Advertised project proposals have been moved to an electronic environment in efforts to enhance the availability of these contract documents. All project proposals advertised for the January 21, 2011 Letting and future Lettings will only be available via the internet and are no longer available for sale by the Department. Prospective Bidders will no longer be responsible for purchasing Valid For Bid Proposals from the Office of Construction Bidding Administration. SPECIAL NOTICE TO CONTRACTORS

Beginning with the December 22, 2010 Advertisement for the January 21, 2011 Letting, Specification Section 102.06 has been revised to state in part, "All bids shall be submitted using the GADOT/AASHTO (American Association of State Highway and Transportation Officials) Electronic Bidding System (Expedite)."

Paper bids will no longer be accepted by the Department for proposals advertised.

Remember to use the current Expedite version when submitting an electronic bid. Please refer to the current Specification Section 102 included in proposals beginning with the December 22, 2010 Advertisement for applicable method of submission.

Beginning with the September 17, 2010 Letting the Department required Bid submission(s) have the completed Prime Contractor's Work Authorization Certification/E Verify Certification submission prior to receiving of bids. The Contractors attention is directed to Specification Section 102 and to the requirements specified within the Prime Contractor's Work Authorization Certification/E Verify Certification to ensure submitted information is complete. Submission of the completed Prime Contractor's Work Authorization Certification/E Verify Certification by 12:00 noon the day prior to the letting to the GDOT Office of Construction Bidding Administration, Room 1113, in a sealed envelope by 12:00 noon will be required for all Bidders or the Bid will be subject to rejection. Bid Express has updated their web site with a new look and functionality. The new look will be operational tentatively beginning with the August 19, 2011 Letting which will be advertised on July 22, 2011. The Georgia Department of Transportation in cooperation with Bid Express would like all Contractors, Subcontractors, Suppliers, and Manufacturers to be aware of this event. SPECIAL NOTICE TO CONTRACTORS

Special Provision Section 150- Traffic Control has been revised. This latest revision will be included in contracts beginning with the October 21, 2011 Letting. The August 1, 2011 revisions to Section 150 are as follows:

Revised Detail 150-HWZ-1: Replace sign R2-5a with sign W3-5. This sign shall be installed when the speed reduction is 10 M.P.H. or greater than the existing posted speed limit. Add Section 150.02.N Signalized Intersections Off duty police officers shall be used to regulate and maintain traffic control at functioning signalized intersections when lane closures or traffic shifts block or restrict movements causing interference with road user flows and will not allow the activated traffic signal to guide the traffic through the signal site. This work is considered incidental and shall be included in the overall price bid for traffic control.

This summary is neither inclusive of all specification changes nor does it relieve the Contractor's responsibility to read the bid proposal documents and plans.

REVISIONS HAVE BEEN MADE TO SPECIFICATION SECTIONS 163, 700, 882 and 891. THE MAJOR CHANGES ARE LISTED BELOW: SECTION 163.3.05.G.c: Mulch: Bituminous treated mulch has been removed from the specification and is no longer used.

SECTION 700: The seeding tables have been expanded. Section 700 now contains 5 seeding tables. Table 1 is for mowable

areas; Table 2 is for non-mowable areas; Table 3 is for Native grasses on non-mowable areas; Table 4 is for Riparian and Mitigations areas; Table 5 is for temporary grassing. There are minor changes to the planting dates on Table 1.

Lime: Liquid lime has been removed from the specification and is no longer used.

Agricultural lime rates of application will be based on a laboratory soil test report. No separate payment for the soil test.

Fertilizer: Fertilizer analysis and rate will be based on a laboratory soil test report. No separate payment for the soil test. Mulch: Bituminous treated mulch has been removed from the specification and is no longer used. Riparian Areas, Stream Restoration Areas, and Wetland and Stream Mitigation Areas: information concerning these areas has been added to the following sections: Ground Preparation, Applying Agricultural Lime and Fertilizer, Seeding, Hydroseeding, Mulching, Application of Nitrogen, Application of Polyacrylamide, Plant Establishment, Additional Fertilizer, Growth and Coverage, Measurement and Payment. These areas are to be measured for payment by the acre and paid for per acre separately from Permanent Grassing. A new pay item has been created for this work Section 882 Lime: Liquid lime has been removed from the specification and is no longer used. Agricultural lime rates of

application will be based on a laboratory soil test report. No separate payment for the soil test.

