Student loan help for health providers designed to get care to underserved areas

ColInvest 11/19 ­ Colorado's CollegeInvest and the State of Colorado, on Nov. 19, launched the Colorado Health Care Provider Loan Repayment Program to encourage medical personnel to practice in underserved parts of Colorado. Eligible health care providers may receive student loan repayment assistance of up to $25,000 a year by committing to work in a designated shortage area for at least two years. The program was authorized by legislation signed into law in June 2007 and is funded by the Colorado, the U.S. Department of Health and Human Services, and CollegeInvest, which is a division of the Colorado Department of Higher Education. "Health care professionals often graduate from college with large amounts of student debt," said State Sen. Chris Romer. "Many times this debt limits the opportunity for health care professionals to serve in underserved areas. This program provides incentives for these professionals to practice in underserved areas throughout Colorado." Romer and Rep. Tom Massey sponsored SB232 which created the Colorado Health Care Provider Loan Repayment Program. Thanks to the new program, qualifying health care workers have 50,000 reasons to practice in underserved areas of Colorado and underserved Colorado residents will have access to the quality medical care they need. To participate in the program, health care providers must: ·Be licensed to practice in Colorado in one of the following professional specialties: family medicine, general internist, general physician, general pediatrician, obstetrics-gynecology, nurse practitioner, physician assistant, certified nursemidwife, licensed mental health practitioner. ·Be currently employed fulltime in a Federally Designated Health Professional Shortage Area in Colorado as identified by the U.S. Department of Health and Human Services at http://hpsafind.hrsa.gov. ·Have student loans through CollegeInvest. Applicants with other loans may be eligible if CollegeInvest is able to acquire their loans through consolidation or by purchasing the loans. "We are pleased to have the opportunity to work with the bill sponsors and partner with the Colorado health community organizations to develop and launch this program for the benefit of all Coloradans," said Debra DeMuth, Director of CollegeInvest. The Rule of Law

By Wm. David Lytle Colorado Bar Association President The recent events in Pakistan have caused outcries across the United States and around the world. Pakistan's president, Gen. Musharraf, suspended the country's constitution, dissolved the supreme court, shut down the media for speaking in opposition to his actions, and arrested and jailed those who spoke out against his totalitarian actions. It would be bad enough for this to be happening in just one country but, unfortunately, this lack of the "rule of law" can be seen in many parts of the world. In addition to Pakistan, we find an absence of the rule of law or, at the very least, true respect for the rule of law, in countries such as Georgia, Venezuela and Sudan. Without the rule of law, there is tyranny, anarchy and, at its worst, the savage murder of innocent people. It is easy for a ruler to claim that his or her country has a constitution that supports human rights, but if there is no respect for the rule of law, those are merely words. It is one thing to "talk the talk," but a much greater commitment is required to "walk the walk." The rule of law requires laws that are openly created and equally applied to all people by fair and impartial courts. What seems so simple is so hard for much of the world to attain. The tradition of the rule of law in the United States provides us with protection of our liberty and freedom, and in the same process provides security and certainty. William H. Neukom, president of the American Bar Association, is a staunch advocate for ensuring that the rule of law becomes a cornerstone throughout the world. Current troublesome world events drive home the point that if we ever are to have a world in which human rights are truly valued and in which we are free from massive armed conflicts, each nation will need to have a system premised on the rule of law. We are fortunate to have a system based on the rule of law. Although it is not a perfect system, it continues to support human rights. In this season of Thanksgiving we should be thankful for a society in which the rule of law is valued and protects us and our families.

Southern Colorado citizens deserve federal court access, fair treatment

by Bill Thiebaut District Attorney, Tenth Judicial District Since last May, I have advocated for a federal court house and a fulltime federal judge in Pueblo. Since then, I have discussed the idea with U.S. Attorney Troy Eid and the staff of U.S. Rep. John Salazar, D-Colo. Eid has stated that the narrow and restricted use of federal courts outside of Denver is "perhaps the single greatest impediment to ensuring that all Coloradoans receive fair and equal access to the federal justice system." In a June letter to Congressman Salazar, the Colorado District Attorney's Council recognized the importance of the federal system and expressed fundamental concerns "about the lack of ready access to the federal district court system in parts of Colorado." Colorado sheriffs wrote Representative Salazar in August that "... a key focus of any justice system should be to ensure that justice includes an opportunity for participation in an environment that effectively and efficiently serves the needs of the people of the system." Both Edward Nottingham, the court's chief judge, and Lewis Babcock, who served as chief judge previously, told The Pueblo Chieftain that none of the court's 10 judges favored expanding their base of operations, a notion that Congressman Salazar supports. In written correspondence to Salazar, Judge Nottingham assured the congressman that "... the court, over the years, has given careful, detailed consideration to the placement of its facilities, and the assignment of its judicial officers, so as to best administer justice for citizens of the entire Colorado federal district." But can citizens from southern Colorado be assured of both access to federal justice and fair treatment under the current Denver-based federal court system? In a recent district court case, statements from a federal magistrate judge indicate that, in the case of Chief Judge Nottingham, the answer is no. The magistrate judge, quoted in a court document, stated that Judge Nottingham hates employment cases and will look for any way to throw those cases out. The magistrate judge guaranteed a Pueblo lawyer and his client would lose his case in Judge Nottingham's court. This kind of judicial leaning and attitude in a civil rights case is a good example of why all federal district judges should not be located in Denver as they are now.
