The Town of Stratford through the Office of the Purchasing Agent, will receive SEALED BIDS for furnishing the equipment described in the accompanying specifications, in accordance with the instructions, conditions and reservations that follow: A. CLOSING DATE: Bids will be received until __3:00 pm November 14, 2011____, at which time they will be publicly opened and read. All bidders are invited to attend this public opening, which will be held immediately following the closing time specified above, in the Office of the Purchasing Agent, Room 202, Town Hall, 2725 Main Street, Stratford, CT 06615. Any bid may be withdrawn prior to the above-scheduled time for receiving bids or authorized postponement thereof. Any bids received after the date and time specified shall NOT be considered. No bidder may withdraw a bid within 45 days after the actual opening thereof. B. INSTRUCTIONS: Bid proposals are to be submitted (TWO COPIES) in a sealed envelope and clearly marked with the bid number and description on the outside of the envelope, including all outer packaging (DHL, FedEx, UPS, etc). C. CONDITIONS: Bid Surety: A Bid Surety is not required for this bid. Payment: Final payment will be made upon the acceptance of the completed work by an authorized representative of the Town of Stratford. NO partial payments will be made. Invoices covering the work specified herein should be forwarded to the Purchasing Department upon completion of the project. Taxes: The Town of Stratford is exempt from all State and Federal taxes. Do not include these amounts in your quotation. Addendums: All addendums will be posted on the town website, www.townofstratford.com. It is the responsibility of the bidder to check the website for any addendums before submitting their bid. F.O.B. Destination: All prices quoted must be net delivered to destination. The specifications listed below describe a multi-purpose unit that can be used as dump body and a salt/sand spreader. As a salt/sand spreader, the curbside portion of the floor tilts toward the streetside conveyor that runs from rear to front. ___ ___

The body is a heavy duty contractor's type for use on single axle trucks. It has a Stainless Steel exterior with a carbon steel floor and a stacked structural member subframe. ___ ___

The body ends are higher than the sides with pockets for extension sideboards. The tailgate is reinforced and has proof coil spreader chains and offset upper hinges. The operating devise is positive locking and operated using an air cylinder mounted at the rear between the long members. ___ ___

FRONT HEAD

The front head is flat one piece with a bolt on conveyor drive unit, it shall be fabricated from 3/16" thick 304 grade stainless steel, it shall have two external vertical braces and a horizontal box brace all of stainless steel. ___ ___

SIDES

One piece 304 stainless steel plate with formed box section top and bottom Longitudinal rails, one vertical rear post, front and rear board pockets to accept A 1 ¾" plank. FLOOR

TAILGATE

OPERATING DEVICE

The operating device is air actuated and mechanical in operation locking at the rear using an over the center lever. The rear cross shaft is full width 1" diameter with four bearing points, rear latches are independently adjustable with ½" plate latch ears and ½" flame cut lock fingers.

CONVEYOR

A heavy duty drag chain type conveyor is located on the left hand portion of the body and is used to discharge material for spreading. It uses a two strand 21,000 lb. ultimate strength steel, open pintle chain (#667X) with 3/8" x 1 1/4" flites welded to every second link. The conveyor is driven by a 5.9 cubic inch hydraulic motor coupled to a 25:1 direct drive worm reducer. Effective width of the conveyor is 18". The front drive shaft is 1 ¾" with 8 tooth sprockets and the rear idler shaft is 1 1/4" with sealed ball bearings. There shall be a rear mounted manual chain tensioner comprised of two grease cylinders. The body shall have a guillotine type flow control door mounted on the headboard with infinite adjustment thru a range of 8" ___ ___

SPINNER

There shall be a chassis mounted polymer chute feeding the 18" polymer spinner Disc, the polymer chute shall be capable of windrowing spread material to the road Center by rotating 90 degrees, the spinner drive shall be chassis mounted and Adjustable thru three axes-lateral/longitudinal and vertical. ___ ___

HOIST

The hoist shall be a multiple stage telescopic hoist designed for salt spreader body Applications with a floating trunnion cylinder pivot mounted in removable bearing Blocks. Single acting 4.5" bore with 100" stroke. ___ ___