Section 891 Fertilizer: Use a laboratory soil test report to determine fertilizer analysis and rates of application. No separate

SPECIAL PROVISION SECTION 550-Storm Drain Pipe, Pipe-Arch Culverts, and Side Drain Pipe

Specification Section 550- Storm Drain Pipe, Pipe-Arch Culverts, and Side Drain Pipe has been revised and will be included as a Special Provision beginning with the April 22, 2011 Letting, which will be advertised on March 25, 2011. The Quality Acceptance requirements have been revised to require post installation inspection on all pipes. Inspect 100% of the pipe under the roadbed, 100% the of pipe in a closed drainage system and a minimum of 10% of all other locations, except in side drain application which are short enough to inspect from each end of the pipe. Perform post installation inspection with the use of low barrel distortion video equipment with laser profile technology, non-contact video micrometer and associated software. Inspection personnel conducting the remote inspection shall be NASSCO-PACP Certified Technicians.

GEORGIA DEPARTMENT OF TRANSPORTATION ANNOUNCES DESIGN-BUILD PROJECT

GDOT intends to advertise and proposes to let a project for the design and construction of the I-75 auxiliary lane from Eagles Landing Parkway/Hudson Bridge Road to north of Walt Stephens Road and the reconstruction of Walt Stephens Road Bridge over I-75.

GENERAL PROJECT INFORMATION for Project Number 0010126, Henry County

A Design-Build (DB) Firm will provide related design services to complete the development of the Construction Plans, as well as construction services to build the proposed I-75 auxiliary lane. This project proposes the construction of the I-75 auxiliary lane, a 1.2-mile widening along the existing I-75 northbound beginning at Eagles Landing Parkway/Hudson Bridge Road northbound onramp and terminating north of Walt Stephens Road Bridge. The existing Walt Stephens Road Bridge over I-75 will be replaced with reconstruction totaling 0.41 miles.

The Department is requesting Industry's assistance for project readiness in having all the specified information submitted earlier if possible, but no later than specified deadlines. Bid submission(s) to the Department require a completed Construction Contractors Bid Opportunity Listing with the submission of bids. Contractors shall continue to follow the requirements specified within the Construction Contractors Bid Opportunity List form to ensure the submitted information is complete. All Bidders will be required to submit the completed Construction Contractors Bid Opportunity Listing and the DBE/WBE commitment letters to the Department by 12:00 p.m., noon of the 3rd working day following the opening of the bid as a matter of bidder responsibility. Failure by a bidder to submit the specified information may subject the bid to disqualification.

Additionally, Industry's assistance is requested to expedite the return of an executed contract to allow the Department to move forward with full execution and issuance of the Notice To Proceed when all requirements are satisfied.

Beginning with the January 22, 2010 Letting, the required DBE Goal specified in the contract will be a percentage representing the DBE Race Conscious Participation. The Contractor will strive to achieve an additional percentage, cumulatively amounting to but not limited to 2 percent in his/her contracts for all projects during the course of the current State Fiscal Year, in order to meet the overall Georgia Department of Transportation DBE goal. SPECIAL NOTICE TO CONTRACTORS

The Department is requesting Industry's help in ending amendments for Advertised Contracts by midday on Wednesday before the Lettings. In order to accomplish this, we would need your comments on projects in the Letting as soon as possible but no later than Friday afternoon the week before the Letting. While this will require Contractors to look at their bid documents a little earlier, it will also provide some much needed relief on the trailing end of the bidding process. The extra time should allow Contractors to finalize quotes from subcontractors and prepare their bids without the anxiety of last minute revisions to add to the already frantic schedule.

Prospective Bidders shall be fully informed and adhere to all Federal and State laws, all local laws, ordinances, codes, regulations, orders, and requirements with respect to Erosion and Sedimentation Control when entering proposed project limits for advertised projects with the purpose of exploration and sampling site conditions for bid preparation. The GDOT Area Engineer who is responsible for the proposed project and/or the geographic area shall be given 24 hours advance notice prior to entering the proposed project limits to perform exploratory work. All costs incurred with Erosion and Sedimentation Control will be considered as normal cost to the bid preparation. Any areas disturbed for this purpose and not stabilized in accordance with any Erosion and Sedimentation Control laws and Permits will be stabilized by the Department. Any and all costs incurred, including any penalties assessed for noncompliance, will be at the expense of the person(s) or Company(ies) responsible.

