staff will be directly engaged in the transition activities. The academic unit workgroups will be comprised of the current department chairs for the academic departments/programs in the new unit. In situations where more than one department or program is being brought together into a new academic unit, a representative from each program will be included. The academic unit workgroups will be lead by the current or interim administrator for the unit. In units where there is not a current administrator, a lead facilitator/coordinator will be identified by Provost. Operational workgroup leads will be appointed by the Provost and/or Vice Presidents and will consist of faculty and staff with responsibilities in the impacted areas. The transition process will begin with the academic structures but will integrate the results of the ASAOPSA process when it is completed. Transition teams also will be identified for units such as institutes and centers, as needed. Where possible and appropriate, student representatives should be included in the workgroups. All workgroups will be supported by a Transition Coordinating Team that will be responsible for coordination, logistics and support for the workgroups as they address each focus area. The Transition Coordinating Team will be responsible for integrating the transition work across the university and for communicating with the Strategic Planning Committee, senior management and the campus community. Transition Process: 1. The Strategic Planning Committee will provide oversight for the academic reorganization transition efforts, including review and recommendations related to the development, implementation and tracking of the transition process and plans. 1 | P a g e

2. A Transition Coordinating Team will be created through internal reallocation to provide coordination, tracking and logistical support for the transition activities. 3. A Unit Transition Workgroup will be identified for each of the academic units in the new organizational structure. The Unit Transition Workgroup will be responsible for developing and implementing plans related to the Academic Unit transition (detailed below). 4. Members of the Unit Transition Workgroups will serve as the "Implementation Team Lead" for appropriate Focus Areas that will need to be addressed in the transition (listed below). Each Focus Area will be assigned a Transition Coordinating Team Liaison who will be responsible for implementation of that Focus Area across the various units. 5. Operational Workgroups will be identified to develop and implement plans related to transitioning operational systems and functions impacted by the reorganization (detailed below). A Lead for each Operational Workgroup will be identified. Each Operational Workgroup will be assigned a Transition Coordinating Team Liaison. 6. Unit Transition Workgroup Leads, Operational Workgroup Leads and the Transition Coordinating Team will form the Reorganization Technical Implementation Steering Group. Lisa Foss will serve as convener of the Reorganization Technical Implementation Steering Group. 7. Implementation workgroups (Unit Transition and Operational), with the support of a designated Transition Coordinating Team liaison, will develop detailed implementation plans, timelines and budgets 8. The Transition Coordinating Team will develop a comprehensive transition implementation plan based on the workgroup plans, including milestones, deadlines, interdependencies, and costs and update plan as necessary 9. The Transition Coordinating Team will submit a biweekly update report to President and Provost, Strategic Planning Committee and campus on status of transition work, and update the implementation plan and timeline, including any additional areas and issues to be addressed