HYDRAULIC SYSTEM

SPREADER HYDRAULICS

A Rexroth model CS440 ground speed controlled system shall be installed to Regulate the amount of material and liquid applied to the road surface. ___ ___

OIL RESERVOIR

The hydraulic oil reservoir shall be a minimum of 40 gallon capacity fabricated from 8 gauge pickled and oiled sheet steel and shall be equipped with a vented fill cap with integral screen. It shall be mounted above the chassis frame behind the truck cab. Equipped with a return line filter assembly with a minimum of 10 micron spin on element. Ball type shut-off valves, a sight glass and a temperature gauge. ___ ___

MISCELLANEOUS HOSES & COUPLERS

All hose ends and fittings shall be compatible with the hose on which they are used. Suction and return lines shall meet or exceed a rating of a SAE100R4. All hoses shall be manufactures standard size and shall be routed in such a way as to avoid contact with the exhaust system and/or the drive line components of the chassis. Hoses to be wrapped in protective coil in any potential wear spots. ___ ___

HYDRAULIC PIPING

All of the hydraulic lines from the valve area to the front and rear of the chassis Shall be stainless steel tubing secured in cushion type clamps. ___ ___

CONTROLS

DEL air controls for all functions with locking levers for the rear dump and cover.

Control valves for all functions will be Rexroth M4 series mounted in a Stainless Steel enclosure. ___ ___

PUMP The pump will be a Rexroth variable displacement transmission driven by a Hot Shift PTO. ___ ___

LIQUID SPRAY SYSTEM Shall be a REED system with a 120 gallon cab shield mounted poly tank, hydraulic Driven pump controlled be the Rexroth CS440 controller. ___ ___

TILT OVER CUSTOM TRUCK/PLOW ATTACHMENT

The custom truck/plow attachment shall be manufactured by a recognized snow plow manufacturer in such a way as to allow the hood of the chassis fitted with a tilt engine cowl and stationary grill work to tilt forward over the upper portion of such an attachment. ___ ___

The attachment shall include ½" side plates reinforced and bolted as far back on the Truck frame as feasible. The top cross member and the vertical risers shall be from a minimum of 4" x 3" x ½" angle and the horizontal member to which the base of the lift cylinder pins shall be a minimum of 4" x 4" x ¾" angle. The hitch shall provide a selection of two push heights on 31" hole centers for connection of the plow while the bottom cross member behind the connecting points (for the plow) shall be adequately reinforced with not less than 6" x 4" x ¾" angle. ___ ___

The plow lift cylinder shall be double acting with a 4" bore, 10" stroke, chrome plated piston rod, adjustable chevron type packings and a wiper to clean the piston as it retracts into the cylinder. The base of the cylinder shall attach to the aforementioned horizontal member while the cylinder rod attaches to a horizontal, pivoting lift yoke weldment from 3/8" plate. ___ ___

Plow lights shall be Truck-lite model 80800 installed on custom hood mounted aluminum brackets. ___ ___

TRIP EDGE POWER REVERSIBLE PLOW

MOLDBOARD

Shall be 11' long x 42" high inside and shall extend at least 12" out over the cutting edge. The moldboard shall be fabricated as a one piece structure from 8 gauge hot rolled sheet. The moldboard shall be brake formed to a series of panels so to break up the snow as it rolls toward the discharge ends and incorporate a formed channel at the top for added rigidity. Eight vertical one piece reinforcing ribs of ½" plate shall be welded to the bottom cutting edge reinforcement and to the back of the moldboard. ___ ___

CUTTING EDGE

Shall be abrasion resistant steel, C-1085 or equal. It shall be not less than 8" x ½" x 132" and shall be bolted to the plow for easy replacement with 5/8" x 2 ½" grade 5 carriage bolts and lock nuts on 12" centers. ___ ___

CUTTING EDGE REINFORCEMENT

Shall not be less than 6" x 4" x ½" steel angle with ½" steel plate gussets electrically welded to the frame work. ___ ___

SHOES

Replaceable wear parts shall include two abrasion resistant moldboard shoes (minimum Brinell of 360) and two cast chilled malleable iron curb shoes. ___ ___
