1.0 PROJECT DESCRIPTION OPG POWER GENERATION (P) LIMITED has proposed to develop 2 x 77 MW gross capacity Coal based Thermal Power Plant to meet its captive needs and export the excess power to TNEB grid for sale. The demand for electrical energy in the state of Tamil Nadu has been steadily increasing. Expansion of the electric supply system to new areas, rapid industrialization of the state and increased use of electrical energy for irrigation are the main reasons for the growth in power demand. The proposed Thermal Power Plant is designed as a high efficiency base load power station. The nominal power station rating will be 2 × 77 MW gross at design conditions. The net plant efficiency for the complete system will reach approximately 87%. The proposed power plant comprises of the following main units. · · · · · · · · · Fuel handling system. Steam generating unit. Condensing Equipment. Boiler feed pumps. Turbine generator unit. Deaerating heater and closed heaters. Electrostatic Precipitator. Auxiliary mechanical and electrical equipment. Civil works Power evacuation switchyard at 230 KV.

Based on the above parameters the daily requirement of coal will be 1920 TPD. The steam turbine unit consist of 2×77 MW (Gross) condensing steam turbine generator together with air cooled condenser and associated auxiliaries. The consumable water demand of the plant would be around 168 m3/day. The steam generators of the proposed Thermal Power Plant will be of pulverized fuel firing with imported coal. The steam generator will consist of Water-cooled furnace, radiant, convection super heaters, economizer, air pre heaters etc. Soot blowers will be provided at strategic locations and will be designed for sequential fully automatic operation from the Unit Control Room. The steam generator will be provided with coal mills along with individual raw coal feeders and coal bunkers. The steam generators will be equipped with facilities for Low Sulphur Heavy Stock (LSHS)/ Furnace Oil / LDO firing for start-up and for flame stabilization at low loads. Electrostatic precipitator (ESP) with fly ash hoppers will be provided for the collection of fly ash. The steam turbine will drive the turbo generator at 3000 rpm. The steam generators will be designed as semi ­outdoor equipment while the turbine generator set with all auxiliary and feed cycle equipment will be located indoors.

The fly ash collected at the air preheater hoppers, economiser hoppers, ESP hoppers and stack hopper shall be gravity fed into individual transmitter vessels provided below each hopper. On initiation of dry fly ash collection system, the inlet valve shall open and allow the fly ash to be fed into the transmitter vessel for pre-determined time after which the inlet valve shall close. Afterwards, the compressed air shall be allowed to flow into the transmitter vessel by opening the air inlet valve. Once the desired conveying pressure is reached inside the vessel, the fly ash shall be conveyed to the fly ash storage silo through transport piping. Coal Handling and Feeding System Coal is received in Trucks and unloaded using tipplers. The coal handling system is capable of handling coal at the rate of 400 tonnes/hr from tippler to coal stockyard in single streams of conveyors. The coal handling system beyond coal stockyard is of single streams of conveyors, which has a capacity of 100 tonnes/hr. It is designed considering that coal of maximum 200 mm size can be received at the site. Therefore, single stage crushing is employed to crush the coal to a size of 25 mm as feed to the mills of steam generators. Cooling System A closed circuit air cooling system shall be provided to cater the cooling duty requirements of rated plant performance conditions. The proposed Power Plant consist of water sprinklers for coal dust suppression, ESP for control of particulate emission less than 75mg/Nm3, bag filters at all transfer points, air cooled condenser, tertiary treatment system for blow down water to ensure re-use, 100% utilization of fly ash and dyke of adequate capacity to hold bottom ash.

The proposed Coal based 2 X 77 MW Thermal power plant is to be located at Survey Nos. 110,114,115,116,117,118,119,120,121,122,123 of Peria Obulapuram Village, Survey Nos. 193,194,195,307,204,303,301,305,197,306,196 of Papankuppanm Village and Survey Nos. 62,60,61,59,56, 304, 308 of Chinna Obulapuram Village and in total of 79.105 Acres of land in Gummidipoondi Taluk, Thiruvallur District. The location of which is shown in Fig 1.0. 3.0 DESCRIPTION OF THE ENVIRONMENT

As part of Rapid Environmental Impact Assessment study, an area covering 10km radius around the OPG site was considered and study undertaken to establish baseline environmental status with respect to various attributes and the status is as follows. 3.1 AMBIENT AIR QUALITY Ambient air quality monitoring was carried out continuously for 1 season at 8 locations, to assess the air quality status in the region. At all these sampling stations "SPM", "RSPM" as well as gaseous pollutants like "SO2", "NOx" and "CO" were monitored round the clock. The values of all the parameters were found to be well within permissible levels in the ambient air, and in general varied as follows. S.No. 1. 2. 3. 4. 5. 3.2 WATER ENVIRONMENT The assessment of water quality in the area of 10 Kms radius around OPG plant site was undertaken during the study period. Selected physico-chemical parameters have been used for describing the baseline status of water environment. Generation of baseline data for water quality covered sources of ground water. Water quality was monitored once during the month to assess the baseline status. Bacterial examination was carried out to identify faecal contamination of water sources.