Contractor certification prior to performing repainting of existing structures has been required since the July 23, 1993 Letting. This is to advise all concerned parties that projects advertised on or after March 19, 2004 will require that all Contractors and subcontractors performing surface preparation or coating application shall be certified by the Society for Protective Coatings (formerly Steel Structures Painting Council) (SSPC) prior to beginning work, and shall remain certified while accomplishing any surface preparation or coating application. The Department will require that ANY painting contractors or subcontractors engaged in surface preparation and coating application be certified by SSPC according to SSPC-QP 1. In addition, the Department will require that ANY Contractor or subcontractor engaged in lead paint removal or removal or disturbance of paint containing hazardous material be certified by SSPC according to SSPC-QP 2. If only surface preparation and coating application are required by the contract (for new steel applications), then only SSPC-QP 1 certification will be required. Information about the SSPC Certification Program can be obtained at : www.sspc.org.

The painting contractors and painting subcontractors must remain so certified for the duration of the project. If a Contractor's or subcontractor's certification expires, the company will not be allowed to perform any work until the certification is reissued. Requests for extension of time for any delay to the completion of the project due to an inactive certification will not be considered and liquidated damages will apply. Notify the Department of any change in Contractor certification status.

INVOICE PAYMENTS All companies having invoices 30 days past due will receive a letter stating the total amount due. If the invoice remains unpaid for a total of 60 days, the company will receive a second delinquent letter stating the total amount owed. If the invoice remains unpaid for a total of 90 days, the company will be suspended and no future orders will be accepted or processed until all past due invoices are paid in full. Metropolitan Atlanta Non-attainment Region The Metropolitan Atlanta Region has been declared an Ozone Non-Attainment Region by the Federal Environmental Protection Agency. As a result of this non-attainment status, the Georgia Department of Transportation has instituted a Voluntary Ozone Action Plan (VOAP). One component of the Department's VOAP is to encourage contractors who are constructing projects within the Metropolitan Atlanta region to restrict operations that contribute to the formation of ozone, ground level smog, between the hours of 6 A.M. and 6 P.M. on Ozone Action Days. The following counties comprise the Metropolitan Atlanta Nonattainment Region: Cherokee, Clayton, Cobb, Coweta, Dekalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, and, Rockdale. "Ozone Action Days" will be declared by the Georgia Department of Natural Resources by 6:00 P.M. on the day immediately preceding the "Ozone Action Day". An "Ozone Action Day" is a day when ozone levels are predicted to exceed the acceptable level for attainment as defined by the Clean Air Act provisions. On days that have been declared as Ozone Action Days, Georgia DOT contractors are encouraged to refrain from operating paving and heavy construction equipment between the hours of 6 A.M. and 6 P.M. On

"Ozone Action Days", GDOT contractors are also encouraged to avoid refueling motorized vehicles and equipment between the hours of 6 A.M. and 6 P.M., to limit single occupancy trips and to avoid the operation of gasoline powered small engines between the hours of 6 A.M. and 6 P.M. The voluntary

reductions of exhaust and particulate matter that would be produced by these operations will help the Metropolitan Atlanta Region meet its required reduction in ozone levels. Failure to meet these requirements will result in further restrictions on the Department's ability to acquire the necessary permits to pursue the Construction Work Program necessary to address the area's mobility needs and to sustain the local highway contracting industry.

EPD AIR QUALITY RULES MODIFICATIONS In September 1995, The Environmental Protection Division (EPD) modified the Rules for Air Quality control (Chapter 391-31) as they pertain to Open Burning.

Effective January 9, 2005, outdoor burning is banned during the months of May, June, July, August and September in the following counties: Banks, Barrow, Bartow, Bibb, Butts, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Clayton, Cobb, Columbia, Coweta, Crawford, Dawson, DeKalb, Douglas, Fayette, Floyd, Forsyth, Fulton, Gordon, Gwinnett, Hall, Haralson, Heard, Henry, Houston, Jackson, Jasper, Jones, Lamar, Lumpkin, Madison, Meriwether, Monroe, Morgan, Newton, Oconee, Paulding, Peach, Pickens, Pike, Polk, Putnam, Richmond, Rockdale, Spalding, Troup, Twiggs, Upson, Walker and Walton.

Open Burning will be permitted in the months of October, November, December, January, February, March and April for the purpose of land clearing, construction or, right-of-way maintenance provided the following conditions are met: 1. Prevailing winds at the time of the burning are away from the major portion of the area's population; 2. The location of the burning is at least 1,000 feet from any occupied structure, or lesser distance if approved by the Division; 3. The amount of dirt on or in the material being burned is minimized; 4. Heavy oils, asphaltic materials, items containing natural or synthetic rubber, or any materials other than plant growth are not being burned; 5. No more than one pile 60 feet by 60 feet, or equivalent, is being burned within a 9 acre area at one time. In addition to the above provisions, the EPD Rules require permits from the fire department and the Georgia Forestry Office, when required, and the use of air curtain destructors when Open Burning is permitted in these areas.
