Course in the Transport of Dangerous Goods by Road 30744QLD 16 Hrs 8/10/2008 to 7/10/2013 The completion of the unit of competency will enable a person to meet the competency requirements for the application for a dangerous goods driver licence. In addition licence holders are required to reattend a course for the purpose of renewing their licence prior to expiry. The unit of competency within this course will meet the competency requirement for renewing their licence for the transport of dangerous goods by road There may be age limits to enter this course ­ refer to the competent authority in your state for confirmation of age limits. Other requirements are as follows: Registered Training Organisations must advise each student that this course leads to a licence outcome and there are a number of of non-competency related requirements that that must be achieved to meet this requirement. Depending on the State/Territory this may include: Relevant and valid drivers licence Suitable driver traffic history A satisfactory medical report issued in accordance with the standards for Licensing and Clinical management and signed by a current medical practitioner; and Criminal History check In the future this may also include some type of security or suitable person check.

This course meets the competency related requirements for the granting a dangerous goods driver licence. There are a number of other non-competency related requirements that a learner must meet to be eligible for a licence. As each state/territory is responsible for licensing, contact should be made with the relevant state/territory licensing competent authority to confirm recognition of the outcomes of this course for the purpose of meeting the competency related requirements of licensing. Leglislation in each Australian jurisdiction provides for rthe requirement to obtain training and assessment as part of the requirements to obtain a dangerous goods driver licence National consistency is facilitated through the Competent Authority Panel. The Competent Authority Panel is supported by a secretariat from the Department of Transport and Regional Services (DOTARS). Note: Statements of Attainment issued from this course are only recognised by the competent authority for a period of six (6) months from the date of issue by the RTO for the purposes of issuing a licence

Before a Statement of Attainment or qualification can be issued by the Registered Training Organisation, the learner must undertake the mandatory challenge assessment test approved by the licensing authority.

Human Resource Requirements:

Trainers Trainers must comply with the following requirements: a. meet the requirements of Standard 1.4 of the Essential Standards for Registration of Australian Quality Training Framework 2007 and the requirement as outlined in Appendix 2 (Page 55 & 56) of the AQTF 2007 Users' Guide to the Essential Standards for Registration; and b. meet the following requirements of dangerous goods licensing competent authorities: I As part of meeting the vocational competency requirements trainers must successfully undertake the assessment instrument approved by the licensing competent authority; and II As part of meeting the vocational competency requirements trainers must have up to 5 years relevant dangerous goods industry and operational experience. Trainers must individually meet all of the training, assessment and vocational competency requirements. The use of the team based training models must not be used for assessment. Registered Training Organisations are to use the licensing competent authority staff profile, staff matrix and evaluation criteria to determine if a trainer meets the requirements of the licensing competent authority Registered Training Organisations must provide the licensing competent authority with a signed statuory declaration confirming the assessor requirements listed in Clause 6.2, a, b ­ I & II. The licensing competent authority from any state/ territory may request that you forward a copy of a trainer/ assessors staff profile and matrix with supporting documentation for their assessment , and may advise that they disallow or rescind the use of a particular trainer/ assessor. In the event a Registered Training Organisation receives a notice of disallowment or rescindment from one licensing authority the use of the particular trainer is to be discontinued for all students.

Physical Resources:

Learning Resources Due to the nature and purpose of this course Registered Training Organisations must provide access for each student to the relevant State/ Territory Legislation and the Australian Dangerous Goods Code 7th Edition whilst undertaking learning/ training sessions and activities. In addition Registered Training Organisations may provide additional learning materials necessary to support quality learning and assessment. Training resources and materials used by the Registered Training Organisation to facilitate training must: meet the requirements of AQTF 2007; be mapped to this unit of competency to ensure coverage; be consistent with the Registered Training Organisation learning and assessment strategy; and supported in writing by the licensing Competent Authority the licensing competent authority from any state/ territory may request that you forward a copy of their training and learning materials for review and may advise that they disallow or rescind the use of the training and learning materials. In the event a Registered Training Organisation receives a notice of disallowment or rescindment from one licensing competent authority the use of the training and/ or learning materials is to be discontinued for all students. Facilities and equipment In order to maximise quality training and assessment outcomes the Registered Training Organisation must have access to the following: suitable classroom facilities; Australian Dangerous Goods Code 7th Edition and relevant legislation materials to assist with demonstrating and assessing restraint methods; Dangerousa Goods Class labels and emergency information panels; Other items that may include such things as Personal Protective Equipment, Fire fighting equipment and other relevant equipment.