pH values ranging in between 6.5 - 8.5. TDS values were monitored in the range of 700-800 mg/l. Chloride values ranging from 80-100 mg/l. Iron content was found to be in the range 0.10 0.20 mg/l. Oil and grease, phenolic compounds, cyanides, sulphides and insecticides were

found to be absent. BOD was found to be in the range 2 to 11 mg/l and COD value were monitored lower level. Trace metals were found to be below their detectable limits. 3.3 NOISE ENVIRONMENT Noise level assessment around OPG plant site has been carried out with the objective of assessing the impact of total noise generated in the site on its workers and human settlements within and around plant site. The noise level in the study region was below the permissible levels of MoEF with respect to day / night. 3.4 SOIL ENVIRONMENT The soil is sandy in depths with traces of silt and clay. The soil is weakly acidic with no traces of the alkalinity. The fertility value of the soil is very low with low organic matter and NPK content. The soil had adequate quantities of the micronutrients Bo, Mn, Cu and Zn. The soil was nonsaline with low concentrations of NaCl and Na2CO3. irrigation water to develop green belt. 3.5 BIOLOGICAL ENVIRONMENT The analysis of the results of vegetation in the entire study area of the OPG plant site indicated that there was an abundance of plant community in the entire area and its distribution was heterogeneous. The distribution of terrestrial fauna was found to be uniform. The data collected revealed absence of rare and endangered species at and surrounding the OPG plant site. This soil would require good quality

3.6 SOCIO-ECONOMIC ENVIRONMENT The total population of Gummidipoondi taluk as per Census 2001 is 1,43,402 out of which 71919 (50.15%) are males and 71423 (49.80%) are females. Among the total population, 38408

(26.78%) belonged to the Scheduled Castes (SC) and 3434 (2.39%) belonged to the Schedule Tribes (ST). Literates were counted as 77345 (53.93%). Most of the villages around the proposed project site area has good facilities for primary education, primary medical facilities like community health centre, potable drinking water. Good post and telegraph services and power supply are available in all villages. All villages are connected by Kuccha and Pucca roads. Bus is the main mode of public transport, other than rail transport. 4.0 ENVIRONMENT IMPACT AND MANAGEMENT PLAN 4.1 AIR ENVIRONMENT The major sources of air pollution from the proposed operation are · · · Fuel burning Fuel Unloading and storage D.G. High efficiency ESPs to reduce SPM level in the exhaust gas to less than 80 mg/Nm³. Dust suppression and extraction system at Coal Handling Plant area to Control Fugitive Emission. Green belt development and afforestation in the plant and ash disposal areas. A minimum water depth will be maintained in the ash pond to prevent fugitive dust emission. Use of bagfilters at all transfer points.

The incremental increase in ground level concentration using ISCST3 predicated that the concentration of SO2, NOX, SPM will remain well below the permissible levels upon the operation of the Power Plant. The ambient air quality monitoring and prediction of GLC for different averaging times depict that 24 hrs/avg, , SO2, NOx , RSPM & SPM remain within the permissible limits of CPCB. As effective Air Pollution Control measures will be ensured for the proposed plant of OPG, there will not be any significant impact on the Air Quality.

Fugitive Emissions

To control fugitive emissions, the following measures are incorporated. · · · · · · · Proper maintenance and tarring of roads inside the factory. Preventive maintenance of valves and other equipments. Dust suppression and extraction system at Coal Handling Plant. Green belt on all sides within the project boundary helps in attenuating the fugitive emissions of pollutants from the unit. Ambient air quality and stack/fugitive will be monitored regularly. In-plant training provided to the plant personnel on operation and maintenance of dust collectors, techniques of dust emission measurements, particle size analysis etc. Effective operation and maintenance of pollution control system to contain the emissions/keep them within the CPCB limits

Suggested control measures for arresting fugitive dust emissions along with the envisaged pollution control equipment are adequate and will help to have a healthy and cleaner environment inside the plant thereby improve the productivity and the efficiency of the workers as well as that of plant machinery. 4.2 WATER ENVIRONMENT The main requirement of water is only Boiler make up / Auxiliary cooling. The source of water is from the ground. The total water required for the entire plant operation will be 167.6m3/d. However, OPG has proposed to install a tertiary treatment plant in Reverse Osmosis / Mechanical Evaporation and reuse of treated water thus resulting in a daily make-up requirement of only 2.6m3/d, OPG has proposed to use Air cooled condenser for main condensate. Hence, the impact will on water environment be negligible. 4.3 NOISE ENVIRONMENT Acoustic enclosures have been provided wherever required to control the noise level below OSHA levels, and personal protection equipment have been provided to the workers. The wide green belt around the plant will attenuate the noise levels at the plant boundary. 4.4 LAND ENVIRONMENT One of the activities with large potential effects on soil and groundwater is the disposal of waste on land and in landfill sites. When waste material is disposed off on land, rainwater and surface run-off may percolate through the material and carry contaminants into soil and groundwater. Change in soil surface and soil properties may have impacts on soil micro-organisms, natural and cultivated plants and animals, the visual landscape and amenity and on buildings and other constructions.

The solid waste generated in form of fly ash, and bottom ash is inorganic in nature. The total ash generated will be 288 TPD and out of this 20% is bottom ash and remaining will be fly ash, i.e. 230.4 TPD of fly ash, and 57.6 TPD of bottom ash. This waste will be stored in silo, and

maximum efforts will be made to sell ash from silos. The excess ash after selling will be stored in ash dykes. About 15 Acres of land is earmarked for the ash dyke. Therefore process solid waste will have no adverse impact on the land environment. 5.0 GREEN BELT DEVELOPMENT OPG has proposed to develop a green belt of 20 Acres. This is about 25 % of the total plant area. 6.0 CONCLUSION The proposed imported coal based thermal power plant of OPG being located as per norms of the siting guidelines of MoEF and adoption of extensive pollution control techniques to maintain the emission/discharges within the permissible norms will have least impact on the ambient environment.
