location: services: Avondale, Louisiana Environmental Analysis, Remediation budget: description: $3 M

TFC has provided geotechnical and environmental engineering to Avondale shipyards. The project required the development of a sampling and analysis plan, geotechnical design for the US Army Corps of Engineers, and LDEQ Permitting. Due to the project's close proximity to the Mississippi River Levee, a supplemental geotechnical design and evaluation was required. The geotechnical evaluation was reviewed and approved by the US Army Corp of Engineers and the West Jefferson Levee District. In addition, the project required review and approval by the landowner and various local agencies. Three Fold Consultants is performing additional site evaluation and in the process of securing the additional approvals from the regulatory agencies. TFC has also been retained to perform a site investigation to delineate hydrocarbon contamination and prepare submittals for the Louisiana Department of Environmental Quality. Tasks include drilling, sampling, reporting and risk evaluation.

United Nations (UNCC) - Switzerland & Saudi Arabian Government

Khobar, Saudi Arabia Design, Construction Administration, Training, and Remediation of shore lines of Kwait as a result of 1st Gulf War $2.5 Billion

Three Fold Consultants, LLC (TFC) has entered into a joint venture agreement with a local Saudi company to carry on the remediation and clean up of approximately 750 kilometers of coastal shoreline ruined during the first Gulf War. TFC was responsible for the engineering, design, construction and management of the onsite operation including training local engineers and operators. Other TFC tasks were to insure that the overall process functioned according to the UNCC contractual obligations; insure that the contractor's safety plan was implemented properly and, insure that the milestone schedule is met. TFC was responsible for the design of a Transportable Thermal process system to treat sediments contaminated with Petroleum Hydrocarbons. Sediments were collected form the Saudi shorelines (750 kms) that were ruined due to oil spills from the first Gulf War (Desert Storm).

City of New Orleans Department of Public Works

location: services: New Orleans, Louisiana Program Managemet of the design and construction phases of the Bond Funded Capital Street Improvements Program. budget: description: $250 Million

Three Fold Consultants, LLC (TFC) was retained as a Subconsultant to Earth Tech E&I at the request of the Owner (City of New Orleans) to serve as team member of the Program Management Consultants. TFC's role in the Bond Fund Capital Street Improvements Program was to assist the Prime Consultants with the complete management and implementation of the City's Bond Fund Street Improvements Program. The project required the establishment of project budgets, coordinate all predesign task (i.e. Topographical survey, soil boring, etc.), review of the design documents, review all request for changes during construction phases of street reconstruction projects. In addition, significant interaction and coordination was orchestrated by TFC between outside agencies and the Department of Public Works (DPW). TFC also conducts bi-weekly progress meetings with the Project Managers for the DPW, as well as assisted with all contract negotiations for contract supplements, claims, change orders, etc. Three Fold Consultants was instrumental in setting up various policy and procedures that are currently being utilized by the DPW (i.e. Project Close-Out Forms, Project Action Forms, etc.). Three Fold Consultants was also part of the team that founded the Department of Public Works Coordinating Council (DPWCC) that was established in August 2000.The DPWCC consisted of decision makers from all City agencies that had any involvement with street reconstruction projects. There was decision makers from all of the local private utility companies that were going to be impacted by the proposed improvements.

New Orleans Sewerage & Water Board

New Orleans, Louisiana 54" sewer force main design for the Sewerage and Water Board $20.0 Million

Three Fold Consultants, LLC was hired as a subconsultant by the Sewerage & Water Board of New Orleans to perform the pre-design verification of existing topographical survey, preliminary design, final design, and construction administration of the installation of a 54" diameter sanitary sewer force main that extends approximately 2.8 miles through the Lower Ninth Ward of New Orleans, LA. The project includes review of all documentation from CCTV Reports and Basin Study, the calculation of system flows and retention; preparation of Preliminary Design Report (PDR), preparation of preliminary and final construction e s t i m a t e s , p r e p a ra t i o n o f c o n s t r u c t i o n specifications, preparation of bid documents, and administering the construction phase.

St. Mary's Academy

location: services: budget: New Orleans, Louisiana Construction Management and site inspection. $4 Million

Three Fold Consultants, LLC was retained by PSA Constructors, Inc. to provide engineering design review and construction management services for the construction of the new St. Mary's Academy School. In conjunction to the aforementioned services, TFC was also asked to provide similar services for the closeout of the Temporary Campus. TFC's scope of work consisted of furnishing the necessary Civil, Electrical, Mechanical and Structural Engineering design review at 30%, 60%, and 100% construction documents. TFC was also tasked with providing onsite inspection services for the all aspects of the architectural and engineering components during the construction. Currently the project is ongoing. As it stands, the construction phase of the project is currently approximately 10% complete. TFC is responsible for the following task during the construction phase: Executive Summary -include a summary of financial status, highlights of major events and a schedule summary. Status of Construction -summarize project construction activities, including current anticipated start and completion dates by project elements. Outstanding Items -include items to be completed by the Project / Construction Manager, the design team members, the Owner, User Owner, and general contractor/construction manager. Purchasing Activity -detail current status of materials procurement based upon information received from the general contractor/construction manager. Budget Status Report -include a summary of anticipated costs and status of scope changes that are approved, pending, and/or anticipated. Progress Photographs -arrange for production and distribution of progress photographs as required by the Owner.

