Student Transfer Procedures For The School Year 2012-2013

February 21, 2012 Dear Parent(s): The Sweetwater Union High School District supports the neighborhood school philosophy. School boundaries are established in an effort to balance enrollment throughout the school district. Students are assigned to a home school based on established school boundaries. It is important to note that all of the middle and high schools in the district follow the same rigorous curriculum. The district realizes that there are valid reasons for students to be permitted to attend a school other than their home school. The parents or legal guardians of a student may request a transfer from the home school to another district school by completing an intra-district transfer application. The opportunity to apply for a transfer, under an intra district transfer or CHOICE transfer will be during an eight-week period from Monday, March 5, 2012 through Friday, April 27, 2012. Parents may submit both an Intra District transfer and a CHOICE application. However, Intra District transfers are ONLY available at the district office. No transfer applications will be accepted after this date. Families new to the district are the only exception and will have ten days to apply for an intra district transfer from the date of enrollment. Schools that meet or exceed their enrollment capacity will not be accepting any new transfer students. All intra-district transfers may affect athletic eligibility for grades 9-12. There are six categories under which a parent can request a student transfer from the home school to another school in the district. These categories are continuances, family togetherness, CHOICE, specialized programs, No Child Left Behind (NCLB), and voluntary transfers. The following is a summary of each transfer category. Continuance A continuance can be requested by a parent whose student is currently attending a school other than their home school and wish to have the student continue at that school. If the continuance request is from one grade to the next at the same school the request for a continuance needs to be addressed to the site administration. If the parent wishes to have the student continue from the middle school to the feeder high school then the continuance request must be made through the office of Student Services. Continuances will be based on space availability at the school requested as well as the student's academic standing, citizenship and attendance. Students need to have a minimum Grade Point Average (GPA) of 2.0 in both scholarship and citizenship from their last report/progress report card to be eligible for a continuance.

Family Togetherness A family togetherness student transfer request can be made to allow a student the opportunity to attend the same school that their older brother or sister is currently attending. A family togetherness student transfer request can also be made to allow a student to attend the feeder middle school that corresponds to the older sibling's high school. Family togetherness transfer applications will be based on space availability at the school requested as well as the both student's academic standing, citizenship and attendance. CHOICE A CHOICE intra-district student transfer application is made available when there are more applications to a particular transfer school than spaces available at that school. The CHOICE application is not dependent on the date the application was submitted. CHOICE applications will be entered into a lottery-style drawing scheduled for Friday, May 11, 2012. Parents will be notified by mail of the results by the district's Student Support Services Department the week of May 21, 2012. If no space is available at the CHOICE school requested the application will be placed on a waiting list until August 17, 2012. The parent can apply under one of the other intra-district options where qualified as well. Current 7th, 8th, 9th, 10th and 11th grade students on CHOICE transfers do not need to reapply. They automatically become a resident student of the school for the duration of their enrollment at the CHOICE school. Students transferring to a new high school may not be athletically eligible at the new "CHOICE" school. "CHOICE" transfers are not revocable after the student attends one day. Specialized Curriculum Programs There are some schools with unique specialized curriculum programs that are open to transfer students. Each specialized program has a set of criteria that must be met for a student to qualify for the program. Approval of any student transfer application is done by the program director and the site administration. Please contact the school site administration for additional information. School sites that do not have an administrator or coordinator of their specialized programs, must submit applications through the office of Student Support Services. No Child Left Behind (NCLB) Schools are subject to a range of requirements and local interventions if they fail to meet improvement benchmarks under the No Child Left Behind (NCLB) federal law. All schools identified as being a Program Improvement (PI) school must offer a choice for their students to attend another school in the district that is not designated as being a PI school and must provide paid transportation, as well as, in some situations, free tutoring by state-approved Supplemental Education Services (SES) Providers. If you have questions regarding which schools are designated as a Program Improvement school please contact the office of State & Federal Programs at (619) 934-8300. Voluntary Transfers Parents who wish to transfer their student to another school outside the home school boundaries for any reason other than those noted above can complete an intra district transfer application. Voluntary transfers include child care needs, transportation, employment location and general preference for a

given school. Schools that meet or exceed their enrollment capacity will not be accepting any new transfer students. Intra-District Application Information Intra district transfer applications will be available beginning March 5, 2012 at the Sweetwater Union High School District Office, Division of Student Support Services located at 1130 Fifth Avenue, Chula Vista, CA 91911. Office hours are from 7:30 to 4:30 pm. The office will be open at 7 am on March 5th The completed application must be returned to the Office of Student Services no later than 4:30 pm, Friday April 27, 2012. Intra District Transfer Applications will be taken on a "first-come, first-serve" basis and will be placed on a waiting list based on when the application was received. Each application will be date and time stamped. Please note that all intra-district transfers may affect athletic eligibility for grades 9-12. Enrollment is contingent on space availability at the requested school. Once the school's enrollment cap is met non-resident students will not be accepted into the school. Parents must register their student at the home school pending any transfer request. Parents need to contact the home school for dates for registration and enrollment. Students who live in a neighborhood school's attendance area receive priority to attend their home school. It is important to note that attending a school other than the home school is a privilege, not a right. The school administration may revoke the intra-district if the student's behavior, academic performance, attendance becomes unsatisfactory or the student is no longer enrolled in a specialized program upon which the transfer was granted. Please note that historically the following schools have met or exceeded their enrollment caps: Bonita Vista Middle, Bonita Vista High, Chula Vista Middle, Eastlake Middle, Eastlake High, Hilltop Middle, Hilltop High, Rancho Del Rey, Olympian High and Otay Ranch High school. Any transfer approvals to these schools will not occur until all the resident students have been accommodated and only if space is available at the given site. Final student enrollment counts will not occur until the third week of school. Any possible approval of a student transfer may not occur until the third to fourth week of school. Parents need to enroll their student in their home school pending any transfer request to insure that the student is attending school as required by law. After students in each school's attendance area have been accommodated, intra-district transfer requests will be processed based on the date the application was submitted. Priority will be given to students who are requesting a continuance or are applying under family togetherness. All intra district transfer applications will remain active until August 17, 2012. Parents will need to reapply the following year if they wish to request an intra-district transfer for the next school year. Parents must register their student at the home school pending any transfer request. Parents need to contact the home school for dates for registration and enrollment. Transportation is not provided by the Sweetwater School District to any approved intra-district approved transfers.

If an intra district transfer is approved the parent and student will need to meet with the site assistant principal and will be required to sign an Academic/Behavior/Attendance contract to enroll at the transfer school. The student's standing on the three areas above will be reviewed periodically to determine if the student will be allowed to continue at the transfer school. All students approved with an intra district transfer need to re-apply yearly to continue at the transfer school. Students who fail to comply with the above student contract or with the terms of applicable specialized program will have their transfer revoked and will be returned to their home school. Please be aware that intra district transfers may also be denied if schools have met or exceeded their enrollment caps.