Bunche Accelerated Academy High School

Kenner, Louisiana Architectural and Engineering Design and Construction Management $1.3 Million

Three Fold Consultants, LLC was retained by the Jefferson Parish School Board to provide scoping and design services for repairs to Bunche Academy. TFC is responsible for providing the client with a scope of work to conduct repairs to existing systems and provide new design for renovations. TFC also provided components to the building system to ensure that it is ADA compliant. Additionally, subsequent to the design, TFC provide construction management services to ensure the client that the items specified in the drawings and plans are constructed or repaired accordingly. U.S. Army Corps of Engineers

Three Fold Consultants, LLC (TFC) was retained by the USACE to provide FEMA reimbursed engineering, planning, and construction management for the replacement of critical public facilities damaged by hurricane Katrina and Rita in south Louisiana. TFC provided design expertise in the site planning and code regulations for temporary modular buildings that were highly needed throughout the southern parishes of Louisiana affected by the hurricanes. TFC's workload consisted of layouts, designs, and oversight of temporary schools, health facilities, fire stations, and other critical public structures. The project sizes ranged from a twoclassroom addition for an elementary school to an entire college campus for Southern University of New Orleans. The total project value was $670,000. In addition to providing a full-time site planner at the COE Regional Field Office in Baton Rouge, TFC also provided QA/QC inspectors who were grouped with COE and FEMA teams that ensured the quality and safety of the construction of these modular units. Many site analyses and data gathering assignments were performed, together with utilization of USACE's excellent GIS resources for more accurate and informed design proposals. TFC remained in constant communication with COE personnel to efficiently execute the project scope address any and all issues that had taken and may have taken place during field inspections.

The Shaw Group Inc. - Rebuild New Orleans

Several Parishes across South Louisiana Environmental Testing, Structural Inspections and Project Management $7 Million

Three Fold Consultants, LLC (TFC) was retained by the Shaw Group to provide Construction management and mitigation services on several city facilities on behalf of the City of New Orleans for FEMA reimbursements in the rebuilding efforts of New Orleans. TFC was responsible for providing a number of skilled field personnel ranging from hazardous debris removal to QA/QC inspections in efforts to protect and stabilize city-owned buildings in the aftermath of Hurricane Katrina. TFC provided a number of Project Managers who were in charge of all the field personnel and organizing and mobilizing teams of inspectors, foreman and laborers at any given time to accomplish daily tasks. TFC also prepared daily and weekly progress reports for submittal to Shaw and FEMA documenting the dates, times, and work being conducted. TFC remained in constant communication with FEMA personnel to efficiently execute the project scope, and also coordinated meetings with FEMA and the Shaw to address any and all issues that had taken and may have taken place during field operations

Managing Partner, Three Fold Consultants, LLC. Mr. Elnaggar serves as the Executive Vice President of Three Fold Consultants, LLC. His responsibilities include performance and oversight of civil and environmental engineering projects, financial management, coordination of corporate resources, and client liaison activities. His experience includes civil engineering and infrastructure design; process design, permitting, construction oversight, and operation of RCRA incinerators and waste minimization systems; wastewater treatment and remediation design; environmental site investigations; air emission calculations and permitting; and regulatory compliance. Mr. Elnaggar served as the project manager for a $2.5 Million project for the design and construction of activated carbon. Environmental Manager, Earth Tech Mr. Elnaggar supervised a group of professionals performing groundwater monitoring; hydro geological investigations; air permitting and monitoring services; hazardous waste permitting and compliance; environmental site assessment activities; risk analysis; and construction oversight. Manager, GDC Enviro-Solutions Inc. Mr. Elnaggar's responsibilities included oversight of technical and remediation staff; financial oversight; contract negotiations; hiring and firing staff; and billing and collection. He negotiated unique regulatory approval for an oily hazardous waste minimization and recycling facility for a major gulf coast refinery, which was the first facility of its type approved in the U.S. Mr. Elnaggar performed air and RCRA permitting, engineering, construction, startup, and operation of the company's stationary and transportable waste minimization systems and incinerators under stringent regulatory requirements, which required extensive negotiations with federal and state regulatory agencies as well as private and government customers. Under his leadership, the company's capabilities and permits were expanded to include processing of radioactive and mixed wastes. Mr. Mekari currently serves as Managing Partner of Three Fold Consultants, LLC. His responsibilities include performance and oversight of electrical and mechanical engineering projects, financial management, coordination of corporate resources, and client liaison activities. He has over 14 years of design and construction management experience in the electrical, mechanical, and industrial processing engineering fields. Department Head, Ghaith Environmental Works Mr. Mekari's responsibilities included the coordination of corporate resources for the cleanup and remediation of oil refineries in the United Arab Emirates (UAE). International Environmental Manager/Project Manager, OSCA, Inc. Mr. Mekari managed and trained office/field engineers and process operators to perform all levels of Phase I & Phase II assessment, project management, MSDS handling, and Waste Transportation Manifest. He managed small to medium size projects (up to $20 million). Over the past 10 years he has gained experience in Petrochemical & EPA issues; managed $30 million in government bids and proposals. Chief Operating Officer, International Product Recovery, Ltd. Mr. Mekari served as COO for IPR during his tenure. He was in charge of international projects where he conducted research testing for TEXACO in order to safely process their high BTU soil from their ponds in Ecuador. A complete technical and financial feasibility study was detailed in the final report with a recommendation for the optimal treatment methodology.
